1. The requirements for design are unclear. RFI responses and the SOW mention providing as-built drawings, but also call for providing the remainder 20% of design to complete the design. As-builts drawings and design work are different concepts. Design work typically starts right after contract award and culminates with Issued for Construction (IFC) plans and specifications which is issued before construction begins. "As-builts" are the drawings given to the Client at the completion of the project showing deviations in the actual construction from what the IFC set showed.
2. So, if the Government wants the contractor to only provide as-builts (as noted on pg. 3 of the
SOW), then we would not provide the Government any additional design documents and we would just do the work, and at completion we would provide as-builts showing what we did.
But, if the Government wants the design work finalized by the Contractor, and requires that the design be reviewed and approved by the Government prior to Contractor submitting an IFC set, then we will need to know at what percentage of design progress does the Government want to receive design submittals, how long will the Government's review period be, how many hard copies of the design submittals, size of drawings, address to mail the submittals, and design review meeting location. Please see below for a short excerpt of the Government's typical design+build requirement for design progress submittals normally shown on the bid documents.
Answer: Contractor will be required to develop our concept design of the fire suppression system, fire alarm system (to include electrical) and 2nd Floor Entrance Canopy to Final Construction drawings. He will need to provide a 95% and 100% design submittal for each for review. Contractor will provide as-builts of each upon completion of construction.
The Government provided HVAC, plumbing and electrical (minus Fire Alarm Sys requirements) designs are 100% and the contractor will build those out as shown and provide as-builts of each upon completion of construction.

3. Please clarify that a formal project schedule is required.
Answer: Yes.
4. In ‘16MAY20_Sources_Sought_Technical_Capability_Review_Form’ #52 states; Answer: No.
L.6.3 has been revised and the request to provide your approach will only be addressed and reviewed under Tab D-Sub factor 4. In Amendment 1 L.6.3 Contractor Pricing for MAIDIQ states:
“The offeror shall submit their approach for accomplishing the Seed Project from commencement to completion. The approach shall describe the Offeror’s understanding of the work required utilized the SOW, specifications, and drawings.” Please clarify if the Seed Project approach is required for Volume 3: Factor 3-Price, L.6.3.
Answer: Yes, the seep project is required for Volume 3 Factor 3 Price L.6.3. The Seed project will be utilized to evaluate your pricing for this requirement.
5. The 1998 As Built Sheets A04 and A05 Wall Sections contain detail that isn’t keyed in on the Elevations that have been provided. Please provide an As Built Floor Plan that keys in the Wall Sections
Answer: Attaching as-built drawing A03.
6. Please confirm whether any of the work pertaining to the Communications systems has to be stamped by a licensed Registered Communications Distribution Designer?
Answer: No. Communications to be installed by another contractor through our Network agency. The solicitation electrical drawings show where the data drops are located. The awarded contractor is responsible to install the box in the wall and conduit runs from boxes back to the existing telecom back board.
7. Are we to refeed all of the existing electrical devices from the new panels that are to be installed?
Answer: No, just transfer.
8. Is there going to be a new fire alarm system installed for the entire building?
9. Is there an existing telecom back board / racks that we are to run the new added data drops to?
10. Will the entire building need a new lightning protection system or are we to fix and repair the existing lightning protection system?
Answer: Repair the existing lightning protection as required to add the porch enclosures.
11. The only receptacles show are the ones added on the second floor, is that all that is to be added?
12. Are we able to reuse all of the existing home runs / branch circuits and conduit that are feeding the existing electrical devices that are to remain?
13. Can we hang up the existing lights for temp lighting during construction?
14. Can we use an existing panel to be feed for temp power during construction?
15. Who will be responsible for a temp generator for power while the power is off to install the new service?
Answer: The Contractor awarded the contract.
16. Who will be responsible for cutting and patching concrete if needed for the new electrical?
Answer: The contractor awarded the contract.
17. Drawing A2 - Revised sheet A2 still shows new mechanical rooms to be designed and constructed. The PPI’s tell us this is no longer part of the scope of work. Can the government update sheet A2 to reflect the elimination of the new mechanical rooms on the exterior of the building?
Answer: A2 will be revised (11 June 2019).
18. Drawing M3 - The plan shows a blue dashed line for Cooling tower 1A as the pipe route into the building. Please provide a dashed line showing the pipe route for cooling tower 1B.
Answer: The information is shown on drawing M4.
19. For the structural platforms that the cooling towers will sit on, please provide the required clearance height from the bottom of the cooling tower to the concrete pad. This will assist us in finalizing the height of the platforms. The cooling towers are 7’ 5” tall. We need all of this information to finalize the height of the masonry wall enclosure.
Answer: Working clearances are specified in the manufacturer’s written instructions. We generally allow the contractor to install the manufacturer’s standard structural steel platform they recommend or provide for their towers.
20. Can the cooling towers sit on a 6” concrete mechanical pad instead of an elevated structural platform?
Answer: Yes, if the written instructions from the manufacturer allows the tower to sit directly on concrete without any clearances or isolation between the tower and concrete.
21. Please provide the required minimum side clearance of the cooling towers for the contractor to estimate width of the masonry wall enclosures
Answer: Clearances are defined by the written instructions of the approved cooling tower manufacturer.
22. PPI response 31 states that the WSHP will be constant speed, but the (Revised) SOW still lists WSHP as variable speed. Can the SOW be revised?
Answer: This question was answered in previous addendum. The equipment schedule was revised to specify each unit to be variable or constant speed.
23. Is the Contractor required to Pay Liberty Utility for work done on this contract? If yes, please provide contact name and number.
Answer: No. Contractor is to route gas piping to the new gas meter location.
24. Is the Contractor required to Pay Flint Electric for work done on this contract? If yes, please provide contact name and number.
Answer: No, the Contractor is NOT required to Pay Flint Electric for work done on this contract.
The existing electrical service to the building is not being replaced.
25. The Revised schedule of work 4) Submittal Requirements letter b. needs to be deleted as we are no longer providing new gang latrines. Please confirm.
Answer: Scope of work will be revised to delete this requirement.
26. For the Communications, cable TV and security scopes, please confirm that the only work the contractor is to perform for the building 2882 project is to provide conduit and boxes as shown on drawings? The contractor is not to provide any racks, ladders, patch panels or any wire/cable? The contractor is not required to patch or perform any testing of communications?
Please confirm all that the NEC is required to perform on this contract.
Answer: Contractor is to provide boxes and conduit only. All other work is to be performed by
NEC.
27. Is the contractor required to pay the NEC for any work done on this contract? If yes, please provide a contact name and number.
Answer: No, the contractor is NOT required to pay the NEC for any work done on this contract.
28. On the Government Price Breakdown sheet that divisions 34, 35, 40, 41, 42, 43, 44, 48 are not required to be priced for the B2882 project. Please confirm.
Answer: Confirmed, divisions 34, 35, 40, 41, 42, 43, 44, 48 are NOT required.
29. Response to PPI 90 indicates that ATFP standards do not apply. Please confirm that the new cooling tower enclosures will not require top fencing enclosure.
Answer: Confirmed, new cooling tower enclosures will NOT require top fencing enclosure.
30. Is the contractor’s DOR required to review submittals of products that are not part of their design responsibility such as mechanical systems, interior construction, doors and windows, plumbing, electrical, paints and coatings, etc?
Answer: We require the designer of record to review submittals with respect to the design they executed, and request that the DOR signs submittals with comments. We also require the submittals to be reviewed by the DPW engineers assigned to this project.
31. Is the contractor’s DOR required to perform field inspections of products and installation that are not part of their design responsibility?
Answer: The contractor’s DOR is responsible to inspect only what they designed.
32. There are mentions of wood materials in the Scope of Work and drawings notes. It appears that all construction in the existing as-builts is non-combustible construction. Building classification has not been provided. Will wood framing be allowed for the new stair and entrance roofs?
Answer: No, wood framing will NOT be allowed for the new stair and entrance roofs.
33. 10 21 13 Toilet Compartments - Specifications call out for numerous types of material (solid plastic=solid polyethylene, solid phenolic, plastic laminate, stainless steel and powder coated) Please clarify what type of material the owner would like.
Answer: There are no toilet compartments in this contract. This section will be deleted.
34. 10 21 13 Toilet Compartments - Specifications call out for floor mounted overhead braced and ceiling hung. Please clarify. Structural steel is needed in ceiling if ceiling hung mounting is wanted.
Answer: See answer to Question 33.
35. Construction_MATOC_SOW, C.6 PROGRAM MANAGEMENT: Please clarify if you are looking for an overall Program Manager and alternate to manage the entire contract or is the Program Manager/Alternate considered a project manager who will manager task orders under the contract?
Answer: You must provide a Program Manager and an Alternate PM for the entire contract.
36. Due to last minute pricing from subcontractors for the SEED Project can the SEED pricing not be included on the final CD?
Answer: The Seed project is a part of the evaluation and must be included on the final CD
37. The Mechanical drawings indicate two water heaters while the plumbing indicates one. Should one instantaneous heater be provided per the plumbing drawing? Is there a schedule for the instantaneous water heater?
Answer: No instantaneous water heaters to be installed. Drawings corrected to show two separate tank type water heaters.
38. Is a backflow or metering device required at the water connection to the cooling towers?
Answer: A backflow or metering device will be installed by Columbus Water Works (Local Utility).
39. Please confirm that typical UFC approved wiring methods can be used on circuits that are not specifically defined otherwise in the RFP.
Answer: Ft. Benning’s requirement is for wire to be installed in EMT conduit ONLY as specified in statement of work. MC cable can be used as whips only as in connections from EMT conduit to light fixtures and equipment. Whips cannot exceed 5 feet long.
40. 16May20_Sources_Sought_Tecnical_Capabilities_Review_Form Item 29 response indicates “match the building’s brick”. That brick is no longer available as new units. Please confirm intent to complement or resemble existing with commercially available brick is acceptable.
Answer: New brick shall be matched as closely as possible to the existing brick’s size, color and texture.
41. Specifications include one for Solid Surfacing Fabrications but no scope regarding Solid Surface finishes is found in the SOW. Please confirm if there is any scope for it required.
Answer: There is no solid polymer surfacing in the contract.
42. The Specifications 2 Folder includes Drawing Sheets FP01 and FP03. Is there supposed to be a Sheet FP02?
Answer: FP02 does not exist. The as-built drawings provided to Fort Benning in 1998 by the Corp of Engineers did not include drawing FP02.
43. Is the original Geotechnical report available?
Answer: No.
44. Is it possible to obtain a copy of the complete original structural drawings? It appears there are missing pages (S1 and S5) and missing information on some of the pages provided (S2 Foundation Plan is incomplete).
Answer: We were able to locate drawings S1 through S7. They will be attached to these answers.
45. Is there a requirement to upgrade the building to the standards of UFC 4-010-01 or UFC 4-023- 07 for replacement windows and doors?
Answer: No. These UFCs have recently been revised to reflect new changes to antiterrorism.
46. Please extend the bid due to at least 6/26/19 for our design team and subcontractors to have sufficient time to bid this project.
Answer: The bid date has been extended until 6/26/19
47. Page 1, Item 3 of the Seed Project SOW states the Design is 75% Complete. 001 General; 2) statement concludes by saying “Design work required is shown on the drawings and specified herein“. Please confirm whether the Contractors Scope is to include bringing the design documents up to 100% complete with an A/E design team they subcontract in a Design Build fashion. Especially since 0001 General; 4) Drawings focus on As Builts without prior references to the Contractor submitting other Design Drawings for review.

48. Please confirm whether in accordance with 001 General; 3) l) the only design to be formally submitted in accordance with USACE Design Build review requirements following Award is for the porch entryways to the side entrance and stairwell entry design. Please confirm whether there is a difference between items “l)´and “n)” that are both about porches.
Answer: No difference. Typo mistake to include item n. “n” to be deleted.

49. Referenced below: Please confirm “Owner direction” referred to in item direction is intended to mean “Owner direction provided in the RFP and its related attachments, and reasonable requests made by the Owner during construction”. There is no way to reasonably bid direction requested by the Owner that is not reasonably inferable from the RFP.
Answer: On page 41 of 54, change the second sentence to TAB C: SUBFACTOR 3 L.4.3 - Management Approach to read as “The offeror shall also provide a Staffing, Recruitment, and Retention Plan demonstrating the offeror’s ability to provide services for all five (5) Task Areas which are the following: Administrative, Recreational, Billeting, Workshops and Maintenance, and Training Facilities.”
This change was added in the SOW, page 7, and added as new subparagraph 19) under Division 001 General.
50. The SOW does not refer to revisions to access controls, cable tray and data. Please confirm no re-work to those or any other systems not specifically mentioned in the SOW, are not to be included in the pricing effort.
Answer: Statement of work, drawings, and specifications all include replacement of the energy management controls. The submittal requirements are defined in the technical provisions.
51. Please confirm whether stamped/sealed Structural Engineering submissions will be required.
Answer: Yes, stamped/sealed Structural Engineering submissions will be required
52. Page 24 states “The second floor is a medium risk area”. Please define the risks.
Answer: This was changed from ordinary risk to medium risk due to the new mechanical rooms and corridor layout. This can be changed based on the DOR’s classification with proof to lower the risk factor after award of the contract. Risk factor for the bid to remain at medium.
53. Page 24 refers to a “Fire Suppression certified PE engineer”. Please confirm an ordinary PE is not acceptable and that the design has to be completed by a licensed Fire Protection Engineer or specific qualifications in accordance with UFC 3-600-01 Fire Protection Engineering for Facilities.
Answer: This question was answer in Addendum 3.
54. Can the government provide an official bid form outlining what the base bid is verses any option pricing that we are responsible to provide?
Answer: We have attached a blank bid form for your use. The proposal should be for a 5 year ordering period. The Seed project will be used to evaluate the price.
55. Are there any options to be priced or is all pricing part of the base bid?
Answer: the offeror’s proposal shall be for a five year ordering period see L.6.3
56. The instructions for Attachment 4 indicate it is to be completed and sent directly to the contracting officer. Are we to include a blank Attachment 4 with only Section 1 completed with our proposal? With a 15-page maximum, this will restrict our ability to present past performance information. Please either provide additional pages or revise the requirement to indicate what is expected.
Answer: Attachment 4 is not a part of your 15 page count. This attachment is sent directly to the contracting officer.
57. Will NAFTA fixtures be accepted?
Answer: Yes, NAFTA fixtures will be accepted.
58. Sheet E6, Note 16 and the Scope of Work dated May 5, 2019, Section "Interior Electrical System", paragraph "New Electrical Power Works", note 16, require only conduit, pull string and outlet box only for the communications lines. It further states NEC contractor will pull all lines.
Does the scope need to be changed to read contractor furnished and installed?
Answer: Contractor shall install the communication boxes and conduit to the defined data drops on the solicitation drawings. Conduit to be routed to the existing telecom back board and include pull strings. All electrical conductor and communication conduit will be EMT. MC cable only used as whips to light fixtures and equipment. Whips cannot exceed 5 feet long.
59. Will lighting be required in any of the upstairs closets the same as the downstairs?
Answer: Yes, lighting will be required in the upstairs closets in keeping with the existing downstairs fixtures.
60. Will the use of MC cable be allowed? If so, where?
Answer: Ft. Benning’s requirement is for wire to be installed in EMT conduit ONLY as specified in statement of work. MC cable can be used as whips only as in connections from EMT conduit to light fixtures and equipment. Whips cannot exceed 5 feet long.
61. Sheet E5, note 31 states to "PROVIDE DELETE THE SHOWN WSHP-6A AND WSHP-6B SERVICES".
Which word needs to be removed from this note, provide or delete?
Answer: Remove the word “Delete”. Phrase should state “Provide”.
62. Response to PPI 90 indicates that ATFP standards do not apply. Please confirm that the new cooling tower enclosures will not require top fencing enclosure.
Answer: See question 29.

66. We also politely request that the below documents be provided to further work on the take Off:
• Drawings 43632-M10, 43632-M11 & 43632-M12 talks about the “Technical Provision Section 23 09 00, Direct Digital Controls for HVAC and other Building Systems”. Not able to locate such document
• Drawings 43632-M8, 43632-M8.1 says “See Energy Management control drawings for Digital Control Equipment Location, IO Summary Chart and Monitoring” . Not able to locate such drawings.
Answer: The reference section number is a typo error and should state 23 09 23.01. Drawings M10, M11, and M12 are the energy management control drawings.
67. Section L.4.1 Tab A Subfactor 1 – Construction experience references “(J) Fencing Communications”. Please clarify
Answer: Fencing has been removed from this requirement
68. Section L.4.2 Tab B Subfactor 2 – Design/Build Experience references “(J) Fencing
Communications”. Please clarify

69. Section L.5 Volume 2 – Past Performance. Specific Relevant Contracts Format – Sheets. We cannot find the specific format referenced for reporting our Past Performance in the proposal.
70. Answer: This sentence has been removed
71. Please clarify – does the Government have a specific format (not the Performance Assessment Questionnaire), and if yes, please provide.
Answer: The Government will provide no format for this section
72. Regarding Section L.6.3 pricing. The Price Proposal breakdown excel sheet, Tab Table 1, lists divisions of work, and single line for Overhead, Profit & Bond. It does not have labor categories.
Answer: Categories are provided on the new spreadsheet.
73. please confirm the Government’s requirement is that we are to provide lump sum per divisions and single line for OH/Profit/Bond, and no further breakdown is required.
Answer: we have provided an additional spreadsheet for labor categories.
74. Is there another excel sheet that the government wants us to complete to provide our fully burdened hourly rate for labor categories?
Answer: Yes see attached
75. What positions does the Government define as “Key Personnel”?
Answer: Key Personnel are those people having authority and responsibility for planning, directing and controlling the activities of an entity, either directly or indirectly. The Program Manger the Assistant Program Manager
76. Can the bond letter be excluded from the page count?
Answer: No
77. Re: Seed project. Please provide the company name/contact information for the Fort Benning EMCS contractor (the contractor that has the maintenance contract for Energy Management Control System).
Answer: The control center for the EMCS is currently manned by TIYA (O & M Contractor).
P.O.C. for TIYA EMCS shop is Brian Page. Email address is brian.l.page.ctr@mail.mil.
The main installer on Fort Benning that most contractors utilize is Alabama Controls.
78. Re: Seed project. Please confirm that the plumbing scope of work does not include replacing the plumbing fixtures identified on sheet P1.
Answer: Project does not replace any fixtures, but successful contractor will be installing new fixtures in the new latrines on the second floor.
79. Re: Seed project. How many design progress submittals will be required?
Answer: See answer to question 2.
80. Re: Seed project. Please specify what has to be included with each design submittal, such as size of drawings, number of copies, and location of each recipient?
Answer: See answer to question 2. Drawing size provided are 42 inches wide by 36 inches tall.
81. Seed project. How long will be the Government's review time for each design submittal?
Answer: Government review time for each design submittal will not exceed 14 Calendar days once received by the Directorate of Public Works Design Branch.
82. Re: Seed project. Are there LEED requirements? If so what is the required point goal?
Answer: LEED point goals are not a requirement for the seed project.
83. Re: Seed project. Is there any work required for Intrusion Detection Systems, or Access Control Systems? If so please provide the contact information for the companies that hold the contract for that work at Fort Benning.
Answer: No, there is no work required for Intrusion Detection Systems, or Access Control Systems.
84. Re: Seed project. Does the existing building envelope meet current codes for thermal insulation?
If not, then improvements to it cannot be required as part of this contract without a modification to the contract amount.
Answer: Wall insulation requirements only to match existing where damaged or replaced by contract requirements. Division 007 requires the contractor to apply spray foam insulation to the bottom of the roof decks (1st and 2nd floors). Existing wall insulation is a two inch foam board sandwiched between CMU and Brick Veneer.
85. Re: Seed project. Does existing building structure meet current codes for seismic restraint? If not, then improvements to it cannot be required as part of this contract without a modification to the contract amount.
Answer: Current facility meets seismic requirements for Zone 1 which includes Ft. Benning.
86. Re: Seed project. Where is the contractor's parking area going to be?
Answer: The parking spaces adjacent to the building and at the elevated water tank nearby.
87. Re: Seed project. Is cathodic protection of new underground piping in the contractor's scope of work?
Answer: No, cathodic protection of new underground piping is NOT in the contractor's scope of work. See drawing M5. Buried pipe shall be HDPE (High density polyethylene pipe) as noted.
88. Re: Seed project. Do the existing latrines on first floor get new toilet compartments, and new toilet accessories?
Answer: No, the existing latrines on first floor do NOT get either new toilet compartments or new toilet accessories.
89. Re: Seed project. What equipment is going into the new mechanical room’s 110-A/B? WSHP-
6A/B are now being shown in existing mechanical room 110. The mechanical rooms are still being shown on the A, P, and E drawing sheets, and in other parts of the SOW.
Answer: New mechanical rooms were deleted from the contract. WSHP 6a & 6b to be installed in Room 110.
90. Re: Seed project. Please confirm painting the entire exterior EIFS of B2882 is not in the contractor's SOW.
Answer: Surfaces to be painted include existing exterior surfaces damaged by these construction activities, new exterior wall construction, and the inside face of the CMU wall surfaces of the cooling tower enclosure.
91. Re: Seed project. Please confirm painting all interior walls, doors/frames, and ceilings (not ACT
& grid) of B2882 is in the contractor's SOW.
Answer: Interior painting is defined on the drawings and statement of work. New walls, doors, frames on building interior to be primed, caulked, and painted. Existing interior walls damaged or modified by construction shall be painted complete corner to corner. Existing mechanical rooms on the first floor shall be painted.
92. Re: SOW, 001 general, item 8d. Is the Prime Contractor required to pay Liberties Utilities of GA for the gas service/regulator?
Answer: No, the Prime Contractor is NOT required to pay Liberties Utilities of GA for the gas service/regulator. Terminate the gas piping at the gas meter gas cutoff valve downstream of the gas meter assembly.

Answer: The successful contractor is required to seal the specified exterior doors that are shown to be replaced by the contract. Additionally, the corresponding frame will be repaired.
The building envelop will require new penetrations for new exhaust fans and louvers. These new penetrations will also be required to be sealed weathertight.
98. Re: SOW, 008 Doors and Window, item 2. Is the intent of this note to replace all the existing masonry joints throughout the building?
Answer: No. Repair/replace those damaged by the construction.
99. Re: SOW, 008 Doors and Window, item 3. How many windows require replacement of hardware? Though the site visit was lengthy, it was not possible to be completely familiar with all the requirements of the plans and SOW by the site visit to know we needed to count the windows with missing hardware.
Answer: The only windows requiring hardware replacement are those on the second floor. All hardware and weather-stripping shall be replaced. There are 30 sets of windows. The windows in two of the stairwells are fixed type with no hardware. Thus, no hardware required.
100. Re: SOW, 015 Mechanical, item 4.f. Please state what is required for Landscaping.
Answer: Grass, either by sod or seeding will be required to be established on all disturbed area such as the pipe trench and electrical conduit services to the cooling tower enclosures.
