About this file

This is an Operations and Maintenance Appendix for the Washington State Department of Transportation's (WSDOT) Roadway Toll Systems Modernization Programs RFP-2026-0911, which establishes comprehensive requirements for maintaining two toll system contracts: Open Road Tolling (ORT) RTS and Side-Fire RTS. The Vendor is responsible for all operations and maintenance activities including troubleshooting, hardware and software repairs, software/firmware updates, spare parts inventory management, annual performance audits, and monthly maintenance reporting through the contract term. Key deliverables include a Maintenance Plan, Operations Manual, Monthly Maintenance Reports, Performance Audit Reports, SOC1 Audit Reports, and IT Security Audit Reports. Weekly project management meetings with WSDOT Operations staff are required, with monthly invoices submitted upon approval of Monthly Maintenance Reports. Response and repair times are tiered by priority level: Priority 1 events require 2-hour response and 2-hour repair times; Priority 2 events require 6-hour response and 6-hour repair times; and Priority 3 events require 12-hour response with 30-day repair windows for RTS systems.

The Vendor bears all labor and expense costs for maintenance activities, spare parts procurement, and equipment replacement, with no reimbursement for shipping, travel, meals, or lodging. A 10% spare parts inventory must be maintained with one spare cabinet per model for Vendor-provided cabinets, tracked through the Maintenance Online Management System (MOMS). Annual Performance Audits must be conducted for no less than 30 consecutive calendar days to validate system compliance with performance measures, with re-audits required if performance standards are not met. SOC1 Type 2 audits and triennial IT Security audits using WaTech-approved procedures are mandatory, with liquidated damages assessed for non-compliance or missed deadlines. Traffic maintenance of traffic (MOT) during operations is strictly regulated with specific lane closure restrictions, rental fees calculated based on lost revenue differential, and time-of-day limitations ranging from peak period prohibitions to unlimited nighttime closures (9 p.m. to 4 a.m.) at zero cost. The Vendor must maintain emergency vehicle access, comply with MUTCD standards and MASH 16 crash test requirements for traffic control devices, and coordinate with local emergency service providers and law enforcement throughout the operations period.
