PROJECT TITLE: MATOC Seed Project; Replace HVAC System, Building 2882, Fort Benning, Georgia

SUBJECT: Addendum No. 3 – RFI Comment Changes

1. Upon review and responding to 185 request for information changes from soliciting contractors for the subject contract, the following changes to the contract documents are required:

a. Scope of Work Document, dated 5 May 2017, was revised and replaced by the revised

Statement of Work dated 15 May 2019 (Enclosure 1). The revised changes to the document include the following:

1) Division 001, General:

a) Change the header date to 15 May 2019.

b) Page 1, first sentence, delete “the 14th CSH and 11th Engineers” from the sentence.

c) Page 1, paragraph 2), delete “New mechanical rooms for the gang latrines” from the first sentence.

d) Pages 2 and 3, delete subparagraph 3.o.

e) Page 3, delete subparagraph 4.f.

f) Page 3, revise subparagraph 4.h to read as “As‐built drawings shall be provided in both hard copies and electronic (Micro‐Station or Auto‐Cad) format.”

g) Page 4, paragraph 9, delete the last four sentences.

h) Page 4, paragraph 9, add the following sentence to read as “The military unit will remove all weapons from the building”.

i) Page 6, paragraph 17.h, delete the word “Siding” and add the word “Roofing”.

j) Page 7, paragraph 17.n.i, add the following to the sentence “(Corridors, Latrines, 1st

Floor Supply Room new walls)”.

k) Page 7, delete paragraph 17.n.ii.

2) Division 003, Cast In Place Building Concrete:

a) Page 7, delete paragraph 7

3) Division 004, Masonry:

a) Page 7, paragraph 3, delete words “Mechanical rooms” and replace them with

“Tower enclosures”.

4) Division 015 Mechanical:

a) Page 10, paragraph 1, edit the second sentence to read as “The closed circuit cooler and circulation pumps shall be variable speed, modulating condensing boiler, and both constant and variable speed water source heat pumps shall be provided.”

b) Page 10, delete subparagraphs 1.a and 1.b complete.

c) Pages 10 and 11, add new subparagraphs a, b, and c to read as follows:

“a. Design drawings showing the water source heat pumps 6A and 6B to remain as designed on the base bid documents. This space is used once every day and ERV units not required.”

“b. All ferrous steel products installed with surface rust will be replaced when found during site inspections. Welds shall immediately be treated after piping has cooled.”

“c. Insure pipe supports are of similar ferrous steel products as the materials they support or attach to. Supports constructed of stainless steel require no dielectric isolation.”

d) Page 12, paragraph 4, add subparagraph 4.i to read as “See attached Fort Benning

JACE 8000 Series Specs for Niagara Ax Server Installation.”

5) Division 026, Electrical:

a) Make the following changes to the Fire Alarm and Mass Notification Systems on pages 22 through 28:

(1) Page 22, delete the first four (4) sentences.

(2) Page 22, before paragraphs 1 and 2, add the following paragraph to read as follows:

“Provide an integrating non‐proprietary Class “A” new Fire Alarm and new Mass

Notification Systems (MNS). The Mass Notification System shall be able to provide live voice messages and payback at least nine pre‐recorded emergency messages. The proposed MNS panel shall meet the 10 minutes time out requirement (It requires the

MNS message will automatically end after 10 minutes for overriding fire alarm signals).

Effective immediately, fire alarm contractors shall ensure a signal being sent to 911

Center by MNS including a description of specific event code for each message (not a generic code). Local operator consoles (LOC) will be provided next to the fire alarm control panel, and on every floor; therefore, no occupant has to travel more than 200 feet to reach a LOC console. Provide FA/MNS speakers mounted on the exterior around the building at entrances/exits and outdoor areas (such as courtyards, covered break areas, designated smoking areas, and sidewalk leading from the building’s exit doors to a public street or from parking areas for a distance up to 16 foot from the building) commonly used by the building occupants. More required work for new FA/MNS systems are listed below:”

(3) Pages 22 through 24, delete paragraphs 1 through 31.

(4) Pages 22 through 28 add the following new paragraphs 1 through 63:

1) Two sets of full size fire alarm design drawings and fire alarm equipment submittal shall be delivered (one set) to Lead Inspector’s Office for DES‐FP review (7180 Yeager Ave, Fort Benning, GA 31905) as well as (one set) to DPW Engineering Department for review.

2) A Qualified Fire Protection Engineer (QFPE) must be involved in every aspect of the design, construction and testing/commissioning as it relates to fire protection and life safety. It includes building code analysis, life safety code analysis, design of automatic fire alarm, detection and suppression systems, water supply analysis, a multi‐discipline review of the entire project, construction inspections and witnessing of fire protection acceptance testing/commissioning.

3) The QFPE must review the complete 100 percent design drawings and specification submission and document in writing that the design is in compliance with this UFC 3‐600‐01 and all applicable fire protection and life safety design criteria.

4) With criteria are not included in this UFC (UFC 3‐600‐01: 8 August 2016), fire protection criteria must conform to the requirements of the latest editions of the National Fire Codes. Where criteria are not available from the National Fire Codes, a fire protection design analysis must be submitted to the Designated Fire Protection Engineer (DFPE) for approval.

5) The QFPE must affix their professional engineering stamp with signature to the shop drawings, calculations and material data sheets, indicating approval prior to submitting the fire alarm system shop drawing to the DFPE.

6) Fire protection criteria must conform to the requirements of standards, codes, and guides as modified or referenced in this UFC. The primary references include the most recent editions of National Fire Codes (NFPA) and FM Global Property Loss Prevention Data Sheets. NFPA 5000, State or Local building or fire codes must not be used.

7) A fire protection design analysis and life safety plans must be provided for all Major Projects and must address the fire protection requirements of the project as required by UFC 3‐600‐01.

8) The fire protection design analysis and life safety plans must be submitted with the initial design submission, separate from other disciplines. The final design analysis and life safety plans must be signed and sealed by the QFPE.

9) During construction the contractor shall maintain compliance with all listed safety codes to include National Fire Protection Association (NFPA) 241 and USACOE EM 385‐1‐1 under the most current edition.

10) Provide a class “A”, 4‐wires intelligent/analog addressable fire alarm system in accordance with federal and Army regulations.

11) The new class “A” fire alarm control panel shall be able to broadcast audible message, live voice message, fire message, and voice recording message throughout the building.

12) Fire alarm wiring shall be Class X with a single fault on a pathway connected to the addressable devices shall not cause the loss of more than 50 addressable devices and if less than 50 no more than half of the addressable devices shall not be loss with IP communication.

13) All fire alarm systems shall be UL 864, current compliant. All MNS shall be Underwriters laboratory (UL) 2572 compliant.

14) Secondary Power shall be 48 hours for all systems to include all the associated appliances and devices.

15) All detection devices shall be required to pull their back‐up power from the FA/MNS system. No nine (9) volt batteries shall be permitted.

16) All local operating consoles (LOC) shall be installed at the same height as a manual pull station.

17) The MNS shall be required to transmit a trouble, supervisory, and alarm functions to Fort

Benning Central Station while meeting the requirements of NFPA 72. All messages shall be point addressable regardless how activated.

18) Contractor shall install new duct detectors for the new HVAC systems and install carbon monoxide detectors in the building per UFC 4‐021‐01 requirement.

19) Contractor shall connect all new duct detectors, smoke detectors, heat detectors, and carbon monoxide detectors circuits to the new fire alarm control panel.

20) Smoke/heat detectors and associated electronic components shall be mounted in a twist‐lock module that connects to a fixed base. Provide terminals in the fixed base for connection to building wiring.

21) Provide smoke detector not closer than 3 feet from air‐supply diffuser or return‐air opening.

22) Provide smoke detector not closer than 12 inches from any part of lighting fixture.

23) Ensure smoke detector spacing not exceed 30 feet in diameter.

24) Provide a minimum ¾” EMT conduit for all fire alarm wiring in accordance with Fort Benning Fire

Alarm and Mass Notification SOP.

25) Contractor’s lead on‐site fire alarm technician must be at least a NICET Level III technician and factory‐certified by the manufacturer of the equipment being installed.

26) Contractor’s lead on‐site fire alarm technician must be at least a NICET Level IV in fire alarm system to supervise the design of the Mass Notification System.

27) A certified factory trained fire alarm designer is required to design the complete working Fire

Alarm System.

28) A certified fire alarm technician is required to supervise the fire alarm installation, adjustment, preliminary testing, and final testing of the system and to provide (operation and maintenance instructions) training to the government personnel as required.

29) Contractor must provide verification of the above required lead technician’s qualifications, failure to meet these qualifications will disallow the contractor from bidding on the system.

30) Maintain NFPA 101 Life Safety requirements throughout the building.

31) Duct detector shall activate as a fire alarm and not a supervisory. The detector shall operate at air velocities ranging from 500 foot per minute to 3500 foot per minute without requiring compensation for operation at specific air velocities.

32) Sampling tubes of sufficient length shall be provided so that the sampling tube can be cut to exact length at the installation site to match duct width at the installed location and must be secured to the duct on both sides.

33) The duct detector housing shall be equipped with a transparent viewing port which shall permit viewing of detector head alarm/power‐on indicator at viewing angles up 80 degrees off normal and inspection of cleanliness conditions inside the detector head mounting chamber.

34) Install ground wire from main service ground to fire alarm control panel.

35) Ensure existing fire alarm control panel connecting to the main service ground.

36) The fire alarm system shall transmit through the use of an IP transmitter in combination with or without a DACT communicator. DSC TL 300CF is a compatible transmitter, but any IP transmitter that is compatible with a DSC Sur‐Gard III IP receiver shall be permitted.

37) New fire alarm system shall be able to drive Notification Appliance Circuit (NAC) devices.

38) Provide and obtain a dedicated 120V AC service (primary power circuit) from incoming power source ahead of all building services and disconnect switches.

39) Provide secondary power circuit as a backup power source for the fire alarm control panel to meet the requirements of NFPA 72.

40) Provide surge suppression on all incoming 120 VAC circuits.

41) Specify and design class “A” Style 6/7 Signaling Line Circuit (SLC) configuration installed throughout the building.

42) Ensure system SLC configuration in class “A” Style 6/7 Initiating Device Circuit and Notification

Appliance Circuit (NAC) in class “A” Style Z configuration.

43) Provide rechargeable battery (Lead‐Calcium) with sufficient ampere‐hour rating to operate the system at least for 48 hours normal and 5 minutes alarm time for horn/strobe systems, and 15 minutes alarm time for speaker/strobe systems in accordance with NFPA 72.

44) Provide two separate conduits, one for outgoing and another for returning circuit wires to ensure a single accident cannot impair entire system. Ensure the supply and return portions of the risers shall not be located in the same stairwell/shaft.

45) Paint red enamel on all concealed fire alarm conduit and conduit located in storage rooms, mechanical rooms, and utility rooms.

46) Ensure all penetrations in smoke or fire rated walls resulting from construction, repair or other work, are sealed with approved material.

47) Provide the government (DES‐FP and DPW) two full sets of plans and specifications for approval.

48) Amber strobes must no longer be used in new mass notification systems. In lieu of amber strobes, clear or white strobes marked with the word “ALERT” must be used for new mass notification systems. Clear or white strobes must be provided for shared use by the facility's combination mass notification and fire alarm system. The clear or white strobes are activated in conjunction with voice messages over the mass notification or fire alarm system.

49) The Mass Notification system shall be able to broadcast at least 9 pre‐recorded emergency messages.

50) The submitted final set of fire alarm drawings must be stamped by a fire protection engineer as required by the UFC.

51) UFC 4‐021‐01, Section 4‐4.5 Power Supply Features requires MNS/FACP system that meets at least the minimum NFPA 72 requirements for standby power capacity. In addition, secondary (standby) power should be provided as follows: immediately upon loss of normal AC power, the standby source of power shall provide a minimum of 60 minutes of mass notification at the maximum connected load.

52) Contractor shall be responsible for providing a fire alarm system capable of transmitting the correct output to the 911 Center in accordance with the MAS format or template.

53) Contractor is required to design the layout of both Fire alarm strobe speaker and MNS strobe speaker to meet/obtain the required CIS requirement (score of 0.8) per UFC 4‐021‐01.

Contractor shall evaluate speaker coverage and dB setting in the apparatus bay area to obtain the CIS score of 0.8.

54) Emergency lighting shall be provided in all mechanical, electrical, and communication rooms greater than 100 sq. ft.

55) All emergency lighting and exit sign devices shall be self‐diagnosing to identify a fault with the fixture.

56) All penetrations in smoke or fire rated walls resulting from construction, repair or other work, are sealed with fire department approved material.

57) The HVAC shut down devices are required by UFC 4‐010‐01 shall be monitored by the fire alarm system. The LOC can be programmed to shut down the HVAC or have a standalone button.

58) Contractor shall provide and install supervisory tamper switch and water‐flow switch in the building.

59) Provide and install tamper switch for each fire protection system control valve as well as provide and install vane type water flow detectors for wet pipe sprinkler systems.

60) Provide and install emergency power off (EPO) station to de‐energize equipment during an electrical fire. Connect the EPO station to the fire alarm control panel. Consider emergency power shutdown management system or equal.

61) Carbon monoxide detection shall be installed to provide coverage in all facilities that are serviced by natural gas, propane, or any other combustible gases or liquids.

62) Provide and install carbon monoxide detection devices throughout the motorcycle storage area room 121. Connect the carbon monoxide devices to the FACP panel.

63) Provide and install supervisory tamper switch and water‐flow switch per manufacturer’s recommendations. Connect the fire sprinkler system to the fire alarm control panel (FACP).

b) Page 24, Lightning Protection System, delete the sentence and add the following sentence:

“Modify the existing lightning protection system to protect the new covered porch areas at the second floor entry ways.”

c) Page 24, Fire Suppression System:

(1) Change the seventh sentence to read as follows:

“The mechanical room adjacent to the gang latrines is high risk.”

(2) Page 24, add the following paragraphs to the fire suppression system section:

“There was one as built drawing for the existing fire protection plan that does water flow demand and details, but does not show the piping plan. Also provided was a life safety drawing with notes only. Both of these drawings are being provided “For

Information Only”.

All fire suppression piping will be inspected by the DPW project engineer and the

Designer of Record prior to walls or ceiling installations.

The Fort Benning Fire Prevention Officers will periodically visit the site and inspect ongoing work throughout the construction period.”

b. Replace the Specification cover sheet document with the revised Specification Cover Sheet document (Enclosure 2).

c. Replace the Drawing cover sheet document with the revised Drawing Cover Sheet document

(Enclosure 3).

d. Add the following specifications to the contract (Enclosure 4):
