Evaluation will use best value tradeoff procedures with four equally-weighted factors: technical expertise and risk rating, key personnel qualifications, past performance on similar projects, and price. The mandatory pre-bid site visit occurred on February 9, 2026, questions were due by February 12, 2026, and proposals are due by March 9, 2026, at 8:00 AM Pacific Time.

The performance period is 365 calendar days, with the contractor required to begin work within 10 days of award. All work will be performed at the VA Medical Center located at 77 Wainwright Drive, Walla Walla, Washington 99362, and the contractor is responsible for complying with Davis-Bacon prevailing wage requirements, Buy American provisions for materials, and extensive federal regulations governing hazardous materials abatement, environmental controls, and infection control protocols for work at an occupied medical facility.
