MEMORANDUM FOR RECORD U.S. Army Corps of Engineers, DPW, AAFES, MWR and all Construction Contractors
SUBJECT: Fort Benning Installation Specific Fire Protection Requirements
1. Effective 1 July 2011, Fort Benning Fire and Emergency Services will integrate Attachment 1, Change 1 in regards to fire protection and life safety design standards. Attachment 1 's purpose is intended to provide a baseline comprehensive standard for those engineers, designers, and other others who are involved with Fort Benning construction projects.
2. This document shall apply to all construction aspects as defined in the Unified Facilities Criteria 3-600-01 Fire Protection Engineering for Facilities and contracts that have been awarded prior to the effective date regardless of size, scope, or duty location.

1. Drawing Submittals/Design
a. All drawings submitted for review shall have the appropriate seal as required per the
Unified Facilities Criteria (UFC). Plans not having the appropriate seal will not be reviewed by the fire department.
b. Major projects require the design services and review of a qualified fire protection engineer. A qualified fire protection engineer is defmed as an individual meeting one of the following conditions:
i. A registered professional engineer (P .E) who has passed the fire protection engineering written examination administered by the National Council of Examiners for Engineering and Surveys.
ii. A registered P .E. in a related engineering discipline with a minimum of 5 years experience, dedicated to fire protection engineering that can be verified with documentation.
c. **MNS Only** The individual building MNS shall be designed under the supervision of a registered fire protection engineer, by a registered professional engineer having at least four years experience in the design of fire protection systems, or by a engineering technologist qualified at National Institute for Certification in Engineering Technologies (NICET) Level IV in fire alarm systems.
d. **Fire Alarm Systems Only** System working plans and calculations must be· prepared and submitted for approval by a registered professional fire protection engineer or an individual that has obtained NICET, Fire Alarms Systems, Level III certification or higher in accordance with NFPA 72. Submit the fire alarm reporting system, fire alarm evacuation system and automatic fire detection system construction (shop) drawings to the appropriate components designated Fire Protection Engineer.
e. All other fire protection systems shall require an installer that has obtained NICET, Level III certification or higher.
f. A copy of the building as-builts will be submitted on a CD to the frre department to cover at a minimum of the floor plan, fire protection plan, and fire alarm system.
g. NICET paperwork shall be submitted to the frre department prior to the building's final inspection for verification. The NICET Level III or IV installer/certifier for that appropriate system shall be the individual that signs the fmal paperwork for the appropriate system.
h. Installer Qualifications: The system shall be installed by an experienced firm regularly engaged in the installation of automatic frre-detection and alarm systems in accordance with NFP A standards. The alarm system contractor shall be state certified as Low Voltage Alarm Contractor. The Contracting Officer shall reject any proposed installer who cannot show evidence of such qualifications. .
i. During construction, the contractor shall maintain compliance with all listed safety codes to include NFPA 24I and USACOE EM 385-I-I under the most current edition.
2. KNOXBox
a. KNOX boxes shall be required on all facilities that are not staffed 24/7, 365 days a year.

b. KNOX boxes shall be located 4ft.-5ft. from final grade, in Sft. of linear distance of the main entrance. If the facility has no main entrance the fire department will determine the KNOX box location.
c. KNOX boxes shall be 3200 series, hinged door, recessed or flushed mounted, and can be wired into the security system, if required.
3. Fire Department Access
a. If electric gates are provided on the fire department access road a siren activator device shall be provided to automatically open the gate for emergency vehicles.
b. All curbs shall be the roll on type for fire department access road.
c. All fire lanes and curbs shall be striped in red to include painting the curb and white lettering stating "fire lane, no parking".
d. All fire department access roads entrance/exit points shall have signage provided stating
"Fire Lane No Parking".
e. Fire department access shall be a minimum of20 ft. wide and support 75,000lbs.
f. All new facilities four stories or more in height and all new warehouses shall have a minimum of a 26 ft. wide fire lane.
g. Fire department access, as required per the UFC 3-600-01, shall be provided from the comer to comer of the structure. * * ** Special consideration shall be taken into account for facilities that do not meet the requirements of four stories or more in height, but have complex layout or a long length of that is not accessible from the fire department access road.
h. All bollards used as part of the fire department access shall not be bolted to the ground.
Bollards shall have handles permanently attached to them to aid in their removal for emergency situations. Bollards will be removed by one person.
4. Fire Hydrants
a. Fire hydrants shall be installed 18 in. from center nut of main discharge from final grade.
b. Fire hydrants installed near roadways shall have a DOT listed blue roadway indication marker at the center line of the road.
c. Fire hydrants install near roadways or parking areas shall have a 20 ft. red line painted on the curb to indicate a dedicated "no parking area". The line shall be centered at the 1Oft. mark in front of the hydrant.
d. Fire hydrants shall be protected in areas that can be prone to vehicle access. If bollards are used they shall be at least 3ft. away from the hydrant and cannot block the discharges of the frre hydrant.
e. Fire hydrant bonnet and cap color shall be in accordance with NFP A 291 based on flow capacity.
f. Fire hydrants on all new construction shall be provided with a 5-inch storz connection.
The storz connection shall be a 5" metal face X 4Y2" NH (F) Set Screw, hi-visibility with hydrant nut cap. The color shall be powder coated yellow with hi-visibility reflective tape.

5. Electrical
a. Emergency lighting shall be provided in all mechanical, electrical, and communication rooms greater than 100 sq. ft.
b. Breaker panels shall be provided in rooms separated from the mechanical rooms to allow access of building occupants to the panels.** **Facilities 1000 sq. ft. or less can be.exempt from this requirement.
c. Any facility with a voltage 600V or less shall have a means of quick disconnect located on the outside of the facility.
6 .. Fire Department Connection (FDC)
a. A red or polished chrome collar shall be used to identify the fire department connection.
b. All FDCs shall have a signage provided. When the fire department connection is not located on the front of the building, signs shall indicate in which direction the FDC is located lAW NFPA 14. The sign shall be red with white lettering. The lettering shall be a minimum of 3in. in height. The sign shall be 18 in.-36 in. from final grade and cannot be obstructed by landscaping.
c. No landscaping shall be installed in front of the FDC that can grow taller than 18in.
d. Nothing ~hall be installed within 18in. linear of either side of the FDC.
e. When a FDC is installed in front of a parking area, a 10 ft. (linear length) wide red stripe will be painted identifying "no parking".
f. A sign shall be installed at the location of the FDC to indicate the pressure required at the inlets to deliver the system demand if the system demand is greater than 150 psi.
7. Suppression System
a. A Class 1 standpipe shall be required if the facility is taller than four stories or more in height or if from any entrance of the facility to the most remote point is greater than 200 ft.**.
* * The travel distance is reduced to 150 ft. for unsprinkled structures.
b. The fire department will not use fire department apparatus to boost pressure in standpipe systems.
c. Structures containing three or more sprinkler zones shall have isolation valves allowing only one zone to be turned off while maintaining the other zones operational.
d. All suppression systems using a clean agent system shall have a notification device located on the outside of the structure that will activate only when the system is discharged.
e. The bell type for all sprinkler systems shall be electric unless otherwise noted by the installation fire department.
f. If provided, test headers shall be tested at the sprinkler final to verify the required GPM shown on the sprinkler density plate is met. Regardless, all sprinkler systems shall be required to show proper GPM is provided to the sprinkler system.
8. Fire Alarm/Mass Notification Systems (F AIMNS)
a. At final inspection, the installer/contractor shall show documentation of speech intelligibility of .75 -.84 as required per the UFC. Areas of the building provided with hard wall
Page4of8 and ceiling surfaces that are found to cause excessive sound reflection may be permitted to have a CIS less than the minimum required however; if the building occupants in these areas can determine that a voice signal is being broadcast they cannot walk more than 33 ft to find a location with at least the minimum required CIS valve within the same area except as modified by the UFC.
b. Carbon monoxide detection shall be provided to provide coverage in all areas that are serviced by natural gas, propane, or any other combustible gas or liquid and its exhaust.
c. All detection devices shall be required to pull their back-up power from the FAIMNS system. The use of 9V batteries shall be prohibited.
d. All barracks/living quarters that have a stove installed shall have a heat detector installed above the cooking area lAW NFP A 96. The heat detector shall activate the fire alarm system (in alarm) and activate all devices in the suite.
e. All local operating consoles (LOC) in public areas shall be installed with American Disabilities Act (ADA) height requirements taking into consideration.
f. The MNS system shall be required to transmit a trouble, supervisory, and alarm functions to a constantly occupied location meeting the requirements ofNFP A 72.
g. Text signs for the MNS shall be provided in all public accessible facilities that have an occupancy load equal to or greater than 300 (three hundred) people lAW UFC 4-02I-IO
h. During the activation of the FA the MNS system shall override the FA. The FA notification devices will shut off and the MNS notification devices shall activate. All prerecorded messages shall automatically shut off at I 0 minutes. At the end of I 0 minutes the MNS devices shall shut off and. the FA notification devices shall reactivate.**
**Exception: The circuit labeled "fire panel" does not time out at ten minutes if used as the part of the fire alarm system.
i. All amber colored strobes shall be marked with the word "ALERT" on the device. All MNS notification devices shall be white with red lettering.
j. All fire alarm notification devices shall be red with white lettering.
k. Device priorities shall be as follows: MNS main panel MIC, LOCs MIC, MNS main panel prerecorded messages circuits I-8 (one-eight) with circuit I (one) with the highest priority going to circuit 8 (eight), LOC MNS prerecord messages, frre alarm system, and then general PA system.
1. MNS messages shall be listed in the priority shown below verbatim.
i. Chemical- May I have you attention please. There has been a chemical incident on Fort
Benning. Stay inside buildings and close windows and doors unless advised by authorities to evacuate. Please shutdown your HV AC system. Stay inside buildings and close windows and doors unless advised by authorities to evacuate area. Please shutdown your HV AC system.
ii. Bomb- May I have your attention please. There had been a bomb threat in your area.

iv. Severe Weather- May I have your attention please. A severe weather warning has been issued for this area. Seek shelter immediately.
v. Secondary Egress- May I have your attention please. An emergency has been reported in the facility. Please exit the facility through the secondary exits. Please do not use the main entrance.
vi. Fire Panel-May I have your attention please. A fire emergency has been reported in the facility. While this is being verified, please leave the building by the nearest exit and report to your rally point. * * Please do not use the elevator

vii.Test-May I have you attention please. This is a test. This is a test of the emergency warning system. This is only a test. This is a test. This is a test of the emergency warning system.

viii. All Clear-May I have your attention please. All clear, the emergency is over. I repeat, all clear, the emergency is over. Resume your normal duties.
ix. Carbon Monoxide-May I have your attention please. An elevated level of carbon monoxide as been detected in the facility. While this is being verified please leave the building by the nearest exit.
Note: Provide an alerting sound prior to playing pre-recorded messages. The alerting sound for fire alarm messages shall be different than that used for other pre-recorded messages.
The fire alarm alerting sound for buildings other than child development centers shall be either the temporal three-tone or the slow whoop for fire alarm messages. The fire alarm alerting sound for child development centers shall be a chime sound.
m. MNS LOCs installed in areas that are open to the public shall have unrestricted access to the LOC. They shall not be secured and/or require the use of a key or special device to access the LOC. They shall be protected from tampering by use of a break-glass, thumb-lock, tamper wire, tamper alarm, or equivalent protection. This is not required in those facilities with limited access.
Enclosures that can be opened only by a key shall not be used. Exception: In barracks facilities, only the staff duty desk LOC shall be unlocked. All other LOCs shall be locked.
n. If a remote fire alarm panel is located in the structure, a LOC shall be provided next to the remote fire alarm panel unless this is also the location of the MNS main panel.
o. All LOCs shall be labeled on the front of the door in a minimum of lin. lettering, in contrasting color, identifying the LOC.
p. A LOC shall be located on each floor and at anytime the travel distance is greater than 200ft. from the closest LOC.
q. All fire alarm conduits shall be red in areas that are not visible from the floor level of the . room. The red marking shall, at a minimum, be 2 ft. in length spaced no more than every 6 ft.
r. For buildings that have an automatic fire detection or water detection device to initiate the fire alarm shall, at a minimum, provide manual pull stations at all means of egress that directly exit the structure.
s. All fire alarm systems shall be Class "A".
t. In any facilities that require a fire alarm system and that are not staffed at all times
(24/365) full fire alarm detection coverage shall be provided.** **This is not required if the facility is not fully sprinkled lAW NFP A 101.

u. Duct detectors shall activate as a fire alarm and not a supervisory. The detector shall operate at air velocities ranging from 500ft. per minute to 3500 ft. per minute without requiring compensation for operation at specific air velocities. Sampling tubes of sufficient length shall be provided so that the sampling tube can be cut to exact length at the installation site to match duct width at the installed location and must be secured to the duct on both sides. The detector housing shall be equipped with a transparent viewing port which shall permit viewing of detector head Alarm/Power-On indicator at viewing angles up to 80 degrees off normal and inspection of cleanliness conditions inside the detector head mounting chamber.
v. Each mass notification message shall send a specific ID code to identify which message has been activated to the receiving station. (i.e.: Chemical attack transmits to the receiving station showing the chemical attack button was pressed).
w. Notification messages shall be able to be heard throughout the facility to include hallways, elevators, exteriors of doors from the facility, and all other accessible
x. The uses of proprietary fire alarm systems are prohibited. The following is a list of these systems. This list is subject to change. Contact the fire department for the most current list.
i. Simplex 4100 series
ii. Simplex 4020 series
iii. As Built all series
iv. Seimens all series
y. All devices shall be labeled with the device or module number.
z. The HV AC shut down devices as required by UFC 4-010-01 shall be monitored by the frre alarm system. The LOC can be programmed to shut down the HV AC or have a standalone button.
aa. System Installer
a. Fire alarm systems and emergency communications systems installation personnel shall be qualified or shall be supervised by persons who are qualified in the installation, inspection, and testing of the systems.
b. State or local licensure regulations shall be followed to determine qualified personnel.
Depending on state or local licensure regulations, qualified personnel shall include, but not be limited to, one or more of the following:
(1) Personnel who are registered, licensed, or certified by a state or local authority
(2) Personnel who are certified by a nationally recognized certification organization acceptable to the authority having jurisdiction
(3) Personnel who are factory trained and certified for fire alarm system installation and emergency communications system installation of the specific type and brand of system and who are acceptable to the authority having jurisdiction.
bb. At no time shall any supporting devices of cabling or conduit of the frre alarm system be connected to a ceiling grid system.
9. Fire Signage
a. Fire evacuation plans shall be posted at each entrance/exit and at each doorway leading into the stairwell.

b. Any stairwell that leads to roof access will be identified on the fire evacuation plan and in the stairwell on each landing, to include the door leading into the stairwell.
c. For all structures with assembly areas or classified as assembly, an occupancy load sign indicating the maximum occupancy for that area shall be provided at the main entrance.
10. Fire Rated Areas
a. Fire rated areas shall be identified on the wall listing what type of wall it is and the hour rating of the wall .. (i.e. 1hr. Fire Barrier)
b. Fire Caulk shall be either red or yellow in color.
c. Fire rated roll up-doors shall be installed to be connected to the fire alarm system. Upon activation of fire alarm system all fire rated roll up doors shall close. Detection devices shall be installed on both sides of the door at the ceiling level in accordance with NFP A as an initiating device.
11. Fire Extinguishers
a. If the structure is classified as a "hotel or dormitory" by NFP A and is fully sprinkled fire extinguishers are not required lAW NFP A 1 01.
b. Fire extinguishers for all sprinkled structures shall be a minimum of a 5lb 3A:40B:C rated multi-purpose fire extinguisher.
c. Fire extinguishers for all unsprinkled structures shall be a minimum of a 1 Olb 4A: SOB :C rated multi-purpose fire extinguisher.
d. A Class "D" dry powder fire extinguisher shall be provided for all metal shops.
e. A Class "K" Wet-Chem fire extinguisher shall be required in commercial kitchens lAW
NFPA. Note: This does not replace the requirement of a multi-purpose fire extinguisher.
f. All fire extinguishers located in a fire extinguisher cabinet shall be labeled with a fire extinguisher sticker label.
g. Semi-recessed fire extinguisher cabinets shall be provided in all finished areas and fire extinguisher brackets shall be provided for all unfinished areas.
