About this file

This is a Compliance Matrix document prepared by WSDOT (Washington State Department of Transportation) that outlines the technical and operational requirements for the Roadway Toll Systems Modernization Programs. The matrix establishes compliance criteria for two independent contracts to be awarded through a single RFP: an Open Road Tolling (ORT) RTS contract and a Side-Fire RTS contract. Each contract will be evaluated separately, with WSDOT retaining the flexibility to award future toll facilities to either or both contractors based on project scope and state needs. The document serves as a structured evaluation tool to ensure bidder proposals meet specified technical standards, operational capabilities, and system performance requirements across multiple functional areas including toll collection technology, interoperability, customer service platforms, and back-office operations.

The compliance matrix functions as a reference document for bidders to understand mandatory and desired system capabilities, allowing proposers to demonstrate alignment with WSDOT's technical specifications and operational expectations. Rather than establishing pricing terms or financial requirements, the matrix focuses on technical compliance metrics, performance standards, and system functionality benchmarks that bidders must address in their proposals. This tool enables standardized evaluation across all submissions and ensures that both the ORT and Side-Fire RTS contracts will operate with consistent quality standards and technical compatibility requirements, while maintaining the independence of each contract award decision.
