About this file
This document is Attachment 08 (ATCH-08) to a federal contract, detailing Directives, Instructions, and References for a construction or facilities management contract. The document outlines extensive compliance requirements across three main sections: Buildings and Structures Related Directives, Government General Requirements Documents, and Environmental Compliance Permits. Key directives include safety standards from OSHA, ASME, AWS, NFPA, and UFC, covering areas such as elevator safety, welding, environmental compliance, fire protection, electrical systems, and maintenance of various building infrastructure components.
The environmental compliance section requires the contractor to obtain and satisfy multiple permits, including Resource Conservation and Recovery Act (RCRA) Part B and Sub-Part X Permits, Clean Air Act Title V Permit, NPDES Storm Water Permit, and TSCA Section 407 (Lead-Based Paint Abatement). Additionally, the contractor may need to develop supplementary environmental plans such as Pollution Prevention, Solid Waste Management, Integrated Contingency Plan, Storm Water Pollution Prevention Plan, and Integrated Natural Resource Management Plan. These requirements suggest the contract involves complex facilities management with significant environmental and safety considerations.
