Will any dewatering wastewaters be discharged under the General Permit for MISC Discharge? If none, what is the MISC permit relevance to the project?
Dewatering may occur from utility or trenching work on land. Dewatering included in this project requires a permit to discharge from CT DEEP. If discharging to sanitary sewer, the contractor shall obtain a permit to discharge wastewater from the CT DEEP in coordination with the Town of Groton Water Pollution Control Authority at their own expense. All monitoring and reporting requirements under the obtained permit are the responsibility of the contractor.
Groundwater may require treatment prior to discharge under any contractor-obtained CT DEEP discharge permits. Treatment shall be the responsibility of the contractor.

Please provide a plan that overlays the limits of construction on the areas with Land Use Restrictions (LUCs), specialized landfill caps, existing monitoring wells, areas with volatile organic compounds (VOCs) in groundwater, Environmental Restoration (ER) areas and radiological sites (IR Zones).

Has the SUBBASENLON Environmental Division (ED) determined the sufficiency of groundwater testing in the project area? If the evaluation has been completed, is the existing data sufficient or will additional testing be required to obtain the General Permit for Discharge of Groundwater Remediation Wastewaters? If the existing data are insufficient, will the Navy or Contractor provide the sampling/testing required to obtain the General Permit?
The construction contractor is responsible for the request/approval process with CT DEEP including any sampling/testing that may be needed.
Any wastewater from this site may have to be taken for off-site disposal as per Installation Remediation Program requirements.
N/A N/A N/A
If dewatering during pile installation is required, what permit will the water be discharged under?
No permits were required for prior pile installation for other pier projects at the Base.

Is sanitary wastewater from the Subbase discharged to the Groton WWTP or does the Subbase have its own treatment plant? If the Subbase has its own treatment plant, will there be charges for each gallon of dewatering wastewater discharged to the plant? If yes, what is the per gallon rate?
The base does not have its own sanitary treatment plant, all sewage is pumped/gravity flow to the Town of Groton Goss Cove Pump Station outside Gate 1, which is then pumped to the town's treatment plant on Route 1 east of the base.
General
Please provide any summary data tables of laboratory testing of groundwater in areas that will require dewatering and treatment. Information not available.
Appendix F - Stormwater
Management Plan and Permit
Enclosure 4 to Attachment A states that if the SUBBASENLOND Environmental Division determines there are insufficient groundwater testing data to proceed with permitting, then contractor or Navy will complete additional testing prior to obtaining a permit from CTDEEP.
For this contract, is the contractor required to do this additional testing? Has the ED made the sufficiency of data determination for this project? If yes, what specific additional testing does CTDEEP require?
The contractor is responsible for testing prior to permitting.
Additionally, please see PPI response #71.
