About this file

This document is FAR 52.212-1, Instructions to Offerors for an Agile Professional Services (APS) solicitation W900KK-26-R-A023. The solicitation is a three-phase competitive procurement for professional services supporting the Capability Program Executive Simulation, Training, Test and Threat (CPE ST3) enterprise. The Government seeks qualified contractors to provide agile-based professional services including workforce management, dynamic resource allocation, and cross-functional team coordination across geographically dispersed sites.

Phase I requires submission of technical proposals including a 15-page Agile Implementation Plan addressing cultural change management, dynamic resource allocation mechanics, backlog prioritization strategy, manpower resource efficiency, and commercial business model application; Key Personnel resumes (3 pages maximum per person) demonstrating minimum five years' program management experience with advanced agile certification (PMI-ACP, CSP, SAFe Agilist, or equivalent) and Jira expertise; and a Cybersecurity Compliance Gate certification confirming NIST SP 800-171 Revision 2 assessment score of 110 in the DoD Supplier Performance Risk System (SPRS). Offerors must also submit a 10-page Organizational Conflict of Interest Mitigation Plan addressing unequal access to information, biased ground rules, and impaired objectivity. Administrative documents include a Cover Letter confirming active Top Secret Facility Security Clearance with personnel eligible for TS/SCI clearance, and NAICS Size Standard Certification under code 541990.

Phase II consists of an in-person 60-minute oral presentation in Orlando, Florida, with maximum five participants. The presentation comprises two parts: a 40-slide technical presentation addressing resource allocation, workforce management, retention strategies, corporate training investment, operations governance, tool utilization (Jira), dashboards and metrics, and three recommended service improvement approaches; followed by a 10-minute response period to Government-provided scenario injects requiring demonstration of agile change management, HR actions, continuity-of-operations, and compliance capabilities.

Phase III requires submission of a binding Performance Work Statement (50 pages maximum) incorporating all Phase I and Phase II commitments; Contract Data Requirements List (CDRLs) on DD Form 1423; Quality Assurance Surveillance Plan (QASP) establishing specific numerical Acceptable Quality Levels for core tasks, automated surveillance via live dashboard, workforce availability metrics requiring 20-calendar-day backfill, 95% financial accuracy standard, and formal corrective action plan procedures; Transition Plan addressing 90-day phase-in with workforce capture, knowledge transfer, and dashboard handover; Compliance Matrix (not evaluated); and a Cost/Price Workbook providing fixed hourly rates for all labor categories encompassing direct labor, fringe benefits, overhead, G&A, corporate-funded training, and profit with no separate training surcharges or off-site infrastructure fees.

All proposal volumes must be submitted as separate electronic files using specified naming conventions without special characters, compressed files, or executable files. Documents must use Arial 12-point minimum font with 1-inch margins, contain visible text only (no concealed or micro-text), and be searchable with no hidden formulas or protected cells in Excel files. Microsoft Office 365 is required for all file types. Offerors must maintain prices firm for 180 calendar days from the proposal due date. Failure to possess verified NIST SP 800-171 score of 110 on submission date results in immediate non-compliance determination and proposal rejection. The Government intends to award without discussions but reserves the right to conduct discussions if necessary.
