About this file

This is a Standard Form 30 Amendment of Solicitation/Modification of Contract for a maintenance service contract. Amendment two addresses vendor questions regarding a solicitation for preventive and corrective maintenance services. Key clarifications include: all deficiency corrections will be at the government's expense, Requests for Equitable Adjustment (REAs) will be evaluated per contract terms, and the contractor's annual service pricing should cover all equipment serviced during a preventive maintenance (PM) event.

Specific details include that the PM repair limit is up to $2,500.00 for corrective maintenance, the management plan is not an evaluation factor and should be submitted as a standalone document, and the contractor's unit pricing should reflect all equipment serviced in an annual PM package. The solicitation is issued by WCOM MICC FT McCOY (RC) and the point of contact is Deena Murphy. The amendment is dated 16 SEP 2025 with the solicitation number W911SA25QA133.

SUMMARY OF CHANGES

The purpose of amendment two (2) is to answer Block 14 (Description of Amendment/Modification):

questions from vendors. All other terms and conditions of the solicitation remain unchanged.

Q1. In response to Q&A #4, can the government confirm that all deficiency corrections identified will be at the Government's expense?

A1. Yes, all deficiency corrections will be at the government's expense.

Q2. Can the Government confirm that a Request for Equitable Adjustment (REA) for corrective maintenance in order to address unknown conditions, including associated labor and material costs will be accommodated?

A2. The Government confirms that REAs will be evaluated and considered in accordance with the contract terms and applicable FAR clauses.

Q3. Should the contractor's unit price for annual service reflect the cost to service a single device (e.g., one backflow), or should it reflect the entire scope of assets at that site (all backflows and other systems in that annual service package)?

A3. The contractor's pricing should reflect all equipment that is serviced as part of that annual PM.

Q4. Will the Government include 52.212-2 IAW FAR 12.301(c) to provide clarification on the evaluation in particular how the management plan will be evaluated. Additionally, should the Management Plan be submitted as a stand-alone document or incorporated within the Price Schedule submission?

A4. The management plan is not an evaluation factor. The management plan should be a stand-alone document.

Q5. The PWS states in several locations that 'Repairs within the PM limit are accomplished prior to PM completion.'" Can the government please define what the PMs limits are?

A5. Up to $2,500.00 for corrective maintenance related to the PM.
