PROJNET INQUIRIES
PROJNET INQUIRIES The following Bidder Inquiry and subsequent corresponding Government Response are hereby incorporated:
Bidder Inquiry 9022481: Is the NIST SP 800-171 listed on page 12 of the solicitation a requirement for award for this project and if so what is the required level of assessment needed for the Prime Contractor?
Subcontractors?
Government Response to 9022481: Interim DFARS Rule 2019-D014 requires the inclusion of DFARS 252.204-7019 and 252.204-7020 in this contract and solicitation. However, the requirements contained in DFARS 252.204-7019 and 252.204-7020 are not applicable to this contract and the awardee will not be required to have posted an assessment on SPRS. We recommend that any additional questions regarding the requirements of these clauses be directed to the offerors' attorneys.
Bidder Inquiry 9040829: Is it acceptable to submit PPQ evaluations from previously submitted solicitations?
Government Response to 9040829: Yes, providing the PPQ evaluation previously submitted under another solicitation is acceptable, as long as it is in the specified format and is not included by reference.
Bidder Inquiry 9045709: RFP Section 00 21 16, paragraph 5.2.1 TAB B - FACTOR 1 – SPECIALIZED EXPERIENCE: Paragraph 5.2.1 indicates, "For a submitted project to be considered "Recent", it should be more than approximately 75% complete based on amount invoiced or turned over no more than ten (10) years preceding the issuance of this Solicitation." Given the unique, specialized nature of the anticipated F22 Consolidated Operations and Maintenance Hanger (COMH), at Langley AFB, and the relatively limited number of recently completed similar facilities, we respectfully request that the "Recent" timeframe adjust to "...turned over no more than twelve (12) years...".
Government Response to 9045709: The requirement remains unchanged.
Bidder Inquiry 9045736: The RFP states each volume's page parameter is to be set up using a "0" gutter parameter. Is a two-column layout acceptable?
Government Response to 9045736: There is no limitation on the number of columns. Formatting requirements identified in the solicitation still apply.
Bidder Inquiry 9054002: RFP Section 00 21 16, page 20 of 85, paragraph 1.6 states "The Government will not undertake to compare or conduct a selection decision until after all factors have been evaluated."
Prior to when the RTA design package becomes available via amendment, we respectfully request that the government issue evaluation notices to offerors exhibiting proposal weaknesses and deficiencies for Factor 1, Specialized Experience, and Factor 2, Past Performance.
W9123621R2003
Government Response to 9054002: In accordance with FAR Part 15.306, the Government does not intend to conduct discussions until all proposals are evaluated against all evaluation factors.
