1. Question: C.1 Purpose and Scope. Paragraph 1.1.1 requires the contractor to have an office located within 150 miles of Fort Benning. Is this requirement applicable only upon contract award or must the office exist and be functional when the contractor’s proposal is submitted?
Answer: This requirement is applicable upon award.
2. Question: Will the government please extend Past-Performance requirements to 5 years from issuance of the solicitation rather than 3 years as stated in the solicitation?
Answer: Past Performance has been extended to 5 years and will be reflected on Amendment 00001
3. Question: Paragraph L.6.3.1 of the Solicitation says that contractors are to provide a fully burdened hourly rate for each labor category listed. Is L.6.3.1 referring to Attachment 3?
Attachment 3 does not have labor categories, only 2 columns, one for CSI Division, and the other for lump sum price. Please clarify.
Answer: A fully Burdened labor rate is a lump sum price. Fully Burdened means the following:
The fully-burdened labor cost is the full hourly cost to employ a worker for the hours she actually works, which includes wages and the “burden” of the additional costs.
4. Paragraph L.6.3.5 of the Solicitation says labor rates proposed for each year cannot be adjusted.
Again, there is no form to see which labor rates are being requested. And, since this MATOC includes separate sites of potential work (Fort Benning, Eglin, etc) and each area has it's own labor rates, how is one set of labor rates going to apply to different sites?
Answer: L.6.3.5 has been amended to read the following: The Fully burdened labor rates proposed for each year can be adjusted as permitted under the provisions of Far Clause 52.222-
43. These adjustments will be applicable to Task Orders only.
5. What is the point of demanding labor rates in advance when paragraph L6.2 says there will be competition for all contracts.
Answer: The Fully-Burdened Labor cost has been requested. For this action. The TO will be competed.
6. Is the Seed project going to be awarded? Paragraph L.6.3.7 of the Solicitation says the Price Proposal Breakdown Worksheet is for evaluation purposes only.
Answer: Note is incorrect, seed project will be awarded.
7. Can the RFI submittal date be extended to May 20th?
Answer: No.
8. I do not see Attachment 4 as referenced in Volume 2: Factor 5 - Past Performance L.5.6 Submission Requirements. Please indicate where it can be found in the RFP.
Answer: Amendment P00001, will include Attachment 4, Past Performance information.
9. Can the Government please clarify if the scope of work for the SEED project includes providing completed 100% design drawings as part of the contractor's responsibility?
Answer: See pages 2-3, Division 001 of the statement of work. Contractor is responsible to turn in the 20 percent design work as –built drawings, equipment elevations to include ductwork and piping connections, and construction drawings with red ink showing field changes.
The design work the contractor is responsible for are the covered entrances to the first and second floor entry ways and the modifications that must be made to the fire suppression system to install the HVAC system. The design for the gang latrine mechanical room and ERV units have been deleted from the contract.
10. For the Price Proposal Breakdown Worksheet, should offerers adjust the worksheet provided to include the requested information or provide additional documents to satisfy these requirements?
Answer: See answer from question #3
11. Can the Government please clarify if offerers are required to provide subcontractor labor category breakdowns in the Pricing spreadsheet?
Answer: See answer from question #3
12. Can the Government please clarify if offerers can provide an Executive Summary in Volume I?
Answer: No Executive Summary is required
13. For RFP M.3.2.a, A&E Design Personnel Experience, can the Government please clarify what documentation is acceptable to meet this requirement?
Answer: Describe years of experience, licenses in which states, any Government work, magnitude, etc.
14. Can the Government please clarify how Key Personnel Resumes will be evaluated?
Answer: Years of experience, types of work performed, government contract experience, etc.
15. Can the Government please clarify how the Quality Control Plan will be evaluated?
Answer: Evaluation based on QCP merit, feasibility, planned execution, control measures and tactics, etc.
16. In reference to RFP L.4.4; M.3.4, can the Government please clarify if a formal project schedule is required? And if so, in what format?
Answer: Yes, you can use any of the industry standard programs
17. The solicitation document indicates the proposal is due at 4 PM EST on Wednesday, May 29, 2019. The FBO notice states 2 pm EST on that day. The SF 1442 does not have a due date and time filled in. Please confirm the proposal due date and time.
Answer: June 17th at 4:00 PM EST
18. The solicitation, paragraph L.5.6. Submission Requirements states the offeror is required to provide Past Performance Specific Relevant Contract Reference Sheets for the past performance experience in accordance with Technical Exhibit 4, and that Technical Exhibit 4 can be found in the SOW, but it is not there. Please provide Technical Exhibit 4 or appropriate past performance project response format.
Answer: Amendment P00001, will include Attachment 4, Past Performance information.
19. Per section L.7.4 is the government going to require the submission of an Organizational Conflict of Interest Mitigation Plan in our proposal or will it only be required upon an award?
Answer: The requirement for an Organizational Conflict of Interest Mitigation Plan has been removed from this requirement. This will be reflected in Amendment 00001
20. Please provide as-builts of the existing fire suppression systems for the seed project Building 2882. We also request provision of specifications for the Fire Suppression system and current flow test results to ensure adequate flow is available to modify the current system to meet the necessary requirements based on the modifications shown. All of this info is required so we can ensure accurate, fair and balanced pricing can be obtained and submitted. Please advise.
Answer: The as-built files for Building 2882 do not include specifications, calculations, or the drawings for the fire suppression system. However, per this contract’s UFC-3-600-01, the design work for the existing fire suppression system is significant, therefore the design must be approved by a certified PE fire protection engineer. The contractor will be responsible to design the system to satisfy the new floor. Therefore, the contractor shall submit calculations to satisfy the new floor plan. The government has tasked the local utility for the flow rates at the nearest fire hydrant at Building 2882.
21. During the walk thru at Building 2882, it was noted that the existing sprinkler heads seen are 1996 Star, glass bulb sprinklers. NFPA requires glass bulb sprinklers over 20 years old to be replaced or a sample sent off for testing the reliability. Demo item 10k on page 5 of the seed SOW indicates to only remove the sprinkler heads that are required to accommodate the new HVAC system and new floor plans. Is it the intent to only replace those sprinkler heads necessary to accommodate the new work or should all sprinkler heads be subject to testing and or replacement. Without as-builts we cannot be positive that all existing sprinkler heads are the same as the ones noted during the time limited to the site visit. Please advise.
Answer: Replace only those heads affected by the design you are responsible for. See response to question 20 with respect to as-built files.
22. What is the intent of the new hvac duct layout plan shown on M3? The 2nd floor plan shows demo graphics represented by the red dotted duct layout. However, the red dotted duct layout on M3 does not match the duct layouts shown on the hvac demolition drawing M1? Further there is only two partial duct layouts shown for 1st floor on M1 for some 22x6 but they are incomplete? Dwg M3 also shows a blue duct layout with solid lines that would indicate new work. What is the intent? Please provide accurate drawings that specifically show current existing conditions and what ductwork is to be demoed and what ductwork is to be provided as new.
Answer:
There is no demolition work on M3. On M3, the new return air ductwork is shown as “Red Dashed Lines”. Supply air ductwork is shown as “Blue Solid Lines”.
On M1, there are symbols referencing details on M2. If you look at M2, you will see the ductwork that is not shown on M1. We provided the details as not to make M1 congested.
Drawings M1 & M3 will be revised to provide a bar scale. The drawing software that I have may not allow a bar scale on some drawings, but will place a dimensioned line on the drawing. I used drawings from older Micro-station versions that newer version cannot upgrade and thus the bar scale will be a dimensioned line.
23. Paragraph L.5.6 on page 64 of 72 references Technical Exhibit 4. However Technical Exhibit 4 has been omitted from the solicitation.
Answer: Amendment P00001, will include Attachment 4, Past Performance information.
24. SOW Seed Project, Fire Alarm and Mass Notification: States existing fire alarm system shall remain in place. The new fire alarm and mass notification systems are recommended to be upgraded in the future project. Will the new fire alarm and mass notification systems be upgraded as part of the SEED project?
Answer: Yes. Replace the existing fire alarm system with new fire alarm and mass notification system. The new fire alarm and mass notification system shall include all requirements indicated on the drawing sheet 43632-E8.
25. SOW Seed Project, Fire Alarm and Mass Notification: If the fire alarm and mass notification systems are being upgraded as part of the SEED project what is purpose of leaving the existing fire alarm system in place?
Answer: Yes. Replace the existing fire alarm system with new fire alarm and mass notification system.
26. SOW Seed Project, Fire Alarm and Mass Notification: If the fire alarm and mass notification systems are NOT part of the SEED project why is listed within the scope of work?
Answer: Concur. Replace the existing fire alarm system with new fire alarm and mass notification system.
27. SOW Seed Project, Fire Alarm and Mass Notification: Will the government provide a copy the Fort Benning Fire Alarm & Mass Notification Standard Operating Procedure which is mentioned within the scope of work?
Answer: Yes. I will provide the fire alarm and mass notification system specifications and scope of work.
28. SOW Seed Project, Mechanical: WSHP Equipment schedule note says "All units shall be equipped with hot gas for preheat and reheat applications." Carrier/Florida single speed WSHPs can be provided with hot gas reheat and hot gas BYPASS. Please clarify.
Answer: When we designed these projects, we were looking for an energy efficient way to reheat supply air or preheat makeup air. Both Florida and Carrier catalogs presented information that their products have options to provide bypass hot gas from the water source compressors to preheat outside air or reheat supply air. We elected to use this option to avoid utilization of electric coils.
29. SOW Seed Project, Mechanical: WSHP-1A and 1B are console/cabinet type WSHPs. Hot gas reheat coils are not available on these units from Carrier or Florida Heat Pump. Please clarify.
Answer: After review of plans M3 and M8, there is a mistake in the equipment schedule for WSHP-1a & 1b. The correct outside air quantity is 10 CFM as shown on M3. The equipment schedule on M8 shows 70 CFM. The equipment schedule will be corrected to state 10 C FM.
Reheat or preheat coils are not required for these two units.
30. SOW Seed Project, Mechanical: WSHP-3A, 3B, 6A, and 6B are not available in 115/1/60 voltage from Carrier/FHP to meet the capacities scheduled. WSHP-3A and 3B would need to be provided as 208/230-1-60 and WHP-6A and 6B could be provided as 208/230-1-60 or 208/230-3-60 voltage. Please clarify the intent of the scope.
Answer: Equipment schedule to be revised to satisfy the new catalogs.
31. SOW Seed Project, Mechanical: Note 1 of WSHP schedules states all units are to be constant speed, but Scope of Work states all WSHPs are to be "variable speed." Does this refer to fan motors or compressors? Carrier/FHP do not have variable speed compressor WSHPs but do have WSHPs with 2-speed compressors available for all units schedules EXCEPT WSHP-1A, 1B, 3A, and 3B (if 2-speed compressor units are provided, hot gas BYPASS is not available on those units).
Carrier/FHP WSHPs can be provided with variable speed ECM motors if required (WSHP-8B would be provided with belt drive fan motor with VFD). Please clarify the intent of the scope.
Answer: This note will be changed. Notes to be provided to specify constant speed versus variable speed.
32. SOW Seed Project, Mechanical: Regarding the questions above concerning the specified heat pumps, is it the Government’s expectation that the above considerations and discrepancies be resolved in the final design of the system?
Answer: Design errors being corrected. Design for the gang latrine ERVs being deleted from the contract.
33. Seed Project, General: It was stated at the pre-bid conference that the Government provided 80% plans and that contractors are to complete the design prior to installation/implementation.
Please confirm if the Government requires the final design be provided with the Seed project proposal or if the final design is to be provided after award to the successful contractor.
Answer: Design submittals would be required after award of the contract.
34. Seed Project, General: It is noted in the RFP that options/alternate proposals are NOT required for the Seed project. Will the Government consider alternate proposals which meet the intent of the Seed Project scope?
Answer: No
35. Seed Project, General: Will the building be occupied during construction?
Answer: No. The weapons will be removed from the building.
36. Seed Project, General: Is after hours work required?
Answer: no
37. Seed Project, Is temporary heating and/or cooling required?
Answer: No.
38. Seed Project, Is Testing, Adjusting, and balancing of both air-side and hydronic systems required?
Answer: Yes.
39. Solicitation: Will Attachment 4 be provided?
Answer: Amendment P00001, will include Attachment 4, Past Performance information.
40. Solicitation: Will Attachment 5 be provided?
Answer: Amendment P00001, will include Attachment 5, Wage Determination.
41. Solicitation: Will the Government extend the due date for proposals by two (2) weeks to allow adequate time to properly respond once questions are answered?
42. Answer: Yes. The due date has been extended to June 17, 2019 and 4:00PM EST
43. Should the Main Circuit Breaker in panel MSB be 600 amp? It shows 300 amp on E12
Answer: The MDP is 600A, Panel A is 150A, Panel NB is 300A, and Panel B is 150A.
44. Is it acceptable to turn up conduits on the outside of the building and LB in the wall vs digging under the footers for any exterior feeders from cooling tower and from transformer. There is very little space to dig under the footers on this project.
Answer: No. There is a sidewalk that passes between the cooling tower and building that must be kept open. However, will consider the pipe penetrating the soils at the mechanical room exterior wall and then pass through the exterior wall. Pipe guards, insulation, and weather protection would be required for the exposed piping.
45. Where exactly in the building are the existing panels (B, A, B1) on page E11 shown?
Answer: Panel A is in the South-End of the building mechanical room. Panel B and Panel B1 are in the North-End of the building mechanical room.
46. What feeds these panels?
Answer: Panel A and Panel B are feeding from the existing pad-mounted transformer. The Panel B1 is feeding from Panel B.
47. Page E3 shows lighting circuits for the bathrooms going to New Panels A1 and B1. Please confirm this should be new Panels A and B
Answer: Concur. Lighting circuits are going to new Panel A and new Panel B.
48. Plans show fixtures downstairs to be type A lay-in troffer. At the site visit there was discussion that no ceiling would be put back downstairs. Is that the case? If so what type fixture for downstairs areas?
Answer: Surface mounted LED light fixtures.
49. Reference Past Performance
a. How many past performance references are to be submitted by each Offeror?
b. Is past performance from team members/subcontractors a requirement?
c. Can you please confirm if Technical Exhibit 4 was provided in the SOW? If so, what page is it on?
Answer: Amendment P00001, will include Attachment 4, Past Performance information.
50. Reference Bonding
a. Does the offeror need to provide performance/payment bonds or is a letter that demonstrates the offeror’s ability to obtain sufficient bonding acceptable?
Answer: Please refer to FAR Clause 52.228-13 and 52.228-14 on page 30-31 of the Solicitation.
Theses clauses detail what we accept in the capacity of a letter. Also see M.3.5
51. Reference Fire Alarm System
a. Is it the intention of this project to bring the existing fire alarm system into full compliance with current code standards?
Answer: Yes. Replace existing fire alarm system with new fire alarm and mass notification system.
Section L.3.2, Paragraph (b) states that digital copies must be provided in Microsoft Word, PowerPoint and/or Excel. Will the government consider allowing digital copies in a PDF (Portable Document Format)?
Answer: No
52. Section J lists Attachment 4, Past Performance and Section L.5.6 mentions, Past Performance Specific Relevant Contract Reference Sheets. We couldn’t find this attachment in the RFP package. Will the Government be issuing this document in an Amendment?
Answer: Yes
53. Section L.4.3 mentions the QCP. Given the page restrictions for Factor 1, please clarify if the
Government is requesting a copy of our QCP to be submitted as part of Subfactor 4, under Factor 1; or if we are only to provide a summary demonstrating how our QCP will address the requirements?
Answer: a summary however it must demonstrate a systematic methodology to how the offeror will manage contract performance and ensure quality services are provided; including services provided by teaming partners, joint venture or subcontactors.
54. In reference to Section L.5.4, please specify what types of data/documents are sufficient to include with our proposal to demonstrate a successful history of past contract performance? For instance, may we include CPARs, or previously completed PPQs?
Answer: either is acceptable
55. Will you exempt data/documentation, such as CPARs or PPQs, that are required per Section L.5.4, from counting against the 15-page limit? They are multi-page documents that, if included, will eat up the page limit very quickly.
56. Is there a minimum or maximum number of past performance references the Government would like us to include in our proposal response for Volume II?
Answer: No
57. Will you exempt consent letters and client authorization letters from counting against the 15-page limit for Volume II?
58. In consideration of the Memorial Day holiday, would the Government consider extending the proposal due date? We are asking because the timing of the holiday is creating significant challenges for shipping and delivery options to ensure our proposal package will be delivered and received by the Government on time.
Answer: yes
59. Will the Government allow the use of 11 x 17” paper for easier review of large charts, tables, and/or project schedules?
60. The Solicitation, Offer, and Award states that a bid bond is required. Which proposal volume and section would you like the bid bond to be enclosed with?
Answer: Volume 1 Tab E See L.3.1
61. Will the Government allow construction experience to count in lieu of a degree in engineering, architecture, or construction management for the CQC Systems Manager? If so, how many years of experience would be required?
62. Please confirm that the role of CQC System Manager (Quality Control Manager), Site- Superintendent, and SSHO can be performed by one person per the following specifications.
Section 01 45 00, Paragraph 3.4.2, states, “The CQC System Manager is assigned as CQC System Manager but has duties as project superintendent in addition to quality control.” Section 01 35 26, Paragraph 1.7.1.1.1 states that the SSHO may also serve as the Quality Control Manager; and that the SSHO may also serve as the Superintendent.
Answer: Correct
63. Drawings E-8 Notes 4 & 5 does not match the legend or symbols. Please update Electrical Key Notes.
Answer: Special electrical keyed note #4 shall be “provide and install heat detector in the mechanical rooms and boiler room as indicated on the drawing”.
64. The FACP, does it need to be able to support Mass Notification?
Answer: upon award
65. Paragraph 1.1.1 requires the contractor to have an office located within 150 miles of Fort Benning. QUESTION: Is this requirement applicable only upon contract award or must the office exist and be functional when the contractor’s proposal is submitted?
Answer: upon award
66. The subject Solicitation references an Attachment 4 – Specific Relevant Contracts Format - Sheets in accordance with Technical Exhibit 4 (in the SOW) and are limited to 3 page per reference. The offeror shall provide documentation outlining the offeror’s past performance with contracts, as a prime or major subcontractor, which is the same or similar in nature, size, and complexity to the services being procured under this Solicitation. The submittal shall include rationale supporting your assertion of relevance and how it was determined that the work performed previously was the same or similar in nature, size, and complexity to the work specified by this solicitation. Offerors are required to explain what aspects of the contracts are deemed relevant to the proposed effort, and to what aspects of the proposed effort they relate.
67. Can the Government provide the Attachment 4? Is the Government looking for Offerors to include any CCASS and or previously completed PPQs? Or will the Government provide any Past Performance Questionnaire to send to clients for direct return to the CO or to be included with the offerors proposals?
Answer: yes, Attachment 4 will be provided Per Amendment 00001
68. Is the Bid Bond due at time of proposal submission? A bid bond is required in the amount of 20% of the ceiling or $5,000,000.00 whichever is less.
69. . Design effort is specifically called out for Paragraphs 3. l) thru o) on page 2 of the SOW. Are we correct in saying Design effort has no scope for the a) through k) items?
Answer: Almost correct for items a through k. In item k, energy management controls will require the contractor to provide programing, graphics design, and schematics of the controlling and wiring installations by submittal for approval. Item 3.0 has been deleted from the contract.
70. Paragraph 3.o) calls for a new mechanical room, is the heat pump and ERV design part of our scope or just the shell?
Answer: This requirement being deleted from the contract.
71. Paragraph 4 - Submittal Requirements, item e., seems to contradict the earlier description of design work and calls for architectural drawings and details for the second floor. Is this a design requirement for us?
Answer: Yes. Details for the second floor are for the approved equipment water source heat pumps installed on the second floor. Depending on the approved equipment, the contractor is specified to provide with the as-built drawings the equipment elevations as installed to include the duct and pipe connections. There were differences between the different brands of water source heat pumps. I designed around the Carrier, but if Trane was submitted and approved, the details that I would have provided would be wrong, thus we have requested the contractor’s to submit the installed elevation details of the water source heat pumps.
72. The general language seems to indicate that there is no desire for the design to advance design on the HVAC systems is that correct?
Answer: Correct. Mistakes noted in the RFIs will be corrected and forwarded with the answers.
73. Civil design appears to be limited to erosion controls for the new rooms and entries. Is that correct?
Answer: No. Includes the construction for cooling tower enclosures and pipe trenching.
74. We do not see that a Life Safety Analysis was called for in the Scope of Work. If we were to perform a life safety analysis there may be some issues raised with the current design.
Answer: Not required in this contract.
75. In section L.5.6 Submission Requirements under VOLUME 2: FACTOR 2 – Past Performance, the solicitation references an Attachment 4 which is listed in the attachment table of contents but has no page number assigned and we have not been able to locate this item. Can the Government issue Attachment 4?
76. In section L.5.6 Submission Requirements under VOLUME 2: FACTOR 2 – Past Performance, the solicitation references Technical Exhibit 4 in the SOW, however, we have not been able to locate this item. Can the Government direct offerors to Technical Exhibit 4 in the SOW?
77. In VOLUME 1: FACTOR 1 – Technical Acceptability, section L.4.2 TAB B: SUBFACTOR 2 – Design/Build Experience, the solicitation requests that “written evidence of the job qualifications and experience of their architectural/engineering design personnel proposed for this contract” be provided, but does not define what design personnel roles should be included.
In the Construction SOW, under section 57.1.1, paragraph two, it is noted that the Contractor “shall identify a Designer or Record (“DOR”) for each area of design.” Is it the Government’s intent that resumes be provided for all DORs under TAB B: SUBFACTOR 2 – Design/Build Experience? If so, would the Government reconsider the 75 page limit for Factor 1?
Answer: Describe years of experience, licenses in which states, any Government work, magnitude, etc. briefly – no additional pages required
78. The language included in paragraph L.5.3. under VOLUME 2: FACTOR 2 – Past Performance states that “Past Performance information described herein is required on the offeror and all subcontractors, teaming partners, and/or joint venture partners proposed.” As the designer for the Design-Build team, we are unsure of how to present our Past Performance information.
Typically we would be asked to submit Past Performance Questionnaires (PPQs) for previous Design-Build experience, but given the 15-page limit and no mention of PPQs, we are unsure of how to adequately demonstrate our Past Performance given that we are considered a subcontractor on all Design-Build contracts and therefore have no evaluations for our work in the CPARS/PPIRS/FAPIIS system. How would the Government prefer that this factor be satisfied for the Design portion of the Design-Build team?
Answer: DPW is okay accepting PPQs, may need to waive page limit – MICC action
79. The language included in paragraph L.5.3. under VOLUME 2: FACTOR 2 – Past Performance states that “Past Performance information described herein is required on the offeror and all subcontractors, teaming partners, and/or joint venture partners proposed.” As the designer for the Design-Build team, if the General Contractor that we are teaming with submits Past Performance information related to contracts that we have worked on as a team and references our firm as the Designer of Record, will this satisfy the requirement for the Design team who will be a proposed teaming partner?
80. Do any portions of the new work need to comply with accessibility standards (ABA/ADA)?
Answer: No.
81. Are there any acoustic requirements for new partitions or doors?
82. Are there any fire rated partitions?
Answer: Yes. Per the original as-built drawings, only the janitor closets and the second floor locker room were fire rated. The second floor locker room has been converted to admin and the fire rated walls have been downgraded. The only walls and doors remaining fire rated are the janitor closets.
83. Can CAD files be shared with offerors prior to bid submission?
Answer: No. Drawings being modified to provide scale bars or aids.
84. Are there as-builts of the existing building that can be shared with offerors prior to bid submission?
Answer: Yes, but they are not being provided. There are no fire suppression drawings available.
85. Are offerors responsible for providing geotechnical exploration and recommendations services?

Answer: Walls go above the ceiling by 6-inches. None are rated. Per the original as-built drawings, the only doors shown as fire rated were janitor closets and the locker room doors.
The locker rooms have been converted into admin and walls have been downgraded. Janitor closets are rated at 20 minutes.
98. Is it possible to get the SSPC QP 1 Certification removed from this job in order to bid it. See the specifications on page 318 Section 099000 page 20 paragraph 1.3.1 SSPC QP 1 Certification.
Answer: Yes. This RFI changes the Paint and Coating specification 09 90 00 to delete the requirement for the SSPC QP 1 certification.

There is serious concern, in reference to means and methods as well as cost implications, about replacing specific sections of an existing frame.
Answer: You may replace the frame but if there is any damage to the wall during demolition you will be responsible for repairs and replacements. So this will depend on how the frames are installed. Note will be changed, but the note will be revised for the contractor to repair the wall if damaged by the demolition.
105. In reference to Sheet 43632-A5, the door schedule notes call some hinges to be stainless steel and not others, some locksets to stainless steel and not others. Confirm desired finish for door hardware.
Answer: Note 1 to be changed to state stainless steel.
