About this file

This document is a comprehensive contract clauses document for federal procurement W900KK26RA023, containing all incorporated contract terms and conditions for a Department of Defense commercial acquisition.

The contract incorporates extensive clauses covering compliance requirements including cybersecurity maturity model certification (CMMC) Level 1 or higher for systems processing federal contract information or controlled unclassified information; security prohibitions and exclusions; safeguarding of covered defense information; and antiterrorism/force protection measures for overseas work. Labor standards requirements include Service Contract Labor Standards compliance with specified wage determinations across nine employee classes in multiple states (North Carolina, Florida, Alabama, Kentucky, Louisiana, Texas, California, and New York). The acquisition structure is a time-and-materials or labor-hour contract with fixed hourly rates covering direct labor, materials, and specified indirect costs, subject to a ceiling price with 85-percent notification threshold. Payment processing occurs through the Wide Area WorkFlow (WAWF) system using cost vouchers, invoices, or receiving reports as applicable. The contract includes options to extend services and contract term, with termination for convenience and cause provisions. Additional requirements address small business set-asides with limitations on subcontracting (50 percent for services), restrictions on contingent fees for foreign military sales, telecommunications security, and compliance with numerous federal representations and certifications relating to debarment, conflicts of interest, whistleblower protections, equal employment opportunity, and prohibitions on business with sanctioned regimes and the Xinjiang Uyghur Autonomous Region.
