1.0 INTRODUCTION
1.1 PROJECT DESCRIPTION
Naval Submarine Base New London (SUBASE NLON) is in Groton, Connecticut, on the eastern shore of the Thames River (Figure 1). The current mission of the SUBASE NLON is to homeport SSN688 LOS ANGLES and SSN774 VIRGINIA (VA) Block I-IV submarines. Beginning in 2026, the SUBASE NLON will become home port to the new SSN774 (VA Class Block V) submarines, which are approximately 85 feet
(ft) longer than the current SSN774 (VA Class Block I-IV) submarines. The objective of the Pier 31 Extension Project (Project) is to construct an extension to the existing Pier 31 to safely moor two SSN774 (VA Class Block V) submarines and provide associated secured facilities for logistics and maintenance support for current and future operations. The Project will involve dredging along the existing pier, and the creation of a new associated turning basin to provide sufficient depth to moor and maneuver the new class of Block V submarines. The proposed 5,963-square-ft pier extension will provide berthing with adequate width to operate cranes supporting submarine maintenance operations on both sides of the pier simultaneously. The proposed pier length will be adequate for berthing with a minimum of 50 ft from the submarine to the marginal wharf at the quay wall and from the submarine to the end of the pier.
Submarine access to SUBASE NLON is via the Thames River upstream from Long Island Sound. There is a 250-ft-wide Federal Navigation Channel (Federal Channel) from the mouth of the Thames River extending to the north of SUBASE NLON. Adjacent to Pier 31, the design dredge depth of the Federal Channel is ‐36 ft Mean Lower Low Water (MLLW). A May 2018 bathymetric condition survey indicates several areas near Pier 31 where bottom depths are less than ‐36 ft MLLW. To allow for VA Class Block V submarine access, identified areas between the Federal Channel and SUBASE NLON piers are planned to be dredged to ‐36 ft MLLW as part of this Project. Across the river on the west side at the abandoned marina, the creation of a new turning basin is proposed. To create the turning basin, the abandoned marina will need to be dredged to -36 ft MLLW.
The proposed dredging for this Project would provide safe maneuvering and access for VA Class Block V submarines at Pier 31 by widening the Federal Channel for the new turning basin and by dredging along the existing pier and proposed pier extension. To allow for diver access to the submarines at all tides, dredging to -40 ft MLLW along a 60-ft width and along the full length of the berth on both sides of the pier is proposed (Figure 2).
Dredge volume calculations for this Project include an assumed dredge side-slope of two horizontal to one vertical. The volumes also account for a dredge tolerance (overdredge depth) of 2 ft. Based on these parameters, the total volume of material to be dredged is approximately 51,900 cubic yards (includes a 20% contingency factor). The contingency factor is included in the dredge volume calculation based on the age of the bathymetric survey data. Dredged material will be placed in an existing subaqueous Thames River Confined Aquatic Disposal (CAD) cell located in the Federal Channel, just west of the USS Nautilus Museum at Crystal Lake Road and south of SUBASE NLON (Figure 3). SUBASE NLON has established two CAD cells in the Thames River. CAD Cell 1 was established in 2006 and was utilized for disposal of material from the Piers 10, 12 and 31 Maintenance Projects and the Pier 6 Replacement
Pre-Dredge Sediment Sampling
Project. CAD Cell 2 was established in 2010 and was utilized for disposal of material from the Pier 32 Waterfront Maintenance Project. CAD Cell 2 (Thames River CAD Cell) will be utilized for the disposal of material from this Project.
1.2 SAMPLING OBJECTIVES
The goal of the 2021 sediment sampling and analysis program was to provide data to support federal and state permitting standards and disposal of dredge material with the following specific objectives:
• Collect the required number of samples for sediment physical and chemical testing to obtain a section 401 Water Quality Certification (401 WQC) and support Project environmental permitting standards for dredging and disposal into the Thames River CAD Cell.
• Compare the sediment being dredged from the marina (Figure 2) to the National Oceanic and Atmospheric Administration (NOAA) Effects Range-Low (ERL) and Effects Range-Median (ERM) values (Buchman 2008). The ERL and ERM measures are expressed as specific chemical concentrations of a toxic substance in sediment. The ERL indicates the concentration below which toxic effects are scarcely observed or predicted; the ERM indicates that concentration above which effects are generally or always observed. The results of these comparisons will be used to determine if the material dredged from the marina can serve as the final cap for the Thames River CAD Cell.
The final determination for the acceptability of the dredge material from the marina to serve as Thames River CAD Cell cap material will be made by the Connecticut Department of Energy and Environmental Protection (CT DEEP).
2.0 SUMMARY OF APPROACH AND METHODS
2.1 SEDIMENT CHARACTERIZATION FOR CT DEEP 401 WATER QUALITY
CERTIFICATION
Based on previous dredge experience at SUBASE NLON, it is assumed that material proposed for dredging from Pier 31 and the proposed turning basin would be suitable for placement in the Thames River CAD Cell. Since no material would be excavated to construct a new CAD cell, no testing of sediment in the CAD cell area is required. Sediment sampling and analysis for the Pier 31 extension and the proposed turning basin followed the protocols outlined in the Pier 31 Pre-Dredge Sediment Sampling and Analysis Plan (Stantec 2021) approved by CT DEEP on June 9, 2021. Sampling and analysis activities complied with the methodologies set forth in the United States Environmental Protection Agency and United States Army Corps of Engineers’ Regional Implementation Manual (USEPA/USACE 2004).
Sediment samples held for testing were stored in accordance with the requirements in Evaluation of Dredged Material Proposed for Ocean Disposal, Testing Manual (USEPA/USACE 1991) and consistent with the method preservation and holding time requirements.
The following sampling and analysis activities were completed to support the required Project environmental permitting standards for dredging and disposal into the Thames River CAD Cell and
Pre-Dredge Sediment Sampling determine if the sediment being dredged from the marina (Figure 2) can serve as the final cap for the Thames River CAD Cell. To address these objectives, the following sampling and analysis activities were completed:
• Six sample locations representative of the proposed dredge footprint and dredge depths at Pier 31 (Figure 2) were sampled.
• Two sample locations representative of the proposed dredge footprint and dredge depths at the marina/proposed turning basin (Figure 2) were sampled.
• One composite sample was collected from the mudline to the bottom of dredge depth from each location.
• Samples were analyzed for the chemical parameters according to the methods detailed in Table 1.

3.0 RESULTS
Analytical results for the 401 WQC and screening for suitability as CAD Cell capping material are provided in Appendix A and are summarized below.
Core depths and survey information are provided in Appendix B and descriptions of the observed sediment horizons are summarized in Appendix C. In general, sediments in the planned dredge prisms consist of black, brown, or olive gray silt with varying amounts of fine sand, clay, shell hash, and gravel. A hydrocarbon odor and sheen were observed on several samples (Appendix C).
Laboratory and field forms documenting laboratory results, field observations, and chain of custody forms are included in the following appendices:
• Appendix D: Laboratory Reports
• Appendix E: Vibracore Logs
• Appendix F: Sediment Sample Photographs
• Appendix G: Chain of Custody Forms
3.1 DATA VALIDATION AND QUALITY
Stantec performed data validation on the analytical results and determined that there were no issues that would significantly affect the usability of the data. The data validation was performed pursuant to the Quality Assurance/Quality Control Guidance for Sampling and Analysis of Sediments, Water and Tissue for Dredged Material Evaluations Chemical Evaluations Level 3 (USEPA/USACE 1995). Data usability reports are included in Appendix H.

4.0 CONCLUSIONS
4.1 CT DEEP 401 WATER QUALITY CERTIFICATION CHARACTERIZATION
The majority of the contaminants of concern investigated were detected in each of the eight samples collected from the two Project dredge areas. The one the exception was organic pesticides, the majority of which (with the exception of DDT and its metabolites and chlordane) were not detected above the laboratory reporting limit in samples from adjacent to the pier or in the marina/proposed turning basin (Appendix A).
Based on the sediment sampling results and the presence of contaminants of concern, it is anticipated that CT DEEP will include standard narrative conditions for dredge and disposal in the 401 WQC. The narrative conditions are likely to include those that would control turbidity and suspended sediments due to construction activities such as the use of silt curtains.
4.2 CAD CELL CAPPING
CT DEEP does not have specific sediment screening criteria available to determine if the material dredged from the marina can serve as the final cap for the Thames River CAD Cell. Sediment chemistry data in the marina/proposed turning basin indicates the presence of polyaromatic hydrocarbons (PAHs), polychlorinated biphenyls (PCBs), metals, and pesticides. These analytes were detected at concentrations exceeding the NOAA ERL values but below the NOAA ERM values. Exceedances of the ERL values sometimes present in estuaries that have had anthropogenic activity. Based on these results, it is likely that the sediment from the marina is similar to other surface sediments in the surrounding estuary. CT DEEP will review the sediment sampling results and make the decision on suitability for the marina sediment as CAD cell capping material.

Case Narrative
The samples were received in accordance with the Chain of Custody and no significant deviations were encountered during the preparation or analysis unless otherwise noted. Sample Receipt, Container Information, and the Chain of Custody are located at the back of the report.
Results contained within this report relate only to the samples submitted under this Alpha Lab Number and meet NELAP requirements for all
NELAP accredited parameters unless otherwise noted in the following narrative. The data presented in this report is organized by parameter
(i.e. VOC, SVOC, etc.). Sample specific Quality Control data (i.e. Surrogate Spike Recovery) is reported at the end of the target analyte list for each individual sample, followed by the Laboratory Batch Quality Control at the end of each parameter. Tentatively Identified
Compounds (TICs), if requested, are reported for compounds identified to be present and are not part of the method/program Target
Compound List, even if only a subset of the TCL are being reported. If a sample was re-analyzed or re-extracted due to a required quality control corrective action and if both sets of data are reported, the Laboratory ID of the re-analysis or re-extraction is designated with an "R" or "RE", respectively.
When multiple Batch Quality Control elements are reported (e.g. more than one LCS), the associated samples for each element are noted in the grey shaded header line of each data table. Any Laboratory Batch, Sample Specific % recovery or RPD value that is outside the listed
Acceptance Criteria is bolded in the report. In reference to questions H (CAM) or 4 (RCP) when "NO" is checked, the performance criteria for CAM and RCP methods allow for some quality control failures to occur and still be within method compliance. In these instances, the specific failure is not narrated but noted in the associated QC Outlier Summary Report, located directly after the Case Narrative. QC information is also incorporated in the Data Usability Assessment table (Format 11) of our Data Merger tool, where it can be reviewed in conjunction with the sample result, associated regulatory criteria and any associated data usability implications.
Soil/sediments, solids and tissues are reported on a dry weight basis unless otherwise noted. Definitions of all data qualifiers and acronyms used in this report are provided in the Glossary located at the back of the report.
HOLD POLICY - For samples submitted on hold, Alpha's policy is to hold samples (with the exception of Air canisters) free of charge for 21 calendar days from the date the project is completed. After 21 calendar days, we will dispose of all samples submitted including those put on hold unless you have contacted your Alpha Project Manager and made arrangements for Alpha to continue to hold the samples. Air canisters will be disposed after 3 business days from the date the project is completed.
Please contact Project Management at 800-624-9220 with any questions.

Report Submission
All non-detect (ND) or estimated concentrations (J-qualified) have been quantitated to the limit noted in the
MDL column.
Sample Receipt
L2132428 was frozen upon receipt in order to arrest the holding time.
Semivolatile Organics
L2132428-01D, -02D, -03D, -04D, -05D, and -06D: The sample has elevated detection limits due to the dilution required by the sample matrix.
WG1519552-5D, WG1519552-6D, and WG1519552-7D: The sample has elevated detection limits due to the dilution required by the sample matrix.
The WG1519552-6D/-7D MS/MSD recoveries, performed on L2132428-01, are outside the RIM acceptance criteria for several compounds. The unacceptable percent recoveries are attributed to the elevated concentrations of target compounds present in the native sample.
The WG1519552-5D Laboratory Duplicate RPDs for acenaphthylene (60%), phenanthrene (36%), chrysene
(53%), Cl4-BZ#44 (32%), performed on L2132428-01, are outside the RIM acceptance criteria. The elevated
RPDs have been attributed to the non-homogeneous nature of the native sample.
The WG1519552-4D Standard Reference Material is outside the QC limits for Cl6-BZ#128 (142%).
Pesticides
L2132428-01, -02, -03, -04, -05, -06: The samples have elevated detection limits above RIM required RLs due to high moisture content.
L2132428-07: The surrogate recoveries were outside the RIM acceptance criteria for dbob (28%/29%);
however, the criteria were achieved upon re-extraction outside of hold time. The results of both extractions are reported; however, all associated compounds are considered to have a potential bias.
The WG1515204-1 Method Blank, associated with L2132428-07, has concentrations above the reporting

08/11/21 limits for several compounds. The sample was re-extracted with the method required holding time exceeded and both the sample and method blank were non-detect for these target compounds. The results of both extractions are reported, along with the re-extract QC. The original sample result is reported with a "B" qualifier.
The WG1515204-2/-3 LCS/LCSD recoveries, associated with L2132428-07, are outside the RIM criteria for hexachlorobenzene (44%/39%), heptachlor (46%/40%) and aldrin (45%/39%), but are within the lab SOP limits.
No further action was required. Note that the re-extraction LCS/LCSD (WG1520356-2/-3), meet the RIM criteria.
The WG1519537-2/-3 LCS/LCSD RPD, associated with L2132428-01 through -06, is outside the RIM acceptance criteria for aldrin (32%).
The WG1519537-4 Laboratory Duplicate RPD for 4,4'-DDD (58%), performed on L2132428-01, is outside the acceptance criteria. The elevated RPD has been attributed to the non-homogeneous nature of the native sample.
The WG1519537-7D Standard Reference Material is outside the QC limits for trans-nonachlor (488%).
Total Metals
L2132428-01, -02, -03, -04, -05, -06: The samples have elevated detection limits above RIM required RLs due to high moisture content.
The WG1526862-3 MS recovery, performed on L2132428-01, is outside the acceptance criteria for chromium
(135%). A post digestion spike was performed and was within acceptance criteria.
The WG1526862-3/-4 MS/MSD recoveries, performed on L2132428-01, are outside the acceptance criteria for zinc (146%/129%). A post digestion spike was performed and yielded unacceptable recoveries for zinc
(141%). The serial dilution recovery was acceptable; therefore, the matrix test passed for the sample matrix.
Total Mercury
L2132428-07 was analyzed with the method required holding time exceeded.
The WG1526856-3/-4 MS/MSD RPD for mercury (25%), performed on L2132428-01, is above the acceptance

Total Organic Carbon
L2132428-07: The Equipment Blank has a concentration above the reporting limit for Total Organic Carbon.
The results were confirmed.
The WG1522322-4/-5 MS/MSD recoveries (Rep1 - 200%) and (Rep2 - 68%) performed on L2132428-01, are outside the 75-125% acceptance criteria, possibly due to sample matrix. The associated SRM recoveries are within criteria, indicating the sample batch was in control, and all sample results were accepted.
RIM Grain Size Analysis
The WG1519900-1 Laboratory Duplicate RPD for % coarse sand (81%), % medium sand (35%), performed on
L2132428-01, is outside the acceptance criteria. The elevated RPD has been attributed to the non-homogeneous nature of the native sample.
