3. Initial Quote Compliance Review

Offerors are advised that, before evaluating quotes under the stated evaluation factors, the Contracting Officer will first conduct an initial compliance review of each quote. This review is a compliance gate: it will confirm that (1) the offeror meets the eligibility requirements of this solicitation and (2) the quote includes each item required by the Submittal Requirements below.

Active SAM registration. The offeror must have an active System for Award Management (SAM) registration both at the time it submits its quote and at the time of award (FAR 52.204-7).

Failure to meet an eligibility requirement makes the offeror ineligible for further consideration and award. This is established by the applicable clause or provision and is not a matter of Contracting Officer discretion.

Evaluation of the Request for Quote (RFQ) is subject to the provisions contained herein. The Contracting Officer will conduct initial quote compliance review after solicitation closing for determination of basic quote adequacy prior to providing the quotes to the evaluator. To be considered for an award, Quote shall conform to all terms and conditions in the solicitation.

Failure to provide a complete quote as required by the solicitation, may result in the quote being removed from further consideration for award.

4. Quote Submittal Requirements: The offeror must submit complete quotations in accordance with all instructions and requirements in this solicitation. Quotations must include all mandatory documents and information listed in this section. Except where an applicable clause or provision provides otherwise, a quote that fails to include any item required below is non-compliant with the submittal instructions and may be excluded from further evaluation and award consideration.

The Government reserves the right, at the Contracting Officer's sole discretion, to communicate with quoters regarding omissions or other issues identified during the initial compliance review.

However, the Government is under no obligation to do so and may eliminate non-compliant quotes without prior contact.

Quote Submittal Documents. Each offeror must submit the following with its quotation:

a. SF-1449 - A completed, signed, and dated copy of the solicitation SF-1449. A completed, signed, and dated copy of the solicitation SF-1449 shall be required to indicate the Offeror’s agreement with the solicitation’s Terms and Conditions.

b. Pricing - Price/Cost Schedule or Price Quote - Total firm-fixed price covering all labor, materials, equipment, and supplies. Pricing can either be entered into the provided RFQ document (SF-1449, Section B.2 Price/Cost Schedule) or via a separate document (quote). Pricing shall be clear, accurate, free of mathematical errors, and extended to two decimal places. Pricing shall be presented to two decimal places for both unit prices and extended amounts. Vendors must ensure that each unit price is expressed in dollars and cents (e.g., 125.00), and that extended pricing—calculated as the unit price multiplied by the quantity—is also displayed to two decimal places (e.g., 125.00 × 4 = 500.00). This requirement ensures consistent financial presentation, prevents rounding discrepancies, and supports accurate evaluation and comparison of quotes within the Government’s financial and procurement systems.

c. Amendment(s) - Solicitation Amendments shall be signed, dated and submitted with the offeror’s quote or acknowledged in the solicitation.

d. Technical Submission Requirements – Technical approach detailing the following information:

• Proposed carpet cleaning and VCT cleaning/waxing methods, including chemicals and MSDS.

• Equipment to be used (extractors, VCT floor machines, air movers, etc.).

• Cleaning sequencing across 59,478 sq ft (Floors 1, 10, 11, 12, 13), addressing walker ducts and sectioning requirements.

• Methods for protecting furniture, cables, and equipment.

• Estimated cleaning duration and drying times.

• Safety and environmental considerations (OSHA, VA-specific requirements).

e. Period of Performance Schedule – Provide POP schedule. Period of performance must be.completed.within.96‗days.after.date.of.award¡ Carpet cleaning performance schedule must occur on the weekend, Saturdays and Sundays, 8:00

AM – 5:00 PM.

f. Past Performance - Provide 1-2 past performance contract information of recent and relevant carpet cleaning services with similar square footage and scope within the past 5 years. Past performance information must include the following:

• Contract Number (if applicable)

• Contracting Officer (or POC) Name/Email address/phone number

• Contract period of performance dates

Past Performance Definitions:

•Recency: Contracts/purchase orders/task orders that are 75% complete or completed within the past five years from the date quotes are due, shall be considered recent. The 75% completion applies to active contracts that include a base and option years. Thus 75% completion of an active contract's base year is considered recent past performance. And active contracts that are on option years are considered recent.

•Relevancy: Defined as a contract that is similar scope of the requirements in this Request for Quote.

•Scope: Compares how well the requirements in the RFQ's SOW align with those of the contract referenced.

•Confidence: Defined as performance which is satisfactory or better and will be used to assess the risk associated with successful contract performance.

•Neutral: No current and/or relevant performance record is identifiable upon which to base a meaningful performance risk prediction. Example: Government personnel were unable to identify any relevant Past Performance information for the quoter or key team members/subcontractors or their key personnel. This is neither a negative nor a positive assessment.

5. Clarifications

The Government may request clarifications as necessary to verify submitted information.

Clarifications will not permit vendors to revise or modify their quotations.
