About this file
This document contains a Request for Information and the related federal contract opportunity notice. The Request for Information seeks design details for a temporary restroom and shower facility to support 60 people minimum and 160 people maximum on weekends. It requests the number of stalls, a site plan showing utility connections, the electrical service tie-in point, who will pay utilities, whether to remove topsoil, and if signage is needed. The response clarifies that prefabricated facilities are acceptable, overhead power is available but not water or sewer, and the contractor must service the facilities including waste disposal. An aerial map shows the proposed area and nearby lift station.
The federal contract opportunity notice is for repair and renovation work at a National Guard maintenance hangar. The solicitation seeks bids for fire, mechanical, plumbing and electrical systems work, along with exterior and window replacement. The construction period is 577 days with inspection and no optional items. The opportunity is set aside for small businesses with a NAICS code of 236220. The pre-bid meeting is July 30th and bids are due August 23rd. Interested parties must register in SAM and access plans through FedBizOpps.

Regarding the temporary restroom / shower facility, Attachment 8 generally describes the facility and indicates how many people the restroom / shower facility is to service but no design has been done by the DOR. Since this is a design-bid-build project the DOR needs to design the restroom facility.
We need to know the following information:
1. We need to know how many toilet/sink/shower stalls to provide that will be “adequate to “support a minimum of 60 people and a surge capacity of 160, one weekend a month”.
2. We need a specific location shown on a civil drawing for the new facility showing the water and sanitary services required to service the new facility including tie-in points to the existing utilities. Also need to show any required walkways, lighting, etc. that may be required to support the new facilities for ADA or other reasons.
3. We need to know where the tie-in point is located to provide electrical service to the new facility.
4. Need to know who is paying for the utilities.
5. If the facility is to be located in a grassed area, need to know if the government wants us to strip the topsoil off the area and install new gravel under the new facility.
