About this file
This document is Appendix 1: Definitions for RFP-2026-0911, a Request for Proposals issued by the Washington State Department of Transportation (WSDOT) for Roadway Toll Systems Modernization Programs. WSDOT is soliciting proposals to design, develop, implement, operate, and maintain Roadway Toll Systems in Washington State through two independently evaluated contracts: an Open Road Tolling (ORT) RTS contract and a Side-Fire RTS contract. The RFP encompasses multiple toll facilities across Washington, including projects on I-405 (Bellevue to Lynnwood), SR 167 (Stage 2b Extension and Gateway projects), SR 520, and SR 99 Tunnel. The scope of work includes design, procurement, installation, integration, testing, operations, and maintenance of toll collection systems that utilize technologies such as Automatic Vehicle Identification (transponders), Automatic License Plate Recognition (ALPR), and Photo Tolling. Future facilities may be awarded to either or both contractors depending on project scope and WSDOT's needs. The contract will include implementation phases and ongoing operations and maintenance periods with defined milestones, guaranteed dates, and acceptance testing requirements.
The definitions document establishes terminology and technical requirements governing the contract performance, including specifications for system components, performance measures, quality assurance and quality control procedures, and testing methodologies. Key defined terms address the toll collection infrastructure, back office systems, customer service center integration, and the interface between WSDOT-provided infrastructure and vendor-supplied equipment. The document outlines roles and responsibilities for WSDOT personnel (Program Manager, Project Manager, Contract Administrator, Quality Verification staff) and vendor personnel (Program Manager, Project Manager, Operations and Maintenance Manager), establishing clear demarcation points for installation and maintenance responsibilities. Additional definitions cover performance metrics such as Mean Time Between Failures (MTBF), Mean Time to Respond (MTTRespond), and Mean Time to Repair (MTTRepair), as well as liquidated damages provisions for delays in meeting milestone guaranteed dates. The appendix also includes comprehensive abbreviations for industry standards, government agencies, technical protocols, and specialized toll system terminology used throughout the RFP and resulting contract documents.
