Specification Document Summary
This is a bid specification document for the Substation Upgrade Building 2 - Phase 1 project at Corporal Michael J. Crescenz Medical Center (VA Medical Center, Philadelphia, PA), VA Project #642-22-104. The project involves replacing existing electrical substations and associated infrastructure to increase electrical capacity by at least 100% at the facility. The work is divided into three main items: (1) General Construction including demolition and construction of a new electrical room; (2) Electrical Work including replacement of existing 480/277V Substations 1 & 2 with 1500 kVA transformers, replacement of feeders and control systems, and provision of arc flash hazard analysis and load monitoring; and (3) Mechanical Work including design and installation of new HVAC cooling systems to support the electrical equipment. Two options are available for a temporary third substation—either to be removed after Phase 1 or retained as a spare unit. All work must be phased to minimize service outages while maintaining continuous medical center operations, with work scheduled primarily during weekdays and coordinated with the Contracting Officer's Representative (COR).
The specification establishes comprehensive requirements for contractor performance including Critical Path Method (CPM) scheduling with monthly updates, detailed submittal procedures for shop drawings and product data with 15-day VA review periods, security protocols for a medical facility environment, infection control and tuberculosis screening requirements for personnel, extensive safety and health requirements per OSHA standards, and warranty management with extended warranties for equipment such as HVAC systems, transformers, and fire protection systems. The contractor must maintain as-built drawings, provide operation and maintenance manuals, and conduct staff training on all installed equipment. The document references numerous CSI divisions covering demolition, concrete, metals, thermal and moisture protection, electrical systems (including medium-voltage cables, transformers, switchboards, and lighting), HVAC systems with commissioning, fire suppression and detection systems, and exterior improvements including chain-link fencing. Payment is based on fixed-price construction contracts with performance and payment bonds required throughout the construction period.
