1. In VOLUME 1: FACTOR 1 – Technical Acceptability, section L.4.2 TAB B: SUBFACTOR 2 –
Design/Build Experience, the solicitation requests that “written evidence of the job qualifications and experience of their architectural/engineering design personnel proposed for this contract” be provided, but does not define what design personnel roles should be included. In the Construction SOW, under section 57.1.1, paragraph two, it is noted that the Contractor “shall identify a Designer or Record (“DOR”) for each area of design.” Is it the Government’s intent that resumes be provided for all DORs under TAB B: SUBFACTOR 2
– Design/Build Experience? If so, would the Government reconsider the 75 page limit for
Factor 1?
Answer: No.
2. The language included in paragraph L.5.3. under VOLUME 2: FACTOR 2 – Past Performance states that “Past Performance information described herein is required on the offeror and all subcontractors, teaming partners, and/or joint venture partners proposed.” As the designer for the Design‐Build team, we are unsure of how to present our Past Performance information. Typically we would be asked to submit Past Performance Questionnaires
(PPQs) for previous Design‐Build experience, but given the 15‐page limit and no mention of
PPQs, we are unsure of how to adequately demonstrate our Past Performance given that we are considered a subcontractor on all Design‐Build contracts and therefore have no evaluations for our work in the CPARS/PPIRS/FAPIIS system. How would the Government prefer that this factor be satisfied for the Design portion of the Design‐Build team?
Answer: Amendment P00001, will include Attachment 4, Past Performance information.
3. The language included in paragraph L.5.3. under VOLUME 2: FACTOR 2 – Past Performance states that “Past Performance information described herein is required on the offeror and all subcontractors, teaming partners, and/or joint venture partners proposed.” As the designer for the Design‐Build team, if the General Contractor that we are teaming with submits Past Performance information related to contracts that we have worked on as a team and references our firm as the Designer of Record, will this satisfy the requirement for the Design team who will be a proposed teaming partner?
Answer: Yes
4. In section L.5.6 Submission Requirements under VOLUME 2: FACTOR 2 – Past Performance, the solicitation references an Attachment 4 which is listed in the attachment table of contents but has no page number assigned and we have not been able to locate this item.
Can the Government issue Attachment 4?
5. Drawing 43632‐P1 identifies the mechanical rooms for the gang latrines, the entry vestibules for the gang latrines, and the gang latrines as RM 113, RM 114, and RMs 115 and
116, respectively. However, Drawings 43632‐P2 through 43632‐P4 identify the existing mechanical room as RM 110, and the gang latrines and associated vestibules as RMs 109 and 111. Please provide the correct room numbering for the building.
Answer: Room numbers on Drawing 43632‐P2 have been corrected. Please refer to the architectural drawings. The project is adding new rooms and the design included renumbering all the rooms. This change will be reflected in Amendment 1
6. 2. This RFI is related to the previous RFI concerning numbering of the rooms in the building. The scope of work identifies work to be performed in RMs 110A and 110B.
Please verify that the rooms shown on drawing 43632‐P4 as 110A and 110B are the correct locations of the two new mechanical rooms to be constructed.
Answer: See answer to question 5.
7. Is it sufficient if the Contractor maintains a temporary office on base at Fort Benning as our team is currently performing work on another project located on Base?
Answer: Yes, as long as the office is within 150 mile radius of Fort Benning.
8. Or, does the Contractor have to maintain a physical “brick and mortar” office location within a 150‐ mile radius to Fort Benning?
9. Can the Contractor utilize the office address of a Design partner located within a 150‐mile radius to Fort Benning?
Answer: No
10. What are the Liquidated Damages for the seed project?
Answer: No liquidated damages.
11. Can we expect any asbestos or LBP to be encountered in this project?
12. Paragraph L.6.3.1 of the Solicitation says that contractors are to provide a fully burdened hourly rate for each labor category listed. Is L.6.3.1 referring to Attachment 3?
Attachment 3 does not have labor categories, only 2 columns, one for CSI Division, and the other for lump sum price. Please clarify.
Answer: Lump sum by division. Amendment P00001 will include Attachment 5, Wage
Determination.
13. Paragraph L.6.3.5 of the Solicitation says labor rates proposed for each year cannot be adjusted. Again, there is no form to see which labor rates are being requested. And, since this MATOC includes separate sites of potential work (Fort Benning, Eglin, etc) and each area has its own labor rates, how is one set of labor rates going to apply to different sites?
Answer: This section has been revise to read as follows: The Fully burdened labor rates proposed for each year can be adjusted as permitted under the provisions of Far Clause
52.222‐43. These adjustments will be applicable to Task Orders only.
14. What is the point of demanding labor rates in advance when paragraph L6.2 says there will be competition for all contracts?
Answer: Fully Burdened Labor rates will be the only rates required for this action
15. Is the Seed project going to be awarded? Paragraph L.6.3.7 of the Solicitation says the Price Proposal Breakdown Worksheet is for evaluation purposes only.
Answer: The seed project will be awarded.
16. Will AutoCAD drawings be made available to the successful bidder?
Answer: Our as‐built files are in Micro‐station, but they can be converted to Auto‐cad. The contractor is required to convert the files
17. Have HVAC load calculations been performed to determine the capacities of the mechanical equipment shown on the plans? If so, can those calculations be made available for our review.
Answer: Yes. Install the HVAC design as provided by the government.
18. The Scope of Work, Part 015, Section 4) Submittal Requirements indicates that the existing
Fort Benning UMCS Front End is a Niagara AX Control System. Additionally, the specifications provide Graphics and Programming Standard for the Niagara Control System and UFC 3‐410‐02 describes the open‐protocol interface. It is our understanding that
Honeywell has recently started the process of replacing the Niagara UMCS system with a
Tridium Niagara N4 platform. Is it correct that the current system will be replaced with the
Tridium Niagara N4 platform? If the system is being replaced, can the Army provide a point of contact for the vendor replacing the control platform?
Answer: A document was forwarded by addendum No. 1 to address the upgrade to the energy management control system (EMCS). The Addendum will be located in section C of the Amendment.
19. The Scope of Work, Part 026 Electrical, Fire Suppression System indicates that fire suppression work is determined to be a major work in this building and the design to have the work reviewed, approved, and stamped by a Fire Suppression PE engineer. It is our understanding that the PE engineer shall be a licensed Fire Protection Engineer (FPE) in the trade of Fire Protection, is that correct?
20. Can an estimated occupancy of the building and or spaces be provided to confirm outside air ventilation calculations?
Answer: Not required by the contractor to install the HVAC system as designed. The requirement to design the HVAC system for the gang latrines has been deleted from the contract.
21. The Scope of Work, Part 026 Electrical, Fire Suppression System indicates that a 65% submittal and 95% submittal will be required. Additionally, the scope of work indicates a pre‐work meeting in part 001 General. Can a list of required design review submittals and required on‐site design reviews, pre‐work, or other required meetings be provided?
Answer: Yes Will revise the scope of work document to show the design requirements and expected construction inspections. However, all other submittal requirements for the materials, test reports, and commissioning are specified in the specifications and will be on your part to put in your progress schedules. I can only suggest that the awarded contractor review each specification for the submittal requirements. Most of the submittals in specifications are defined in the 1st section of each specification and at the end of the Part 3 section.
22. Reference Item No. 8 of “001 General” (page 4) on the SEED project SOW, dated May 5, 2017. Please confirm that the Items 8),c), 8),d) and 8),e) are Not‐in‐Contract (NIC).
Answer: Question to Contractor: you mean NEC. Items listed under 8.c – 8.e are to remain in the contract.
23. Please confirm that the services of an Interior Designer are not required.
Answer: Correct.
24. Will the contractor be required to provide any interior design (i.e. color selections, color boards, etc.)? Or, will the Gov’t make color selections from the colors available with each finish product?
Answer: Colors to be submitted for government selection as specified in SOW dated 5 May
2017. The SOW has been revised with new date of 15 May 2019. Amendment 00001 will provide a revised SOW to address interior design colors. Information will be located in
Attachment 2 SOW Seed Project.
25. Has a hazardous materials survey of B2882 been performed?
Answer: Based on site investigations during the design phase it was determined a hazardous survey was not required.
26. Are there any known hazardous materials in B2882?
Answer: There are weapon and building cleaning solvents defined as hazardous materials in Building 2882. All cleaning materials for weapons and building to be removed by the occupant when they vacate the building for the contract.
27. Please confirm the Contractor will not be responsible for any hazardous materials testing?
Answer: Contractor is not responsible for hazardous materials testing.
28. Please confirm the contractor will not be responsible for any abatement of existing hazardous materials.
Answer: Contractor is not responsible for abatement of hazardous materials.
29. Reference the SEED project SOW, dated May 5, 2017. Item 3),p) (page 3) indicates the new cooling tower enclosure is to be constructed of CMU and brick veneer to match B2882.
Item 0003‐CIP Bldg. Concrete, 6) (page 7) indicates the new cooling tower enclosures as stucco finish. Please confirm which finish is required.
Answer: CMU with Brick Veneer to match the building’s brick.
30. Reference Item 006‐Wood, 1) (page 8) on the SEED project SOW, dated May 5, 2017. Will any Fire Rated/Treated wood be required?
31. Reference Item 007‐Thermal and Moisture Protection, 1) (page 8) on the SEED project
SOW, dated May 5, 2017. Please confirm that the 6‐inch spray on insulation is required under roof decks only and not underneath the elevated 2nd floor slab.
Answer: Roof deck only.
32. Reference Item 009‐Finishes,1),a) (page 9) on the SEED project SOW, dated May 5, 2017.
Please provide more information as to which materials are required to be “Natural Finish
Copper”.
Answer: If there is existing natural copper trim, flashings, etc., then any new construction shall match existing materials, colors, texture, etc.
33. Reference Item 009‐Finishes, 5),b) & 6),d) (pages 9 & 10) on the SEED project SOW, dated
May 5, 2017, which call for epoxy grout at floor tile and wall tiles. Please confirm epoxy grout is required.
Answer: Yes; Drawing A4 states non‐shrink grout. Section oo9 Finishes state epoxy grout.
Per Googling, “Epoxy non‐shrink grout” is available.
34. Section 01 45 00.00 10, paragraph 3.4.2 states, “The CQC System Manager is required to be a graduate engineer, graduate architect, or a graduate of construction management, with a minimum of 5 years construction experience on construction similar to this contract.”
Please verify this requirement will be enforced.
Answer: Yes.
35. Section 01 35 26, paragraph 1.7.1.1.1 states, “The SSHO may also serve as the QC
Manager”, and, “the SSHO may also serve as the Superintendent.” Section 01 45 00.00 10, paragraph 3.4.1 states, “The Safety and Health Manager reports directly to a senior project official independent from the CQC System Manager.” Will two (2) onsite individuals (e.g.
QCM and SSHO/Superintendent) be required on this project?
36. Sheet P4 includes the note, “Existing drinking fountains on the first and second floors shall be replaced….” No existing drinking fountains can be found on the first floor. How many existing drinking fountains are there on the first floor?
Answer: There will be no drinking fountain on the first floor.
37. UFGS Specification 11 47 00‐Ice Machines was included in the Solicitation. However, no ice machines are found on the drawings or SEED project SOW. Please provide a quantity and location for the required ice machines.
Answer: There will be no ice machine in this project.
38. Please confirm bidders are to include the cost of Testing, Adjusting and Balancing (TAB) on this project?
39. Will commissioning of HVAC systems be performed on this project? If so, should the contractor include the cost to hire the CxA (Commissioning Agent)?
Answer: The energy management controls have to be tested, calibrated, and commissioned. The HVAC has to be tested, balanced, and adjusted by the specifications.
40. UFGS Specification 09 90 00‐ Paints and Coatings, paragraph 1.3.1 states, “all contractors and subcontractors that perform surface preparation or coating application shall be certified….to the requirements of SSPC QP1….” SSPC QP1 is a certification for “Field
Application to Complex Industrial and Marine Structures”. Please confirm this requirement will not be enforced.
Answer: This requirement is deleted.
41. Reference UFGS Specification 09 90 00‐ Paints and Coatings, paragraph 1.12.3.1. Please confirm fire sprinkler system piping shall be painted, as indicated. If so, please confirm all piping (existing and new) should be painted.
Answer: Piping above the ceiling must be painted with red bands every 20 feet of straight pipe and at all change of pipe directions (Red Reflective Paint). Piping that is exposed in the occupied spaces, shall be painted to match walls/ceilings. Pipe located in stairwells, basements, storage rooms, etc., shall be painted black with red bands. Pipe in mechanical rooms shall be red.
42. Reference Item 001‐General, 17), i) (page 7) on the SEED project SOW, dated May 5, 2017.
Please indicate where this special wall coating equal to “Scrub Tough” is required.
Answer: Bathrooms, corridors, and new supply room walls.
43. Reference Item 001‐General, 17), ii) (page 7) on the SEED project SOW, dated May 5, 2017.
Please indicate where this wall covering equal to C/S Acrovyn is required.
Answer: This information will be deleted from the project.
44. Reference Item 001‐General, 17), iii) (page 7) on the SEED project SOW, dated May 5, 2017.
Please confirm corner guards are only required at new outside corners.
Answer: Outside corners only.

Answer: Mechanical room construction with the ERVs have been deleted from the contract.
47. Reference Paragraph 57.2.2. (page 23) on the “Construction MATOC SOW‐Description and
Specifications”, which indicates the design drawings shall be on Auto‐CAD 20002 or newer and/or Microstation V8. Please also reference Item 001‐General, 4), h) (page 3) on the
SEED project SOW, dated May 5, 2017, which indicates as‐build drawings in “Micro‐station format”. Please confirm Auto‐CAD will be an acceptable format for the as‐built drawings.
Answer: Auto‐cad or Micro‐station is acceptable
48. Are there any roof as‐builts available (e.g. roof slope, bar joists, trusses, wall heights)?
Answer: Yes. Wall heights have changed since the building was constructed. Will try to provide those in pdf format before the bid closes. They will be a separate addendum.
49. Section L.4.3 TAB C: Subfactor 3‐ Management Approach: “ The offeror shall also provide a staffing, recruitment and retention plan demonstrating the offeror’s ability to provide services for all five (5) task areas identified in the MAIDIQ SOW.” Where in the SOW are these (5) task areas located as I could not locate the five areas?
Answer: Are you referring to TAB C in the technical provision 23 05 93 Testing, Adjusting, and Balancing, or in the contract documents prepared by MICC. My documents do not mention five (5) task areas identified in the SOW. The 5 Task areas are as follows:
Demolition, New Work (Maintenance, repair Commissioning), Test Balancing Design and
Submittals
50. L.5 Volume 2: Factor 2‐Past Performance: “… the offeror is required to provide Past
Performance Specific Relevant Contract Reference Sheets for the past performance experience in accordance with Attachment 4.” Please provide attachment 4 as it is missing from the RFP documents.
51. L.5 Volume 2: Factor 2‐Past Performance: “Specific Relevant Contracts Format – Sheets in
Accordance with Technical Exhibit 4 (In the SOW) and are limited to 3 page per reference.
Where is this Format Sheet located as I could not find it in the SOW. Please provide this sheet.
52. Volume 3: Factor 3‐Price, L.6.3 Contractor Pricing for MAIDIQ: “The offeror shall submit their approach for accomplishing the SEED project from commencement to completion.
The approach shall describe the Offeror’s understanding of the work required utilized the
SOW, specifications and drawings.” Based on Tab D‐ Subfactor 4, Seed Project Response, our approach should be included in that section not Volume 3, Factor 3‐ Price. Do you want to see our approach in both sections?
Answer: No. L.6.3 has been revised and the request to provide your approach will only be addressed and reviewed under Tab D‐Sub factor 4.
53. Please provide the Wage Determination applicable to this Task Order.
Answer: Amendment P00001, will include Attachment 5, Wage Determination information.
54. Reference 008‐Doors & Windows, Items 1), 2) & 3) (page 8) on the SEED project SOW, dated May 5, 2017. Please provide as‐built elevation drawings depicting all windows, doors, louvers and building joints.
Answer: Drawing will be provided for this requirement
55. Will underslab termiticide be required at new slabs‐on‐grade?
56. Will perimeter and/or under slab insulation be required at new slabs‐on‐grade?
57. Reference Item No. 8 of “001 General” (page 4) on the SEED project SOW, dated May 5, 2017. Also reference New Electrical Power Works, Items No. 15 and 16 (page 16) of the
SEED project SOW, dated May 5, 2017. It is our understanding, based on the above references, that the SOW requires rough‐in only (e.g. conduit, boxes and pull string) for combination voice and data services throughout the new offices in the second floor and run back to the existing communications room. Please confirm this is correct.
Answer: Correct.
58. Referencing the Construction MATOC SOW, paragraph 57.2.3, please confirm Mylars will be required.
Answer: No. As‐built files will be all electronic in Auto‐cad or Micro‐station for drawings and PDF for all other documents.
59. Referencing the Construction MATOC SOW, paragraph 15.2 (page 5), please confirm that the cost of power and water consumption by the Contractor’s office trailer will be the
Contractor’s responsibility.
Answer: An office trailer at the construction sites is not required. If you elect to put an office trailer with storage at the designated contractor office area near the Post airport, then you will be responsible for utility costs. If you elect to have an office trailer at construction sites, then you are responsible for the utility fees.
For the contractors from out of town, it’s your option to provide an office trailer on site. It runs up the cost of the contract that may cost your chance of getting a contract. The local contractors rarely put an office trailer on site. They will set up their superintendent in a space within the construction site or operate out of their vehicle.
60. Will the cost of temporary construction power and water consumed during the performance of this SOW be paid by Fort Benning.
Answer: No. See answer above.
