About this opportunity
The Department of the Navy Naval Facilities Engineering Command is procuring design-bid-build construction services for the Pier 31 Extension at the Naval Submarine Base New London in Groton, Connecticut. This major infrastructure project involves constructing a concrete-filled steel pipe pile supported pier extension with a concrete deck, mooring fittings, mechanical and electrical utilities, an integrated composite fender system, and specialized equipment including composite camels. The work also includes demolition of existing Piers 10 and 17, dredging operations, and environmental mitigation requirements, along with multiple bid options for additional pier reconstruction work and compressed air system installation. The government will evaluate proposals on a best value tradeoff basis considering technical factors, past performance, and small business utilization as key criteria. Following multiple amendments extending the deadline, proposals are now due by July 30, 2025, with Amendment 0007 recently incorporating requirements for a Project Labor Agreement for this large-scale construction project.
This solicitation does not include any set-aside designations and is open to full and open competition. The project is classified as a large-scale construction project with an estimated total cost between $100 million to $250 million, reflecting the substantial scope of marine construction work required. The contract will be awarded as a firm-fixed-price arrangement with a base period and multiple bid options that can be exercised within 365 days of contract award. Construction work will be performed at the Naval Submarine Base New London in Groton, Connecticut, with the pier extension specifically located at Pier 31. The project includes extensive technical requirements for marine construction, including pile installation, dredging approximately 50,000 cubic yards of sediment, and installation of sophisticated berthing infrastructure to support submarine operations.
