About this file

This is a technical specifications document for the repair and maintenance of exterior features at the Jonathan M. Wainwright Memorial VA Medical Center (WWVA) in Walla Walla, Washington, under VA Project No. 687-23-101, Contract No. 36C26018D0049.

The project encompasses comprehensive exterior envelope repairs across 25 buildings including roof replacement, window restoration, siding repairs, masonry repointing, gutter and downspout replacement, foundation repairs, and related structural modifications. Key work divisions include general construction, asbestos and lead paint abatement, demolition, concrete work, masonry, metals, thermal and moisture protection, and openings. The specifications detail mandatory compliance with OSHA, EPA, and state/local regulations for hazardous materials handling, with separate sections addressing traditional asbestos abatement (Section 02 82 11), lead-based paint removal (Section 02 83 33.13), and construction waste management requiring minimum 50 percent diversion from landfills. Additional requirements include sustainable construction practices, construction indoor air quality management, safety and health protocols with designated competent persons, quality control procedures with three-phase inspections, warranty management for one year post-construction plus extended warranties for specific equipment, operation and maintenance data packages, as-built drawings, and facility data workbooks. The contractor must establish a comprehensive Accident Prevention Plan, maintain negative pressure containment systems during hazardous material removal, provide personnel decontamination facilities, and ensure final clearance air testing demonstrates compliance before project completion.
