About this file
This document package includes a solicitation and related amendments for the construction of a Low Observable Component Repair Facility at Langley Air Force Base in Virginia. The solicitation seeks the construction of a 6,735 square meter facility including three corrosion control hangar bays, one wash rack bay, shops, offices, and support spaces to support maintenance of 38 additional F-22A aircraft relocated to Langley AFB from Tyndall AFB. The facility must provide secure, climate controlled spaces for specialized maintenance and repair of the F-22A's stealth technology. The construction duration is expected to be 730 calendar days. Amendments to the solicitation provide responses to offeror questions, clarify evaluation procedures, and require acknowledgement of amendments but not resubmission of proposals unless revised. The Army Corps of Engineers Norfolk District is the contracting office for this project to support the Department of Defense.

AMENDMENT 7
W91236-21-R-2023 F-22 LOCRF is hereby amended as follows:
Inquiry ID 9473382 Amendment #005 added DFARS clause 252.223-7999 Class Deviation 2021-O0009 - Ensuring Adequate COVID-19 Safety Protocols for Federal Contractors. Under the Safer Federal Workforce Task Force COVID-19 Workplace Safety guidance, employers are required to consider whether accommodations are possible for employees that qualify for an exemption from vaccination based on medical or sincerely held religious beliefs. Is the Government going to allow access to the project for those individuals that qualify for an exemption with an accommodation of complying with taskforce guidance rules applicable to unvaccinated individuals, or will they be barred from access to the site for purposes of performing their job duties?
Government Response A covered contractor may be required to provide an accommodation to contractor employees who commnicate to the covered contractor that they are not vaccinated for COVID-19, or that they cannot wear a mask, because of a disability (which would include medical conditions) or because of a sincerely held religious belief, practice, or observance. A covered contractor should review and consider what, if any, accommodation it must offer. The contractor is responsible for considering, and dispositioning, such requests for accommodations regardless of the covered contractor employee's place of performance. If the agency that is the party to the covered contract is a "joint employer" for purposes of compliance with the Rehabilitation Act and Title VII of the Civil Rights Act, both the agency and the covered contractor should review and consider what, if any, accommodation they must offer.
Because the clause has been included in the solicitation and will be in the contract, the successful offeror will be a covered contractor. Also, this contact will not involve a joint employer situation. Under these circumstances, the contractor must consider and resolve requests for accomodations regardless of the requesting employees' place of performance. It will be imperative that the contractor use its best judgment to reach an accomodation that balances the interests of the construction effort and the welfare of the workforce.
You must continue to monitor the website for additional guidance that may impact this response.
Inquiry ID 9468521 Amendment #4 states if an offeror previously submitted a proposal under the initial solicitation for Factors 1 and 2, the offeror does not need to resubmit for those factors. Did the Government complete its review and evaluation of previous submissions in response to the initial solicitation? If the Government has already completed evaluation and does not plan to re-evaluate, please confirm that the Government's reviewers of the Factor 1 and 2 submissions for the initial solicitation will be the same reviewers for the amended one step procurement.
Government Response The Government intends to use substantially the same evaluation board that reviewed the initial proposals to ensure consistent application of the evaluation scheme. In addition, the evaluation reports will be reviewed by the Contract Specialist, Contracting Officer, peer procurement analyst, Office of Counsel, and Source Selection Authority to ensure consistent evaluation in line with the provisions of the solicitation as amended.

Amendment 4, page 2 item #7 states "Offerors who wish to remain in the competition and do not intent to revise their proposals are not required to resubmit." On page 13 of Amendment 4, section 5.1.3 TAB A - SF 1442 and all amendments signed was added. This was not originally requested in the Volume I - Performance Capabilities proposal requested in January of 2021.
If an offeror already submitted and do not intent to revise their proposal must they revised their Volume I proposal to including the SF1442 and all amendments signed to date?
Government Response Offerors are not required to re-submit their proposals if they want to use their original submissions. Offerors must acknowledge and return all amendments no later than the deadline for receipt of proposals.
