About this file
This is a Lead-Based Paint (LBP) Survey Report for exterior components at the Jonathan M. Wainwright Memorial VA Medical Center in Walla Walla, Washington. The survey was conducted by MCS Environmental, Inc. on behalf of Zeck Butler Architects P.S. and covers 23 buildings (numbered 31, 40, 41, 47, 63, 65, 66, 76, 81, 82, 97, 99, 101, 105, 107, 109, 110, 111, 112, 113, 120, 129, and T-7). The field survey was performed July 12-13, 2006, with a follow-up visit on July 26, 2006, by certified EPA/Washington State Lead Risk Assessor Samuel W. Bailey Jr. (WA 0168).
The survey employed nondestructive X-ray fluorescence (XRF) testing using a Scitec MAP 4 analyzer, yielding 472 XRF assays with a 1.0 mg/cm² threshold for regulated lead-based paint classification. MCS collected 25 confirmatory paint scrape samples analyzed by EMSL Analytical using EPA method SW846-1311/7420. Results identified lead-containing coatings on wood walls, moldings, doors, frames, windows, soffits, fascia, and various metal components across multiple buildings, predominantly in poor condition and presenting lead hazards. Five bulk samples exceeded the Federal 0.5% weight standard: Building 31 yellow corner board molding (30.00% wt), Building 41 gray wood deck (1.20% wt), Building 63 brown metal handrail (8.80% wt), Building 65 brown wood door (17.00% wt), and Building 76 red metal post (1.10% wt). The report recommends TCLP sampling if LBP-coated components require removal and disposal, prohibits uncontained abrasive blasting and power sanding, and notes that Paint Film Stabilization constitutes interim control rather than permanent remediation.

LEAD-BASED PAINT SURVEY
Exterior Components; Buildings 31, 40, 41, 47, 63, 65, 66, 76, 81, 82, 97, 99,101,105, 107,109,110,111,112,113,120,129 and T-7; Jonathan M. Wainwright Memorial VA
Medical Center; Walla Walla, Washington
SUMMARY
Mr. Bob Woods, representing Zeck Butler Architects P.S., contracted MCS Environmental, Inc.
(MCS), to perform a limited lead-based paint (LBP) survey of the exterior coated building components associated with buildings numbered 31, 40, 41, 47, 63, 65, 66, 76, 81, 82, 97, 99, 101, 105,107,109,110,111,112, 113,120, 129 andT-7 located on the property oftheJonathanM.
Wainwright Memorial VA Medical Center in Walla Walla, Washington.
Mr. Samuel W. Bailey Jr., certified EP NWashington State Lead Risk Assessor, certificate number:
WA 0168, expiration date: April 8, 2008 perfo1med a field survey of the strnctures on July 12 and
13, 2006 with a follow-up visit on July 26, 2006
The limited LBP survey consisted of the following:
• MCS used the Scitec [now EDAX®] MAP 4 X-ray fluorescence (XRF) spectrum analyzer, serial number M41256, for nondestructive sampling for suspect lead-based paints. MCS collected 472 XRF assays for this project and all paint films with lead concentrations of 1.0 mg/cm2 or greater were classified as regulated lead-based paints.
• MCS collected 25 representative paint scrape samples from select exterior paint films that either produced XRF results ofless than 1.0 mg/cm2 (0.5 % wt.) or were collected to confinn positive XRF results. Each bulk sample consisted of paint scraped from an area of at least 2 square inches. The samples were submitted using proper chain-of-custody procedures to
EMSL Analytical, Inc. of Westmont, New Jersey, for analysis by EPA method SW846-
1311/7420. The American Industrial Hygiene Association accredits the EMSL laboratory.
The paint associated with the following exterior components should be considered lead containing.
These painted components are potential lead hazards if disturbed. Contractors working on or around these materials should bl) informed of the lead content of the coating (paint).

Building included in this limited lead based paint survey, that are not listed in the aforementioned tables did not produce lead in coatings by XRF testing.
Components in satisfactory condition do not constitute lead hazards at the time of this survey.
However, lead hazards could emerge if paint deteriorates or is disturbed by demolition activities.
The HUD action limit for the presence oflead by bulk paint chip analysis is 0.5 percent by weight
(%wt.). Confirmatory paint chip samples were collected from components that had negative or positive XRF assay results. The results of the confitmation bulk paint chip samples are listed as.
follows:

The results of the bulk paint chip samples numbered 1, 5, 6, 8 and 16 all exceed the Federal definition for lead based paint and are considered regulated LBPs. The results for samples 1 and 8 were for verification of positive XRF results however, the results for 5, 6 and 16 were collected to verify negative XRF results and resulted in positive analysis.
It is possible that the sample location sites for the XRF assays and bulk paint scrape samples differ, but the testing was conducted on the same components with the same appearance and most likely, were in-fact not the same coatings.
MCS understands that the structures included in this limited LBP survey will be repainted and that loose and flaking paint will be impacted and unrepairable deteriorated sub-straight components might be replaced. Paint Film Stabilization is considered an interim control activity to manage existing lead based paint hazards and not a permanent removal technique.
At the request of the owner MCS did not collect any TCLP (toxic characterization leaching procedure) waste stream characterization samples. The owner stated that they would prefer that the established general contractor would determine any wastes and perform their own characterization sampling.
If however the remediation painting contractor needs to remove and dispose of any LBP coated building components identified in this survey, TCLP sampling and analysis is required to determine if the demolition waste stream can be disposed of as standard construction debris or hazardous .
waste.
August 8, 2006 S-7 MCS Environmental, Inc.
If the analytical results of the TCLP samples collected for this project are below the Hazardous Waste Classification threshold limit of 5 ppm (parts per million) or 5 mg/I (milligrams per liter), the waste stream can be classified as Category I Low Lead Waste and can be disposed ofin a landfill that accepts standard construction debris as per the requirements of 40 CFR Part 261 and WAC 173- 303-110( 5) for the determination of waste characterization. If the TCLP waste stream sample results fail the threshold limit the waste stream must be disposed of as hazardous lead waste.
The following methods are prohibited when implementing interim lead hazard control measures:
uncontained abrasive, sand, or water blasting; power sanding; or open flame burning of lead-based paint coated surfaces.
It should be noted that if building components that contain lead or are coated with lead based paint and are to be recycled or reclaimed for reuse, the waste disposal criteria is not required for those specific components or materials, however MCS strongly recommends that if recycling is a course of action full disclosure and documentation with the recycling firm should be conducted and documented.
For information concerning lead-based paint and the health effects of lead, contact the
National Lead Information Clearing House at 1-800-424 Lead.
