1. Solicitation Number:

W91364-19-B-7001

2. Location of Project:

Mansfield Ohio ANG

1. M‐401, note 7; Is the Government provided Chilled Water System equipment (relocated from another building on base) relocated to the Mechanical room by the Government or by the Mech contractor?

2. Are detailed shop drawings available for our use to bid the installation of this equipment?

3. Can a site visit be scheduled for the Mech contractor to review this equipment and mechanical room?

4. In specification section 086045/2.5.2/c: Grid Size is listed as 12” x 24”. However, drawing A‐201 and A‐602 show a nominal grid of 24”x 12”. Which grid is to be used?

5. On drawing A‐602, the W5 panel is called out as 14’‐4” long. The center section is drawn differently from the ends. What is this center section and how long is it?

6. In specification section 086045 it calls for U‐factor of 0.14 and Solar heat gain coefficient of 0.16 (2.5.3) with light transmission of 9% (2.5.2/a) with condensation index rating of 80 (2.5.4). All of this is achievable with a thermally‐broken grid core. However, in 2.3.2 it calls for a Non combustible grid core, which would require an aluminum grid core. If thermally‐broken, all above are accurate. If aluminum grid core is required solar heat gain number, U‐factor and condensation factors are affected. Should the panels have a thermally‐ broken or aluminum grid core?

7. In specification section 086045/1.6 is calls out for the warranty to include a manufacturer’s warranty for installation. As manufacturer is a material supplier workmanship and installation would not be covered in the ten year warranty covering items 1.6/a.b.c. and d. Is this acceptable?

8. In specification section 086045/2.6/j it calls out for exposed aluminum to be from manufacturer’s standard range, which would involve a selection from 13 standard colors with a finish per AAMA 2604. Is this acceptable?

9. In specification section 086045/l – Design Criteria it discusses Blast Loads. As drawing S‐001 calls out for the building to be a low occupancy building, would the panels not be exempt from UFC4‐010‐01 min. standards? If not exempt, please provide charge weight and stand‐off distance.

10. Will the existing AFFF Foam currently stored in the Hangar Bladder Tank be disposed of off‐site, or will the Base like to keep the AFFF Foam? If the Base would like to keep will they be providing the storage containers?

This information is a clarification of the solicitation/contract and does not change the contract terms or conditions.

This information is a proposed change to the solicitation/contract. An amendment will be issued.

Contracting Officer:

X

1. M‐401, note 7; Is the Government provided Chilled Water System equipment (relocated from another building on base) relocated to the Mechanical room by the Government or by the Mech contractor?

Govt will deliver to the building, Contractor will move into the mech room and install.

2. Are detailed shop drawings available for our use to bid the installation of this equipment?

This equipment is part of a separate project to support the Hydraulic Test Stand in its current location in an adjacent building. Contact Contracting Officer for shop/installation drawings for this equipment.

3. Can a site visit be scheduled for the Mech contractor to review this equipment and mechanical room?

Detailed drawings and O&M manual are attached. Project is for the relocation and install of equipment as GFCI. The

Government does not intend to extend bid period or provide additional site visits until after contract award. Two separate opportunities for site visits were provide previously.

4. In specification section 086045/2.5.2/c: Grid Size is listed as 12” x 24”. However, drawing A‐201 and A‐602 show a nominal grid of 24”x 12”. Which grid is to be used?

The grid size on the drawings shows and calls out the same dimensions as the grid size indicated in the specifications.

The drawings are clear as to the orientation of the panels.

5. On drawing A‐602, the W5 panel is called out as 14’‐4” long. The center section is drawn differently from the ends.

What is this center section and how long is it?

The width of the center section is allowed to vary depending on widths manufacturer’s proprietary standard components – overall width is 14’‐4”, subtraction of (4) NOM. frame widths, less (8) NOM. 12” wide panels results in the center section width.

6. In specification section 086045 it calls for U‐factor of 0.14 and Solar heat gain coefficient of 0.16 (2.5.3) with light transmission of 9% (2.5.2/a) with condensation index rating of 80 (2.5.4). All of this is achievable with a thermally‐ broken grid core.

The panels should have a thermally broken grid core.

7. In specification section 086045/1.6 is calls out for the warranty to include a manufacturer’s warranty for installation.

As manufacturer is a material supplier workmanship and installation would not be covered in the ten year warranty covering items 1.6/a.b.c. and d. Is this acceptable?

Specification submittal section requires the submittal of the warranty, so acceptance of final terms will be by submittal reviewer; however, the intent is to warranty the completed installation. The manufacturer is required to warranty the product, installer warranty the installation.

8. In specification section 086045/2.6/j it calls out for exposed aluminum to be from manufacturer’s standard range, which would involve a selection from 13 standard colors with a finish per AAMA 2604. Is this acceptable?

If the selected manufacturer provides the product in only 13 standard colors, a final selection will be made from one of those colors.

The translucent panels are not required to be designed for blast resistance.

10. Will the existing AFFF Foam currently stored in the Hangar Bladder Tank be disposed of off‐site, or will the Base like to keep the AFFF Foam? If the Base would like to keep will they be providing the storage containers?

AFFF has been removed from the system and the suppression system for the hangar bay has been disabled/ inoperable in anticipation of this project..

*If minimum maintained system pressure is not known, default is 40% of design head.

** The IVS 102 control is a low harmonic control with a built-in DC link reactor equivalent in performance to a 5% AC line reactor. This does not guarantee performance to any system wide harmonic specification or the costs to meet a system wide specification. If supplied with the system electrical details, Armstrong will run a computer simulation of the system wide harmonics. If system harmonic levels are exceeded, Armstrong can also recommend additional harmonic mitigation and the cost for such mitigation.
