The U.S. Army Mission and Installation Contracting Command at Fort Benning is seeking proposals for an Indefinite Delivery/Indefinite Quantity contract to provide construction and repair services at Fort Benning and related sites over a five-year period. Services include construction, repair, maintenance, planning, administration, reporting and record keeping. The contract will be evaluated based on technical acceptability, past performance, and price. The solicitation will be available on January 28, 2019, with proposals due on February 28, 2019.

This is a 100% small business set-aside with a NAICS code of 236220 for commercial and institutional building construction and a size standard of $36.5 million. The contract has a minimum $5,000 guarantee for the five-year ordering period, with individual task orders ranging from $2,000 to $5 million. The purpose of this amendment is to attach the Attendance Roster from the site visit, Addendum No 1, Addendum 3 JACE 8000 Series Specs, Attachment 4 Past Performance Sheet, and Attachment 5 Wage Determination, change specific draw ing, add and delete clauses, add all specifications and draw ings to 252.236-7001, add the revised SOW, and extend the closing date to 17 June 2019 at 1700 EST.

23 May 2019 - The MATOC proposal will be extended until 17 June 2019. We are still working on several amended documents. On the next amendment we will be posting the Site Visit sign in sheet, responses to the questions and additional documents the are a result of the questions along with an update SOW. .

Synopsis:


The U.S. Army Mission and Installation Command (MICC) - Fort Benning, intends to issue a solicitation for a possible Indefinite Delivery/Indefinite Quantity (IDIQ) Contract (between 5 to 8 maximum) to support the U.S. Army Garrison Fort Benning. The resulting contract will be for a one five-year ordering period. The minimum guarantee is $5,000 for the ordering period.



The minimum order is $2,000 and the maximum task order is anticipated at $5,000,000 but can exceed this amount if determined within the scope of this contract by the Contracting Officer.



This acquisition is set-aside for 100% total small business. The NAICS Code is 236220, Commercial and Institutional Building Construction. The size standard is $36.5 Million.



The general scope of work of this contract is to provide all work, materials, supplies, parts (to include system components), transportation, plant, supervision, labor, and equipment, except when specified as Government-furnished, needed to repair or construct real property facilities at U.S. Army Garrison Fort Benning and related satellite sites. The contractor shall provide quality assurance as specified in strict accordance with all terms, conditions, special contract requirements, specifications, drawings, attachments, and exhibits to be outlined in the contract requirements and orders awarded under the contract. The contractor's work and responsibility shall also include all planning, programming, administration, and management necessary to provide repair, construction, and related services as ordered. The contractor shall be responsible for site preparation and cleanup for each order issued under the contract. Further, the contractor shall provide related service such as preparing and submitting required reports, maintaining record drawings current, performing administrative work.


This solicitation is to be solicited as a Request for Proposal (RFP). Bidders must be responsive and determined responsible in accordance with (IAW) FAR Part 9.104-1. Sufficient detail should be provided citing specific data as may be required, such that the bid may be adequately evaluated. The solicitation will be available on or about January 28, 2019. The proposal due date is scheduled for on or about February 28, 2019 at 2:00 P.M. Eastern.


The media selected for issuance of Synopsis/Solicitation and amendments shall solely be at the discretion of the Government; accordingly, the media utilized for this project shall be the internet. Interested parties may download and print the solicitation from the FedBizOpps website http://www.fbo.gov. The Government reserves the right to cancel the solicitation either before or after the proposal opening with no obligation to the offeror by the Government.
