FIRE ALARM/MASS NOTIFICATION SYSTEM SOP
FORT BENNING, GEORGIA
21 APRIL 2010
1. GENERAL
a. Purpose: This standing operating procedure (SOP) establishes policies, procedures, and guidance for the design, installation, and acceptance testing of
Fire Alarm/Mass Notification systems.
b. Applicability: This SOP applies to all functions/parties etc. performing work on fire alarm systems at Fort Benning Georgia and Alabama.
c. Order of Precedence: Fort Benning Garrison Commander is the Authority Having
Jurisdiction (AHJ) for all fire protection/prevention matters. A fire alarm system
SOP at Fort Benning is the standard procedure to which has been mutually agreed. Specification 13855N shall be changed as needed to reflect new Army regulations, UFC codes, and NFPA standards. Any proposed changes to the
13855N specification must have mutually agreed upon codes and standards. If said codes and standards differ, the more stringent standard shall apply. In the event of a conflict in policy, Director of Public Works in concert with the AHJ will make a final decision on all fire protection related policy and requirement.
d. Changes: The DPW Administrative Office is the keeper of this SOP. The
Government or any contractor may initiate a change to the SOP. Suggested changes must be submitted in writing to the DPW Engineering Division.
Engineering Division will make the suggested changes to the SOP after consultation and agreement with all stakeholders. If no agreement can be reached for the suggested changes to SOP, the DPW Director in concert with the AHJ will make the final decision. The revised SOP will then become official.
e. Reference: National Electrical Code (NEC), National Fire Prevention Association
(NFPA), Ft. Benning Fire Alarm/Mass Notification Specification 13855N, Unified Facilities Criteria (UFC) 3-600-01, (UFC) 3-600-02, (UFC) 4-010-01, and (UFC) 4-021-01. All work shall be in accordance with the latest edition of this reference’s at start of work. The UFC documents are available at http://www.wbdg.org/ccb/ccb.php
2. Design:
a. All new Construction requires Class A Fire Alarm systems.

b. Class B Fire Alarm systems can be repaired on existing facilities or in areas where communication lines are not available such as a Range sites etc. as approved by the DPW Engineering Division and the Ft. Benning Fire Chief.
c. All New Fire Alarm systems must report Contact ID information and must communicate with the Mastermind Accountability System (MAS).
d. The use of Proprietary Fire Alarm systems at Ft. Benning Ga. is prohibited.
3. Installation:
a. Installation of Fire Alarm systems at Ft. Benning must be performed by a
Company that is staffed with a NICET level three or higher person to oversee the work.
i. System working plans and calculations must be prepared and submitted for approval by a registered professional fire protection engineer or an individual that has obtained National institute for Certification in
Engineering Technologies, Fire Alarm Systems, Level III certification
(minimum). Submit the fire alarm reporting system, fire alarm evacuation system, and automatic fire detection system construction (shop) drawings to DPW representative.
ii. The individual building MNS shall be designed under the supervision of a registered fire protection engineer, by a registered professional engineer having at least four years of current experience in the design of fire protection and detection systems, or by an engineering technologist qualified at NICET Level IV in fire alarm systems. The individual’s name, signature, and professional engineer number or NICET certification number shall be included on all final design documents.
b. All connections shall be terminal points. No T-Taps or wire nuts shall be used.
c. Loop wiring for Class A systems shall be used.
d. Two weeks prior to start of construction contract activities, the Project Manager and/or the Construction Inspection Representative will notify the DPW O&M
Chief of said construction activities in order to allow the DPW maintenance contractor the opportunity to salvage old fire alarm devices from building.
4. Final and Pre-final Inspections
a. The Inspections of a new Fire Alarm system shall be scheduled thru the DPW
O&M Chief. A Pre-final and final inspections shall always be done prior to acceptance of fire alarm system. It shall be scheduled a minimum of 3 days in advance. Due to the distractions created by strobe horns, if schedules permit, the final inspection of the fire alarm systems shall be done separately from the final project inspection. DPW maintenance contractor and Fire Department shall be invited to all inspections. To avoid disruption of the 911 Center, the fire alarm installer shall not request nor shall they receive any inspection data and/or printouts from 911 Center. All inspection data and/or printouts shall be requested and received from the DPW maintenance contractor.
b. The final shall be attended by the contractor that installed the system to include the NICET level three or level four representatives overseeing the work.
c. A template explaining how the system will report to the MAS and identifying each appliance shall be turned in to the DPW maintenance contractor prior to scheduling the final.
d. A 100% test of the Fire Alarm/Mass Notification system shall be conducted to ensure it works properly.
e. The following documents shall be delivered to the Project Manager(PM) at the completion of the satisfactory test:
1. 2 ea. Copies of the Warranty
2. 2 ea. Copies of the As built drawings
3. 2 ea. Copies of the Operational manuals of the system
4. 2 ea. Copies of the completion of work testing forms from NFPA 72.
5. 2 ea. Copies of the 1354.
f. The Breaker controlling the power to the Fire Alarm/Mass Notification panel shall be locked/tagged in the off position 24 hours prior to the Scheduled Final test. At the beginning of the Fire Alarm test, the battery test shall be concluded and the power shall be restored and the tag/lock removed to the FACP.
g. Record Drawing Software: Furnish a CD containing schematic and as built CAD
Drawings in DGN format of as-built drawings and schematics. Furnish the
Government one CD set and DPW Plan Manager Office (Room 306) one CD set.
The DGN drawings shall be in Microstation V8 format.
h. The contractor shall request the Fort Benning Base Operations Contractor to place
Fire Alarm system in the test mode at beginning of any and all tests on any Fort
Benning Fire Alarm System.
i. At final inspection, the installer/contractor shall show documentation of speech intelligibility of 0.75 – 0.84 as required per the UFC.
5 Mass Notification:
A Mass Notifications system shall be installed as required by (UFC 4-010-01
DOD MINIMUM ANTITERRORISM STANDARDS FOR BUILDINGS PARA
B4.7 and designed to meet UFC 4-021-01) DESIGN AND O&M: MASS
NOTIFICATION SYSTEMS.

Background: UFC 4-010-01, Design: DoD Minimum Antiterrorism Standards for
Buildings, dated 22 January 2007, requires that a mass notification system be installed in all new military construction and major renovation projects for inhabited, primary gathering, and billeting facilities. Inhabited buildings are defined as regularly occupied by 11 or more DoD personnel with a population density of greater than one person per 40 square meters. Primary gathering buildings are defined as inhabited buildings occupied by 50 or more DoD personnel. Mass notification systems are not required in family housing units unless there are 13 or more units in a single building. Design and install in accordance with UFC 4-021-01 DESIGN AND O&M: MASS NOTIFICATION
SYSTEMS.
Existing Buildings. For existing buildings, the above requirement is mandatory for primary gathering buildings, billeting, and high occupancy family housing, but highly recommended for all inhabited buildings. Therefore, the Government reserves the right to not install a Mass Notifications system in existing inhabited buildings after notifying the contractor in special cases.
