3. Information Requested: (Include Specification Section and/or Drawing Number and Page if inquiring about a discrepancy)
1. Specification section 21 13 20.00 20 paragraph 1.4 states that the Air National Guard Fire Protection Engineer delegates the review and approval of submittals to the Quality Control representative’s US registered fire protection engineer. Specification section 01 45 00.00 10 does not seem to include the requirement for a US registered fire protection engineer in the CQC organization. Is the CQC organization required to have a US registered fire protection engineer? If yes, please confirm the responsibilities of that individual. If the CQC organization is not required to have a US registered fire protection engineer, does the Air National Guard fire protection engineer delegate submittal review and approval to the QFPE indicated in specification section 21 13 20.00 20 paragraph 3.6.2.1?

Response:
The fire protection engineer is not listed in the QC matrix of Div
01 45 00 because their role is different than other QC personnel, and their involvement is specifically required by code. Also, in some cases
Government agencies have their own FPEs to review the fire protection submittals. For this project, the government does not have a designated
FPE for construction so the contractor is required to provide an FPE to perform all duties identified in the fire protection specifications.
