PROJNET RESPONSES:
Inquiry ID: 8986965 Regarding Spec 09 97 13.27 Exterior Coating of Steel Structures section 3.2 references "exterior" surfaces. Will this be only those exterior surfaces outside the hanger bays or do parts of the interior structural steel receive this finish.
Drawings and finish schedule do not provide required locations.
Government Response: 8986965 The plans and specifications for this project are still in development. The "Ready to Advertise" (RTA) set will be posted to sam.gov as an amendment when it is completed. Any technical inquiries related to the plans and specifications should be submitted after the RTA set is posted.
Inquiry ID: 8989589 Factor 1 Specialized Experience relevancy requirements. Please consider revising the first bullet to the following:
"Construction of a conditioned (climate controlled) building with a long span high bay structure of at least 6,500 square feet".
Government Response: 8989589 Conditioned aircraft hangars are a subset of long span high bay structure that have specialized requirements.
Specialized experience with conditioned aircraft hangars is required. This requirement will not be amended.
Inquiry ID: 8989598 For the specialized experience, please allow up to 20 years from preceding this Solicitation in lieu of 10 years.
Government Response: 8989598
Recent experience with conditioned aircraft hangars is necessary to demonstrate capability to successfully perform the requirements of this contract. 10 years was determined to be the maximum amount of time to be considered recent based on market research. The specialized experience definition of recency will not be amended.
Inquiry ID: 8997692 Per the RFP, Section 00 21 16 - Instructions to Proposers, we are requesting confirmation that only Non-Price Factors 1 and 2 are required for the January 28th submission.
Government Response: 8997692 Per the solicitation, only Non-Price Factors 1 &2 are required for the January 28 submission.
Inquiry ID: 8999361 Please confirm that only a non-price proposal in response to Factors 1, Specialized Experience and 2, Past Performance is required on Jan 28, 2021.
Government Response: 8999361 Only a non-price proposal in response to Factors 1 (Specialized Experience) and 2 (Past Performance) is required on Jan 28, 2021 submission.
Inquiry ID: 8999729 Is it the governments intent to have the contractor provide (1)CAT6 cable to each wireless access point (WAP) location during construction?
Government response: 8999729 The plans and specifications for this project are still in development. The "Ready to Advertise" (RTA) set will be posted to sam.gov as an amendment when it is completed. Any technical inquiries related to the plans and specifications should be submitted after the RTA set is posted.
Inquiry ID: 8999738 How many CAT6 cables are required at each BAS and DDC locations?
Government Response: 8999738 The plans and specifications for this project are still in development. The "Ready to Advertise" (RTA) set will be posted to sam.gov as an amendment when it is completed. Any technical inquiries related to the plans and specifications should be submitted after the RTA set is posted.
Inquiry ID: 8999739 How many CAT6 cables are required at each BAS and DDC locations?
Government Response: 8999739 The plans and specifications for this project are still in development. The "Ready to Advertise" (RTA) set will be posted to sam.gov as an amendment when it is completed. Any technical inquiries related to the plans and specifications should be submitted after the RTA set is posted.
Inquiry ID: 9002116 RFP Section 00 21 16, paragraph 5.2 TAB B - FACTOR 1 – SPECIALIZED EXPERIENCE: To enable the government to receive proposals from the most capable potential offerors, we respectfully request the definition for a "Relevant" project as described in subparagraph 5.2.1 be amended as follows:
a. Delete: "Relevant. Submitted projects shall demonstrate the following two key aspects:
- Construction of conditioned (climate controlled) commercial aircraft hangar of at least 6,500 square feet.
- A project magnitude greater than $10,000,000."
b. Add: "Relevant. Submitted projects shall have a project magnitude greater than $10,000,000 and shall collectively demonstrate the following two key aspects:
- Construction of conditioned (climate controlled) commercial aircraft hangar facility with a long span high bay structure of at least 6,500 square feet.
- Construction of a commercial aircraft hangar of at least 6,500 square feet.
Note that the two key aspects noted above do not necessarily need to be demonstrated within each project but rather must be demonstrated among the portfolio of featured projects submitted in Factor 1 – Specialized Experience."
Government Response: 9002116 The specialized experience requirements will not be amended.
Inquiry ID: 9002200 Understanding that this solicitation is being issued via a bifurcated approach, please clarify what is to be submitted with the initial proposal submission on January 28, 2021. Shall offerors submit Volume I – Performance Capability (Tab A, Tab B, and Tab C) with the initial proposal submission in January and all other proposal submission requirements at a later date, as requested via amendment?
Government Response: 9002200 Please bid per the solicitation.
Inquiry ID: 9002222 Paragraph 5.2.1 indicates, "For a submitted project to be considered "Recent", it should be more than approximately 75% complete or turned over no more than ten (10) years preceding the issuance of this Solicitation." Given the unique, specialized nature of the anticipated F-22 Low Observable Component Repair Facility (LOCRF) at Langley AFB, and the relatively limited number of recently completed similar facilities, we respectfully request that the "Recent" timeframe adjust to "...turned over no more than twelve (12) years..."
Government Response: 9002222 The recency definition will not be amended.
Inquiry ID: 9004274 Request that criteria for the minimum size of the aircraft hangar be revised from 6,500 SF to at least 50,000 SF. This will more accurately reflect the size and scope of the work required to successfully construct this project (72,458 SF) Government Response:
The specialized experience requirements will not be amended.
Inquiry ID: 9004284 Request that the timeframe for recent projects be adjusted from 10 years to 15 years. 10 years is too restrictive for the type of hangar required per this Solicitation and will significantly limit qualified competition.
Government Response: 9004284 The recency definition will not be amended.
Inquiry ID: 9004587 The RFP states each volume's page parameter is to be set up using a 0" gutter parameter. Is it the government's preference that proposals are to be designed using a 0" gutter, single-column layout?
Government Response: 9004587 Please format the page setup parameters as instructed in the solicitation (section 2.5.7).
Inquiry ID: 9004739 Section 00 21 00, section A, on page 12 describes the project as a 6,735 square METER facility, which is over 72,000 square feet.
The Relevancy for Factor 1 - Specialized experience notes 6,500 square FEET.
Please consider adjusting the relevancy to 6,500 Square METERS rather than square feet to provide more relevant size and scope experience.
Government Response: 9004739 The specialized experience requirements will not be amended.
Inquiry ID: 9006963 SF1442 Block 13 states we are to submit offer in original and 1 copy.
00 21 16 - 2.5.1 sates proposals shall be submitted electronically but the DoD SAFE.
Please confirm no hard copies are required.
Government Response: 9006963 No hard (printed) copies are required for submission of this proposal.
Inquiry ID: 9008906 Due to pending ProjNet inquiries, we respectfully request that the government extend the bidder inquiry submission due date and offers due date.
Government Response: 9008906 The ProjNet inquiry period will not be extended at this time.
Inquiry ID: 9447589 Currently there are multiple solicitations out for offerors' responses that will be similar size and complexity.
However, this solicitation's Factor 1 Specialized Experience relevancy requirements states:
"Construction of a conditioned (climate controlled) commercial aircraft hangar of at least 6,500 square feet" Please consider revising this bullet to match the other solicitation stating:
"Construction of a building with a high bay truss framing system with a clear span of at least 120 feet in length" This will allow more competitors to propose.
Government Response: 9447589 "Construction of a conditioned (climate controlled) commercial aircraft hangar of at least 6,500 square feet" is relevant for the LOCRF facility. Factor 1 requirements remain unchanged.
Inquiry ID: 9447596 Factor 1 Specialized Experience relevancy requirements. Please consider revising the first bullet to the following: " Construction of a conditioned (climate controlled) commercial aircraft hangar *type facility* of at least 6,500 square feet" Government Response: 9447596 "Construction of a conditioned (climate controlled) commercial aircraft hangar of at least 6,500 square feet" is relevant for the LOCRF facility. Factor 1 requirements remain unchanged.
Inquiry ID: 9468521 Amendment #4 states if an offeror previously submitted a proposal under the initial solicitation for Factors 1 and 2, the offeror does not need to resubmit for those factors. Did the Government complete its review and evaluation of previous submissions in response to the initial solicitation? If the Government has already completed evaluation and does not plan to re-evaluate, please confirm that the Government's reviewers of the Factor 1 and 2 submissions for the initial solicitation will be the same reviewers for the amended one step procurement.
Government Response: 9468521 The Government intends to use substantially the same evaluation board that reviewed the initial proposals to ensure consistent application of the evaluation scheme. In addition, the evaluation reports will be reviewed by the Contract Specialist, Contracting Officer, peer procurement analyst, Office of Counsel, and Source Selection Authority to ensure consistent evaluation in line with the provisions of the solicitation as amended
Inquiry ID: 9473382 Amendment #005 added DFARS clause 252.223-7999 Class Deviation 2021-O0009 - Ensuring Adequate COVID- 19 Safety Protocols for Federal Contractors. Under the Safer Federal Workforce Task Force COVID-19 Workplace Safety guidance, employers are required to consider whether accommodations are possible for employees that qualify for an exemption from vaccination based on medical or sincerely held religious beliefs. Is the Government going to allow access to the project for those individuals that qualify for an exemption with an accommodation of complying with taskforce guidance rules applicable to unvaccinated individuals, or will they be barred from access to the site for purposes of performing their job duties?
Government Response: 9473382 A covered contractor may be required to provide an accommodation to contractor employees who communicate to the covered contractor that they are not vaccinated for COVID-19, or that they cannot wear a mask, because of a disability (which would include medical conditions) or because of a sincerely held religious belief, practice, or observance. A covered contractor should review and consider what, if any, accommodation it must offer. The contractor is responsible for considering, and dispositioning, such requests for accommodations regardless of the covered contractor employee's place of performance. If the agency that is the party to the covered contract is a "joint employer" for purposes of compliance with the Rehabilitation Act and Title VII of the Civil Rights Act, both the agency and the covered contractor should review and consider what, if any, accommodation they must offer.
Because the clause has been included in the solicitation and will be in the contract, the successful offeror will be a covered contractor. Also, this contact will not involve a joint employer situation. Under these circumstances, the contractor must consider and resolve requests for accomodations regardless of the requesting employees' place of performance. It will be imperative that the contractor use its best judgment to reach an accomodation that balances the interests of the construction effort and the welfare of the workforce. You must continue to monitor the website for additional guidance that may impact this response.
Inquiry ID: 9477794 Amendment 4, page 2 item #7 states "Offerors who wish to remain in the competition and do not intent to revise their proposals are not required to resubmit." On page 13 of Amendment 4, section 5.1.3 TAB A - SF 1442 and all amendments signed was added. This was not originally requested in the Volume I - Performance Capabilities proposal requested in January of 2021.
If an offeror already submitted and do not intent to revise their proposal must they revised their Volume I proposal to including the SF1442 and all amendments signed to date?
Government Response: 9477794 Offerors are not required to re-submit their proposals if they want to use their original submissions. Offerors must acknowledge and return all amendments no later than the deadline for receipt of proposals.
Inquiry ID: 9556705 ProjNet shows a cutoff date of 1/14/22. The solicitation states offerors are allowed to submit questions no later than 10 days prior to proposal submission. Please confirm/update ProjNet to allow questions to be submitted until 1/29/2022 ten days before the current due date.
Government Response: 9556705 ProjNet will be closed 10 days prior to solicitation closing date
Inquiry ID: 9556726 DFARS clause 252.204-7012 is included by reference in the solicitation. However, the Government "publicly" issued the documents including the drawings and specifications, so it is assume contractors are allowed to share these on a need-to-know basis. Please verify if any of the documents in this solicitation at this time or in the future are determined by the Government to be "covered" defense information" as defined by DFARS 252.204-7012.
Government Response: 9556726 The documents posted publicly in this solicitation are provided for the purpose of potential offerors to submit offers.
These documents are to be used and provided only to firms or individuals reasonably expected to conduct business with the Government in performance of this solicitation.
Inquiry ID: 9562213 Ceiling Type Legend D on A-111, notes that exposed roof deck & STL at the Wash Rack. I-601 (Interior Finish Schedule) notes that the ceiling finish is "EXP" for areas noted on A-111. 05 12 00-2.6.2 "shop primer" notes that structural steel in the wash rack hangar bay shall receive surface preparation and coating as specified in 09 97 13.27 (field coatings), but this structure is a PEMB per the 13 34 19 specification. Specification 13 34 19 Metal Building Systems notes only to Prime the steel with SSPC-Paint 15, Type I, Red Oxide. Please verify if the Wash Rack PEMB structure is to be field painted per 09 97 13.27.
Government Response: 9562213 The wash bay rm. 158 exposed roof deck & steel structure shall receive surface preparation and coating as specified in spec section 09 97 13.27
Inquiry ID: 9562215 Specification 09 97 13.27-1.4.6.8-notes qualifications of coating contractors which require ISO 9001 or SSPC QP 1 and SSPC QS 1 prior to contract award. SSPC QP 1 is certification for field coating installers. Please consider removing the QS 1 requirement for the field installers as the availability of these contractors is very limited which could drive cost considerably.
Government Response: 9562215 Specification 09 97 13.27 will be revised and requirements for SSPC QP1 will removed, all other requirements shall remain in the spec.
See Amendment 0011
Inquiry ID: 9562216 09 97 13.27 specification seems to be written for in field applications based on Containment requirements in section.
Section 3.2 "Surfaces to be Coated" notes to coat surfaces of structure including steel roof, shell, legs, stair, railing and other appurtenances which reflects Industrial Tank Construction and not particularly written for a hangar bay or wash rack. We know the HEF Discharge Storage Tank is to be painted per this specification, but can you please add specific verbiage on what gets painted in the wash rack, for instance, exposed primary and secondary steel, ductwork, metal studs, conduits, pipe's, etc..
Government Response: 9562216 Specification 09 97 13.27 Section 3.2 Paragraph "C" outlines requirements for inside the aircraft maintenance bays.
It includes primary and secondary steel, roof deck, in addition to any exposed interior ferrous metals.
Inquiry ID: 9562217 09 97 13.27 section 3.2.a, b, and C note to "shop coat". Can all steel in the Wash Rack be shop or field coated at the contractors option? If shop coated, this conflicts w/ certification requirements noted in section 1.4.6.8 as SSPC QP 1 is certification for field applications. If shop coating is desired, please consider revising the certifications to also permit SSPC QP 3, AISC SPE-P1 and P2 certifications as they are reciprocal according to SSPC and AISC.
Government Response: 9562217 Shop or field coating shall be acceptable. Spec 09 97 13.27 will be revised. See amendment 0011
Inquiry ID: 9562220 The Partition Legend on A-101 contains a Precast or CIP Concrete wall system. There are no Precast or CIP wall systems called out on the partition type drawings A-006 & 007. Please verify there are no Precast or CIP wall systems for the interior partitions.
Government Response: 956220 There are no Precast or CIP walls systems for the interior partitions, however there are precast panels on the exterior walls as indicated on exterior elevations sheets A-202, 3 &4.
Inquiry ID: 9562223 Specification 32 13 14.13 section 3.4.2 notes haul time for concrete is to be less than 15 minutes. This is not attainable considering the closest Ready Mix plant is at a min of 15 minutes away, but gate traffic can increase haul times.
Government Response: 9562223 The 15 minute batch plant location requirement stated in paras 2.11.1.1 and 3.4.2 shall be removed. Refer to para 3.4 for haul time requirements. All other requirements shall remain the same. See amendment 0011
Inquiry ID: 9562224 Specification 32 13 14.13 is noted to be used for the hangar bay slab. The Lo bay's are interior construction and also receive a fuel resistive resinous flooring system. Please consider applying the 32 13 13.06 Specification for the wash rack and Lo Bay slabs in lieu of the 32 13 14.13 specification.
Government Response: 9562224 IAW UFC 3-260-02 Airfield Pavement Design, all slabs on grade required to support aircraft loadings, whether interior (hangar floors) or exterior, are to be considered airfield pavements.
Inquiry ID: 9562226 Specification 32 13 14.13 section 2.1.7 requires diamond grinding for pavements. Please verify this is not applicable for the interior Lo bay and washrack slabs as those receive a fuel resistive resinous flooring.
Government Response: 9562226 Specification 32 13 14.13 guidance for diamond grinding is to smooth out irregularities in the slab surface. It is applicable where floor coatings are to be applied and must preceed surface preparation for the fuel resistive resinous flooring systems.
Inquiry ID: 9562227
Specification 13 45 19 -section 2.4.1n notes roll-form aluminum roof panels are required which seems to conflict with specification 07 61 14-2.1 & 2.1.1. 07 61 14 notes Zinc-coated steel or aluminum-zinc alloy coated steel.
Please revise the 13 45 19 specification to reflect the 07 61 14 requirements.
Government Response: 9562227 Spec section 13 34 19 will be revised to match spec section 07 61 14.00 20 Steel Standing Seam Roof
Inquiry ID: 9562228 Specification 13 34 19-2.4.2 requires a Kynar 500/Hylar 5000 finish. Specification 07 61 14 -2.1.3.1 has other requirements. Please revise the 13 34 19-2.4.2 to reflect the 07 42 63 specification requirements.
Government Response: 9562228 Spec section 13 45 19 will be revised to match spec section 07 61 14.00 20 Steel Standing Seam Roof See Amendment 0011
Inquiry ID: 9562230 Specification 13 34 19-2.4.1.c. notes 12" coverage for the panel materials. Please consider permitting 16" wide panels. Many PEMB manufacturers don't produce 12" wide panels.
Government Response: 9562230 16" inches roof panel will be permitted. Roof system shall meet wind and structural requirements as indicated in the structural documents.
Inquiry ID: 9562232 Detail A8/A-533 is a typical roof construction detail provided in this set of documents for the PEMB structures at the Wash Rack and Lo Bay. Unfortunately, this detail is not typical PEMB construction. For instance, underlayment over 1/2" coverboard is not required by the manufacturer along with the 1/2" sheathing. The rigid board and taped joints would act as the air barrier. Per a PEMB Contractor, PT plywood is not recommended as it can void the warranty and corrode the panels. Would the owner consider revising the detail to use a pre-insulated metal panel roof construction potentially saving costs? Many manufacturers will not price this project based on the current details limiting competitive numbers.
Government Response: 9562232 Proposed roof detail will not be considered; detail will remain as is
Inquiry ID: 9562234 Specification 05 12 00-2.6.2 Shop Primer notes SSPC Paint 20 or SSPC Paint 29, (Zinc Rich Primer) for steel. Per UFGS 05 12 00, generally, for interior use, standard steel with minimum coating system of a shop primer is adequate. For exterior environments or areas open to the exterior, galvanized steel or zinc rich is typically used. For the structural steel in this facility, since it is enclosed, please consider use of standard rust inhibitive shop primer per AISC (except at areas where fireproofing is required) in lieu of the SSPC SP 6 prep and Zinc Rich Primer. Please keep in mind the Steel Joist spec only requires a SSPC Paint 15 primer which is just a standard rust inhibitive primer.
Government Response: 9562234 Contractor(s) shall provide zinc rich primer as specified, even for interior use; this is standard UFGS spec language and the primer is the "minimum coating" system being referred to. Exterior steel shall require hot dip or additional coatings (mid and top coats) in addition to a primer. Zinc rich primer alone is not suitable for exterior environments.
Specifications remain as is.
Inquiry ID: 9562237 Factor 5 - Price requested Required Pre-Award Information, specifically the latest three complete fiscal year financial statements. These documents are confidential and we would like to maintain their confidentially internally with in our company.
Please confirm it is acceptable that our CFO submit the financial statements, via DOD SAFE or email, directly to USACE separately from the remainder of the proposal. We will include Proper Cover, company identification, and TABs to identify where these are to be included in our Volume II Proposal. The remainder of the Volume II proposal will be submitted under a separate DoD SAFE upload.
Government Response: 9562237
It is acceptable to provide directly to the USACE contact listed in the solicitation separately as described.
Arrangement(s) shall be made and submission(s) completed prior to the close date of factor 5 and subsequent volume of the offeror's proposal.
Inquiry ID: 9562739 For the GF/CI equipment included in 01 11 00 appendix, please indicate what coordination/scheduling should be assumed by the contractor? Will this equipment be delivered to the jobsite or require relocating? Will the equipment be on pallets? Will it need to be stored onsite prior to installation? Will the equipment require any calibration?
Government Response: 9562739 GFCI shall be determined after award by the Contracting Officer or his/her representative.
Schedule shall be coordinated by the Contractor after award.
Inquiry ID: 9562764 Please clarify if the room 141 paint spray booths is government or contractor furnished. Spec 01 11 00 appendix GF/GI equipment includes "Paint Spray BoothSpray Tech Junair JA509 5 Series", but the note on the right margin on A-011 LOW OBSERVABLE EQUIPMENT SCHEDULE room 141 PANEL SPRAY ROOM equipment SPRAY TECH JUNAIR JA509 5 SERIES says "FOR INFORMATION ONLY: THIS NOTE IS RELATED TO THE SMALL PARTS PAINT BOOTH IN ROOM 141. IT IS THE INTENT OF THE GOVERNMENT TO HAVE
THE SMALL PARTS PAINT BOOTH IN ROOM 141 PROVIDED AND INSTALLED BY THE
CONTRACTOR."
Government Response: 9562764 Note on A-011 is correct. Room 141 Paint Spray Booth shall be Contractor Furnished, Contractor Installed.
Appendix to 01 11 00 list will be revised in an amendment 0011
Inquiry ID: 9562782 Amendment #9, section 00 70 00 includes Attachments 10-13 in the document list. Please confirm if contractor is still responsible in any part for Attachments 10-13 since these previous plans and specs have been superseded by the RTA docs issued with Amendment #9, Attachments 14-20?
Government Response: 9562782 Use the RTA documents attachments 14-20
