About this file

This file contains contract exhibits for the Washington State Department of Transportation's (WSDOT) Roadway Toll Systems (RTS) modernization program, specifically for the Side-Fire Tolling (SFT) system. The exhibits include multiple Statements of Work (SOWs) that establish the framework for designing, implementing, operating, and maintaining toll collection systems across Washington State facilities. The primary deliverables include a Proof of Concept (POC) project demonstrating side-fire image-based and optional automatic vehicle identification technologies, with performance testing to validate system capability in real-world traffic conditions. The SFT POC is designed to operate in an infrastructure-light profile mounted on roadside poles, shoulders, or barriers without overhead equipment over live traffic. The POC testing period is limited to 120 days following installation approval, with guaranteed milestone dates requiring vendor performance on design, installation, testing, and decommissioning activities. Additional SOWs provide templates for future facility implementations and program-level coordination, with future systems potentially including express toll lanes, single-point toll facilities with multiple zones, and extended corridor applications supporting express toll lane operations with trip building and rate assignment capabilities.

Pricing for the SFT POC is structured as a lump-sum amount with milestone-based payments tied to approval of specific deliverables including project management plans, design documents, installation readiness packages, and testing completion reports. The vendor receives a $100,000 performance incentive for meeting all agreed-upon performance measures during the final 30 days of the POC measurement period. Liquidated damages are assessed for failure to meet guaranteed milestone dates, lane closure time violations, and traffic control violations, with single-lane closure delays penalized at $1,500 per 15-minute increment and multi-lane closures at $5,000 per increment. Future hypothetical systems pricing is structured with implementation costs, annual operations and maintenance fees for ten years, and annual performance audit costs for nine years. No bonds are required for the POC, though implementation bonds at 80 percent of implementation cost and operations and maintenance bonds at 100 percent of the first year cost are required for full facility systems. Key personnel staffing requirements include a project manager, systems engineer, software design manager, network design manager, system test manager, environmental compliance manager, and installation manager, with WSDOT approval required for any personnel replacements.

SIDE-FIRE TOLLING PROOF OF CONCEPT PROJECT SPECIFIC

ELEMENTS

SECTION 1. PROJECT BACKGROUND

The purpose of this Proof of Concept (POC) is to demonstrate the ability and consistency of a

Side-Fire Tolling (SFT) System, that uses a combination of Image Based Tolling (IBT) and optionally Automatic Vehicle Identification (AVI) technologies, to meet the performance requirements provided in Appendix 4 and Exhibit E of a system in toll collection. The SFT POC is implemented in an infrastructure light profile such as on a roadside pole, shoulder or barrier.

No equipment installed overhead over live traffic is to be used in this POC.

The POC will be deployed in order to assess the readiness to support multiple types of Tolling

Solutions such as:

• Express Toll Lane (ETL) System (including trip building)

• Short-term applications

• Direct access ramps

The POC will include one (1) toll point, in parallel to an operating ETL system, and may include a single lane location and a dual lane location in order to demonstrate performance in each lane configuration.

Locations for mounting equipment will be limited, and the SFT POC Vendor shall perform no earthwork under this contract to support the POC. The Vendor shall coordinate with WSDOT for the optimal location of the SFT location and infrastructure requirements. The Vendor shall prepare and submit the proposed location of the SFT components in the Toll Infrastructure

For those requirements that are to be verified through testing, the matrix shall identify the relevant test procedure document and section where the requirement is tested.

The Master Test Plan shall define the following Tests:

• SFT POC Site Acceptance and Commissioning Testing. The Vendor shall perform a SAT location that includes a series of controlled baseline test procedures to demonstrate functionality of the SFT System, in an unambiguous fashion. The intention of SAT is to validate functionality of the SFT System once it is installed. SAT validation shall be performed on an application basis prior to full SFT POC testing with live traffic. All roadside functional requirements of the SFT POC, excluding external interfaces, are to be validated during the SAT. Conditions of the test shall include items such as lighting, type of vehicle, and the speed and movement of the vehicles through the Toll Zone (left to right, lane identification and straddling, vehicle speed, and mix of vehicles with and without tags).

• The Commissioning Testing shall simulate full “end-to-end” functionality of the SFT POC including from the roadside through preparation of data to the BOS and other interfaces as required, and performance of that interface (load testing).

• Commissioning Tests shall occur only after all SFT POC SAT testing has been completed in order to perform trip building. Commissioning Testing shall be performed on the installed

SFT POC system in the field using a combination of controlled test vehicles (for functionality testing) and live traffic or simulated data to augment or replace live traffic (for load testing).

The purpose of the Commissioning Testing is to verify that the SFT POC and all interfaces are complete and ready for full POC testing in a revenue environment.

• SFT POC Performance Test. The Performance Test shall demonstrate the SFT POC solution’s real-world performance in live traffic. While not used for actual revenue collection, it is expected that transaction data generated will be accurate and reliable for transaction posting and trip building purposes. Performance will be evaluated against the Performance

Requirements listed in Appendix 4 Section 4.3.8, and measured as described in Exhibit E.

The Performance Test shall be continuous during the SFT POC and is to be conducted and evaluated by the Vendor and observed by WSDOT.

• Trip Building Test Data Generation. The SFT POC shall perform trip building, utilizing simulated and real data from the SFT POC roadside transactions at the read point, and generating simulated data for additional read points. Fully built and priced trips will be sent to the Back Office System (BOS) for verification but will not be posted for actual revenue collection. The SFT POC vendor shall describe how simulated roadside transaction data shall be generated and integrated with actual roadside data to build trips, and submit this information to WSDOT for review and approval.
