Appendix 6: List of Mandatory Standards for Washington State Roadway Toll Systems Modernization Programs
This document is a mandatory standards appendix prepared by the Washington State Department of Transportation (WSDOT) for RFP-2026-0911, which solicits proposals to design, develop, implement, operate, and maintain Roadway Toll Systems in Washington State. The appendix establishes comprehensive technical and regulatory standards that vendors must follow for all design and installation work on the project. The mandatory standards encompass numerous publications and guidelines from industry organizations including AASHTO, AWS, ASCE, FHWA, ITE, IMSA, NFPA, and various WSDOT-specific design manuals, construction specifications, and operational procedures. Standards address structural design, traffic control, electrical systems, environmental compliance, accessibility requirements, and safety protocols. Vendors are required to notify WSDOT immediately of any ambiguities or conflicts between standards and environmental documents, programmatic agreements, or project permits, with the WSDOT Project Manager providing clarifications on unclear requirements before design or installation proceeds.
The standards list includes region-specific provisions applicable to the Northwest Region, Olympic Region, and Southwest Region, with vendors expected to follow the latest versions of WSDOT standards available at the time respective facility scopes of work are signed and notices to proceed are issued. The current versions of all referenced WSDOT standards are available online at wsdot.wa.gov/engineering-standards/all-manuals-and-standards, with copies of region-specific documents marked with an asterisk included in the RFP package at the date of publication. This comprehensive standards framework ensures that all aspects of the roadway toll systems modernization project—including the Open Road Tolling and Side-Fire RTS contracts—meet established federal, state, and local requirements for safety, accessibility, environmental protection, and infrastructure quality.
