About this file
This is an Asbestos Survey Report for Building 31 at the Walla Walla VA Medical Center, prepared by Mabbett & Associates, Inc. in June 2019 under AES Contract Number VA201-1901.1. The survey was conducted to identify asbestos-containing materials (ACM) in the building for worker protection and future renovation planning purposes. Building 31 is a one-story wood-framed storage structure built in 1859, occupying approximately 4,275 square feet with an attic space and wood-shingled roof. The survey included visual inspection and bulk sampling conducted by AHERA-trained and accredited asbestos inspectors over two periods in February and March 2019, with samples analyzed by ProScience Analytical Services using polarized light microscopy (PLM) per EPA Method 600/R-93/116.
Nine bulk samples were collected from three types of homogeneous materials: gypsum wallboard (three samples), joint compound (three samples), and window glazing (three samples), all located in the mechanical room or exterior of the building. Laboratory analysis results indicated no asbestos detected (NAD) in all nine samples, with all materials testing below the 1% asbestos threshold required for ACM classification. Consequently, no ACM was identified in Building 31. The report notes that areas inaccessible during the survey—including within walls, enclosed pipe/duct chases, and above fixed ceilings without access panels—should undergo comprehensive pre-demolition ACM surveys before any renovation or maintenance activities. Roofing materials were not sampled to maintain applicable warranties. The survey recommends that any suspect materials encountered during future maintenance activities that are not identified as non-ACM in the report should be assumed to contain asbestos unless proven otherwise through laboratory analysis.

1.0 INTRODUCTION
Mabbett and Associates, Inc. (Mabbett®) performed surveys for suspect asbestos containing materials (ACM) of selected buildings at the Walla Walla VA Medical Center (Walla Walla VAMC) located at 77 Wainwright Drive in Walla Walla, Washington, under AES Contract Number VA201-1901.1. This report presents results of the ACM survey conducted at Building 31. Site survey work was performed over two periods ranging from February 11, 2019 through February 15, 2019 and March 20, 2019 through March 21, 2019, by appropriately credentialed regulated building materials inspectors. Bulk samples of suspected ACM were collected and submitted to a certified analytical laboratory for asbestos analysis by polarized light microscopy (PLM) using stop positive methodology. Confirmatory analysis of some samples by transmission electron microscopy (TEM) was conducted as required. The survey effort involved the collection of the following samples, resulting in the following conclusions:
Nine (9) bulk samples for suspect ACM were collected in this building.
Based on laboratory analysis of suspect ACM, none of the collected samples contained asbestos greater than
1%.
The Asbestos Survey was comprised of three primary project tasks including:
Evaluation of previous survey data (if available) and existing site conditions and formulation of the sampling plan.
Site survey to collect building material samples for laboratory analysis and reporting.
Interpretation of laboratory data and development of this Asbestos Survey Report.
This project deliverable is supported by a series of tables and appendices that are embedded within this report, or provided as attachments.
2.0 BUILDING DESCRIPTION
According to information provided by the VAMC and observations made by the Mabbett team at the time of the survey, Building 31 is a storage building which is a one-story wood framed structure on a concrete slab foundation with an attic space and a wood shingled roof. The building was reportedly built in 1859 and occupies approximately 4,275 square feet.
3.0 ASBESTOS SURVEY
3.1 Sampling Methodology
The Mabbett team performed a physical U.S. Environmental Protection Agency (EPA) Asbestos Hazard and Emergency Response Act (AHERA) type inspection and sampling of suspect materials as required by EPA Asbestos Hazard Emergency Response Act (AHERA) regulations (i.e. 40 CFR 763), OSHA Asbestos Standards (i.e. 29 CFR
1910.1001 & 29 CFR 1926.1101) and the VHA Asbestos Management Directive (VHA Directive 7714).
The Walla Walla VAMC provided Mabbett with two historical asbestos inspection reports for asbestos surveys that were previously conducted at the facility. The first survey was conducted by Environmental Health Sciences, Inc. in October 1989. The second survey, which was limited in scope, was conducted by Blue Mountain Environmental & Consulting, Inc. in December 2003. These reports were reviewed by the Mabbett team prior to performing inspection activities. In some instances, ACM identified by the previous surveys was confirmed by Mabbett, reassessed and included in this Asbestos Survey Report.
A visual screening inspection was conducted to identify locations of suspect ACM throughout identified areas of the building by Asbestos Hazard and Emergency Response Act (AHERA) trained and accredited asbestos inspectors. Only

Every effort was made during the initial field survey work to access areas as necessary to complete the survey.
General areas that were inaccessible or where the survey was limited to visual observation only are identified below:
• Within walls • Within fire doors
• Enclosed pipe/duct chases •Inside mechanical equipment/ductwork
• Above fixed drywall or plaster ceilings without access panels
Due to these access restrictions, comprehensive pre-demolition ACM surveys should be performed prior to any proposed renovations or maintenance involving inaccessible areas. Roofing materials were not sampled in order to maintain applicable warranties.
Bulk samples were collected of suspect ACM in accordance with AHERA and conducted according to the following sampling plan:
a) Surfacing material:
a. At least three bulk samples were collected from each homogeneous area that is 1,000 ft2 or less.
b. At least five bulk samples were collected from each homogeneous area that is greater than 1,000 ft2 but less than or equal to 5,000 ft2.
c. At least seven bulk samples were collected from each homogeneous area that is greater than 5,000 ft2.
b) Thermal system insulation:
a. At least three bulk samples were collected from each homogeneous area of thermal system insulation.
b. At least one bulk sample was collected from each homogeneous area of patched area of thermal system insulation.
c. Sufficient samples were collected from elbows and fittings to determine if they contain ACM.
d. Bulk samples were not collected from any homogeneous area where the state licensed asbestos inspector determined that the thermal system insulation is fiberglass, foam glass, rubber, or other non-ACM.
c) Miscellaneous material:
a. At least one bulk sample was collected from each homogeneous area that is less than 100 ft2.
b. At least two bulk samples were collected from each homogeneous area that is greater than 100 ft2.
3.2 Analytical Methodology
The collected bulk samples were submitted under chain of custody procedures to ProScience of Woburn, MA.
ProScience is accredited by the American Industrial Hygiene Association (AIHA) and participates in the National Voluntary Laboratory Accreditation Program (NVLAP Lab Code 200090-0). Bulk samples were analyzed with polarized light microscopy (PLM) using EPA Method 600/R-93/116.
Bulk sample results are summarized in Table 2 – Summary of ACM Sampling Results and included as Appendix A. The EPA and the Occupational Safety and Health Administration (OSHA) defines any material that contains greater than one percent (>1%) asbestos as being an ACM. As such, the analytical laboratory identified bulk samples as positive

Laboratory reports and the chain of custodies are provided in Appendix B of this report.
3.3 Summary of Asbestos Containing Materials (ACM) Findings
Mabbett sampled three (3) types of homogenous materials and collected nine (9) representative bulk ACM samples.
All nine (9) samples were analyzed by PLM. The current and historical laboratory analytical data indicated that none of the homogenous materials had greater than 1% asbestos and were ACM or PACM. Estimated quantities of materials identified as ACM or PACM are presented in Table 1 below:
3.3.1 Drawings
The location of each collected bulk sample and its sample ID is shown on the drawings in the Figures Section of this report. Each positive ACM sample location is marked with an asterisk (*), while positive stops are marked with two asterisks (**). Collected bulk samples that were not positive are identified solely by the sample ID.
4.0 LIMITATIONS
This survey report is the result of both a qualitative (visual inspection) and quantitative assessment of potential ACM in Building 31 at the Walla Walla VAMC. Although a comprehensive inspection was performed with the majority of the building accessed for evaluation and sampling purposes, Mabbett does not claim to have identified all of the materials that may be present at/in the facility due to limitations. Only accessible and authorized areas/materials were included in this survey. Mabbett has conducted this assessment with reasonable care and has performed this project within generally accepted industry standards. Mabbett makes no assurances that the information, research, and technology used to prepare this report may not change in the future, thus affecting the results reported herein.
5.0 CLOSING REMARKS
Prior to initiating plans for maintenance activities, the Walla Walla VAMC should review the asbestos survey results to determine whether any of the materials identified as ACM will be disturbed by proposed work activities. This report may not be used as a renovation/demolition Asbestos National Emission Standards for Hazardous Air Pollutants (NESHAP) type inspection report. Prior to any renovation/demolition activities, a full destructive asbestos inspection of the work area, including any previously inaccessible or unsampled materials that might be impacted, must be conducted.
The purpose of this ACM survey was to identify ACM in Building 31 within the limitations of the survey for worker protection purposes and for future renovation planning. In regard to asbestos, any suspect material encountered during maintenance activities that is not identified in this report as being non-ACM should be assumed to be ACM unless laboratory analytical data for bulk samples prove otherwise. Suspect ACM that may be present within the

If ACM will be disturbed, the ACM must be removed by a licensed asbestos abatement contractor and be performed in accordance with applicable regulations. If proposed work activities will not disturb intact ACM, continuous monitoring of ACM should be conducted throughout work activities to ensure the ACM remains in an intact condition. Additionally, prior to commencing work activities, all personnel involved should be made aware of the location of known ACM within the building in which they will be working.
