About this file

This document is the Small Business Participation Commitment Document (SBPCD) for the Design-Bid-Build, P1044, Pier 31 Extension solicitation (N4008524R2503) for the Naval Submarine Base in New London, Connecticut. The SBPCD outlines the minimum level of commitment to subcontract with small businesses, which is a required evaluation factor.

The key details include: the total contract value, the prime contractor's self-performed work value, the percentage and dollar value of overall small business participation, and the participation levels for specific socioeconomic small business categories (SDB, WOSB, HUBZone, VOSB, SDVOSB). A table is provided to list any small business subcontractors with firm commitments. If the 20% minimum small business participation requirement is not met, a detailed explanation is required. The document also contains instructions for completing the form and notes that attachments or addendums will not be evaluated.
