About this file
This is a Request for Information (RFI) Government Response document for Solicitation Number 36C26026R0033 for the Walla Walla Veterans Affairs Medical Center (VAMC), issued on February 10, 2026. The document consists of questions and answers (Q&A) submitted by potential contractors during the presolicitation phase.
The document addresses two contractor inquiries. The first question requested that the Government establish a standardized bid depth for helical piles to level-set bids among contractors. The Government responded that helical pier depth is design-dependent and varies based on the specific pier selected, directing contractors to reference the load capacity specifications listed on structural drawings to obtain competitive bids from pier contractors. The second question requested access to a Geotechnical Report for the project. The Government confirmed that a Geotech document prepared by its engineers is available, noting that it details general site conditions and includes documentation explaining why a formal geotechnical investigation was not required for this project. The Government indicated this document would be attached and made available to potential bidders.

Request for Information – Government Response
687-23-101 Solicitation Number: 36C26026R0033
Walla Walla VAMC

Below are questions that were submitted by potential Contractors for the above referenced project along with the Government’s answers to the Request for Information.
Contractor Questions Government Response
1. In the interest of level-setting the helical pile bids, would you consider establishing a bid depth for the piles?
The depth of the helical piers is dependent on the design of the exact piers used. The load capacity is listed on the structural drawings so the contractor should be able to get bids from pier contractors.
2. If there is a Geotechnical Report for this project, could you please share that information?
Attached is the Geotech document from our engineers basically detailing general conditions with a note detailing why an investigation is not required.
