About this file

This document is an Amendment to a Solicitation/Contract for Maintenance Services with key details as follows:

The amendment extends the response due date from 23 September 2025 to 30 September 2025 and provides responses to vendor questions about service calls, maintenance work orders, and contract pricing. Key clarifications include that all service calls are at the government's expense, there are two types of work orders (Corrective Maintenance and Service Request), and the 500 annual service calls are an estimate, not a guaranteed quantity. The contract covers maintenance for thirteen dispersed sites, with maintenance frequencies specified in the Technical Exhibit 03 (Detailed Equipment Inventory). The government will provide MAXIMO system access and training, and contractors should include all specialty services, third-party certifications, and travel costs within their firm-fixed-price proposal.

RESPONSE TO VENDOR QUESTIONS (Amendment three (3))

Q1. Could the government please confirm that all service orders are at the expense of the government. (e.

g., replacing a pump valued at $5,000 in materials, $1,000 in self-performed labor, and $500 in subcontractor costs)? If the contractor is responsible, please clarify the specific obligations and the monetary limits, if any.

A1. All Service Calls are at the expense of the government.

Q2. Could the government please clarify whether there is a distinction between corrective maintenance and service orders--for example, that corrective maintenance refers to repairs (under $2,500) identified and completed during preventive maintenance, while service orders apply to any corrective action exceeding the $2,500 limit or specifically requested by the government?

A2. There are two types of work orders: Corrective Maintenance Work Orders and Service Request Work Orders.

Corrective Maintenance Work Orders are those that are discovered by the contractor while conducting Preventive Maintenance. Corrective Maintenance Work Orders shall be completed during or immediately following the PM up to $2500.00. If the Corrective Maintenance Work Order is more than $2500.00 the contractor will notify the government, and a Service Request Work Order will be issued.

Service Request Work Orders are for all other work covered by the contract.

Both Corrective Maintenance and Service Request Work Orders are at the sole expense of the government.

Q3. Additionally, can the government confirm that all corrective maintenance exceeding the $2,500 PM limit will be issued as a service order? If a service order is issued, please confirm whether the contractor is responsible for any portion of the cost, or if the service order will cover the full amount of the repair.

A3. If the Corrective Maintenance Work Order is more than $2500.00 the contractor will notify the government, and a Service Request Work Order will be issued.

Both Corrective Maintenance and Service Request Work Orders are at the sole expense of the government.

W911SA25QA1330003

Q4. In the pricing sheet, how should the contractor price service calls if each service call is unique in scope and cost? For example, if the contractor prices a Routine service call at $1,500 each and the actual cost of a single service call is $6,500, will the government reimburse the contractor via a Request for Equitable Adjustment to account for the difference?

A4. Each Service Call is unique and will be priced as such. If a Service Call goes above the original priced amount, then the contractor will submit an updated quote/proposal for that Service Call, once approved the government will pay the new agreed upon amount.

Request for Equitable Adjustment is at the KO level and does not apply at the Service Call level.

Q5. In the pricing sheet, should the "unit cost" for service orders be interpreted as the contractor's markup applied to each individual service order, rather than a fixed total cost per order, as service orders will vary in size, scope, and cost?

A5. The unit price for service calls should be what the contractor estimates the average service call cost would be with the contractor's markup multiplied by the quantity provided on the pricing sheet. The contractor should utilize the provided historical data as well as industry standards.

Q6. The revised price schedule included with Amendment 0001 appears to have an incorrect formula for the CLIN 0001 total price (cell E5). If the service orders are priced at Routine - $100, Urgent - $250, Emergency - $500, and Oil - $500, then each total, when multiplied by the related quantity, would be Routine - $100 x 360 = $36,000, Urgent - $250 x 120 = $30,000, Emergency - $500 x 10 = $5,000, and Oil - $500 x 10 = $5,000 for a total cost of ($36,000 + $30,000 + $5,000 + $5,000 = $76,000). However, the total calculation in cell E5 is set up so that it adds the unit prices together in cell D5 ($100 + $250 +$500 + $500 = $1,350) and multiplies this number by the B5 quantity of 500, making the total $675,000, instead of adding the individual line totals as in CLIN 0002 (cell E10). Please confirm whether offerors are to correct this formula prior to submitting the price file, or if a revised Attachment 01 Price Schedule file will be issued with a corrected formula for cell E5.

A6. Attachment 1 - Price Schedule has been revised to correct formula errors. Please see SAM.gov for updated version.

Q7. In PWS section 5.3.1 Service Calls, there is no liability limit listed for any of the service calls.

Section 5.3.1.1 Emergency Service Calls states that if the cost of the service call is over $2,500, the COR will contact the KO. However, there is no Limit of Liability specifically listed for any service call type - Emergency, Urgent, or Routine. Please provide the Limit of Liability for each type of service call so offerors may price them appropriately without overcharging the Government.

A7. There is no limit of liability as the government is responsible for the cost of parts and supplies related to service calls.

RESPONSE TO VENDOR QUESTIONS (Amendment two (2))

Q1. The instructions to offerors in the RFP (Page 34 of 49) do not call for a technical or past performance volume. Is that correct? Noted there's a reference to Management Plan in the solicitation; is there a page limit?

A1. Offerors are not required to submit technical and past performance information as part of their proposal.

The Management Plan should be limited to 25 pages.

Q2. Since there is a significant cost to performing a RPIE, suggest a separate CLIN be added just for a

RPIE.

A2. The RPIE validation can occur during normal PM operations. It does not require a separate CLIN.

Q3. Attachment 01 - Price Schedule. CLIN 0001,1001, 2001 (Services Calls) asks for a unit price for each of the three categories of service calls and Used Oil Collection, Recycling and Disposal. Without knowing the types of service calls issued, it would be difficult to assign an overall unit price for each.

Recommend only asking for an overhead and profit rate for each category of call service.

A3. Please review Attachment 07 - Historical Workload to determine pricing.

Q4. Will the successful contractor be able to submit an initial deficiency list during the RPIE phase of the transition?

A4. Yes, a list may be submitted.

Q5. Are the 500 annual service calls a not-to-exceed cap, a minimum guarantee, or simply an estimate? If fewer than 500 service calls are requested, will the contractor still receive the full firm-fixed-price payment? (Reference: Solicitation, Continuation of Supplies or Services and Prices/Costs, CLINs 0001 /1001/2001)

A5. The number of service calls is an estimate not a fixed, guaranteed quantity. The services will be funded with task order(s) and payment will be based on work performed and not a full firm fixed-price payment. As stated in FAR clause 52.216-22, the... "The quantities of supplies and services specified in the Price Schedule are estimates only and are not purchased by this contract." There is a minimum guarantee of $2,500, which can be found in FAR clause 52.216-19 Order Limitations.

Q6. Should proposal pricing be based strictly on the preventive maintenance frequencies listed in Technical Exhibit 03 - Detailed Equipment Inventory (TE-03), or should assumptions be made for future Government updates to the RPIE inventory?

A6. Proposal pricing should be based on the existing RPIE.

Q7. If the Government adds or removes assets from TE-03 after award, will there be a contract adjustment to pricing?

A7. The contractor would submit a Request for Equitable Adjustment to the contract price if a change ordered by the contracting officer affects the cost or time required for performance.

Q8. Are parts and materials for corrective maintenance expected to be included in the firm-fixed-price CLINs, or will they be reimbursed separately? If corrective maintenance materials are reimbursed separately, what markup or handling percentage is allowed?

A8. They should be included in the Firm Fixed Price.

Q9. For the Phase-In CLIN (0006), what specific activities should be included in pricing (e.g., CAC processing, background checks, safety training, MAXIMO setup, RPIE validation)?

A9. Please refer to PWS sections 1.2.14.1 and 1.2.14.2 for specifics

Q10. For the Phase-Out CLIN (2006), what specific activities should be included in pricing?

A10. Please refer to PWS sections 1.2.14.1 and 1.2.14.2 for specifics

Q11. Is there a fixed duration for phase-in and phase-out (e.g., 30 days), or should the contractor propose timelines? (Reference: Solicitation, Continuation of Supplies or Services and Prices/Costs, CLINs 0006 & 2006)

A11. The phase-in and phase-out are both 1 month in duration.

Q12. Should travel costs between the thirteen (13) dispersed sites (labor hours, mileage, lodging if required) be built into the firm-fixed-price, or will travel be reimbursed separately? (Reference: TE-01 [Facilities Site Index & Maps])

A12. There is no separate travel CLIN, so if reimbursement of travel costs is desired, it should be factored into the pricing of services.

Q13. What is the process for equitable adjustments if the actual workload differs significantly from the TE-03 inventory?

A13. The contractor would submit a Request for Equitable Adjustment, which would require review and approval from the contracting officer.

Q14. Will the Government provide MAXIMO user licenses and training, or should contractors include these costs in pricing?

A14. The Government will provide the contractor with access to the Maximo system, including user credentials and any necessary permissions. Additionally, the Government will provide training in using the Maximo system.

Q15. Is there an expected turnaround time for entering work orders and data into MAXIMO (e.g., same-day entry) that should drive staffing assumptions?

A15. See PWS section 5.3.1 and Table 5.3.1 for required timeframe.

Q16. For systems that require licensed or certified technicians (e.g., boilers, fire protection systems, backflow preventers), should these specialty services be assumed within firm-fixed-price CLINs?

(Reference: TE-03 [RPIE Inventory])

A16. Yes, the quoted price should include specialty services, when applicable.

Q17. Will third-party certifications and inspections performed by licensed subcontractors be reimbursed separately, or should they be included in the contractor's firm-fixed-price? (Reference: TE-03 [RPIE Inventory])

A17. Yes, it should be included as part of the contractor's pricing.

Q18. Many of the line items in TE-03 have a frequency of "NO PM REQUIRED" listed in column N. Is the contractor supposed to omit these items from consideration, or is the contractor still responsible to maintain these items? If the contractor is responsible to maintain all of these items, under which CLIN are they to be priced: CLIN 0002 Annual Maintenance, CLIN 0003 Semi Annual Maintenance, or CLIN 0004 Quarterly Maintenance?

A18. There is no PM requirement if the TE-03 Detailed Equipment Inventory states "No PM Required."

Q19. In the Attachment 01 Price Schedule, CLIN 0006 has no blue cell for the contractor to fill in. Is the contractor to price CLIN 0006? If so, where/how would the Government prefer this pricing be included?

A19. Please refer to the revised Price Schedule attachment as the cells for CLINs 0006 and 2006 have been updated.

Q20. Some of the PM Frequencies for line items in TE-03 do not line up with standard industry practice.

For example, the PM Frequency for boilers (item #2 in CLIN 0003) and elevators (item #4 in CLIN 0003) is listed as semi-annual in TE-03. However, standard industry practice is to do PMs on boilers monthly, as long as they are running/in-service. Is the contractor to perform only semi-annual maintenance on the boilers/elevators, or do we follow standard industry practice and conduct monthly maintenance? If monthly maintenance is required, how are offerors to price these PMs? (Reference: TE- 03 [RPIE Inventory], Attachment 01 [Price Schedule])

A20. The contractor will follow the frequencies listed in TE-03.
