About this file

This document is Appendix 7: Lane Side Operations Business Rules, prepared by the Washington State Department of Transportation (WSDOT) Toll Division in support of RFP-2026-0911 for the Roadway Toll Systems Modernization Programs. The business rules establish the operational framework for toll collection across multiple Washington State facilities, including SR 16 (Tacoma Narrows Bridge), SR 520, SR 99, SR 509, SR 167 Gateway segments, Interstate Bridge Replacement pre-completion tolling, and I-405 Express Toll Lanes segments (Bellevue to Lynnwood and Renton to Bellevue). The document defines toll-eligible facilities authorized under various RCW statutes, establishes hours of operation ranging from 24/7 service on single-point toll facilities to limited-hour service (5:00 a.m. to 8:00 p.m., Monday through Friday) on express toll lanes, and specifies vehicle classifications using axle-based categories for toll rate determination. Toll rates are set by the Toll Setting Authority and vary by facility type, time of day, direction of travel, and payment method, with dynamic pricing algorithms applied to express toll lanes to maintain minimum average speeds of 45 miles per hour at least 90 percent of the time during peak hours.

The business rules address customer service operations through a Statewide Customer Service Center managing Good To Go! accounts, transponder sales, and dispute resolution, with tolls collectible through electronic passes, license plate photo-tolling, and manual payment methods. Manual toll collection operates exclusively on SR 16, requiring minimum staffing levels and accepting cash, credit cards, debit cards, and electronic wallet payments. The document establishes toll exemptions and discounts by facility type, including provisions for carpools, motorcycles, transit vehicles, buses, and emergency response vehicles, with specific occupancy requirements for express toll lanes (2+ vehicles off-peak, 3+ vehicles during peak hours on I-405 BTL). Toll rate sign display protocols, exception case messaging, and incident-based operational procedures are detailed for both single-point toll facilities and express toll lanes, with enforcement of HOV declarations assigned to the Washington State Patrol. The document further specifies toll point transaction rules, fare assignment methodologies, and rate scheduling procedures, including backup time-of-day toll rate plans for scenarios when dynamic pricing algorithms are non-functional.

February 20, 2026 7 that performance on the corridors has not met the goal that average vehicle speeds in the express toll lanes remain above 45 miles per hour at least 90 percent of the time during peak hours. Therefore, the legislature intends that the commission reevaluate options at least every two years to improve performance on the Interstate 405 and state route number 167 corridors.”

4. Toll rates

4.1 Toll rate setting, calculating, and distributing

4.1.1 The toll rates and discounts are set by the Toll Setting Authority with input from WSDOT per RCW 47.56.030.

4.1.2 The Toll Setting Authority periodically reviews toll rates and discounts to determine if financial, traffic management, and other toll system objectives are being adequately met.

4.1.3 Toll rate calculation and distribution for existing lane toll systems:

a. SR 16—Static toll rates are held at the BOS where they are matched to customer transactions based on payment method. Toll rates are not dynamically displayed on SR 16.

February 20, 2026 9

b. SR 520—Time of day toll rates are posted to toll rate signs by the TMC. Time of day toll rates are also held by the BOS, who matches scheduled toll rates to customer transactions based on transaction information and the customer account standing.

c. SR 509 — Rates are posted to toll rate signs by the TMC. Time of day toll rates are also held by the CSC, who matches scheduled toll rates to customer transactions based on transaction information and the customer account standing.

d. SR 99 — Time of day toll rates are posted to toll rate signs by the TMC. Time of day toll rates are also held by the CSC, who matches scheduled toll rates to customer transactions based on transaction information and the customer account standing.

Eastside Corridor Express Toll Lanes

The I-405 BTL, I-405 RTB and SR 167 ETL are individual facilities that make up a continuous corridor on the Eastside the Puget Sound Region. For customers that travel across multiple facilities in a single trip and do not have a Good To Go! account, only one Pay By Mail increment is charged, referred to as a multi-facility discount.

e. I-405 BTL— Toll rates are calculated as part of TMS where the traffic data is collected. WSDOT has developed and controls the calculation algorithm, to produce rates so that they are reflective of traffic conditions and distance traveled. The rates are posted to toll rate signs along the facility by the TMC and sent to the toll vendor FMAS to be matched with customer transactions and trips.

f. I-405 RTB — Toll rates are calculated as part of TMS where the traffic data is collected. WSDOT has developed and controls the calculation algorithm, to produce rates so that they are reflective of traffic conditions and distance traveled. The rates are posted to toll rate signs along the facility by the TMC and sent to the toll vendor FMAS to be matched with customer transactions and trips.

g. SR 167 ETL— Toll rates are calculated as part of TMS where the traffic data is collected. WSDOT has developed and controls the calculation algorithm, to produce rates so that they are reflective of traffic conditions and distance traveled. The rates are posted to toll rate signs along the facility by the TMC and sent to the toll vendor FMAS to be matched with customer transactions and trips.

h. Toll rate calculation and distribution for future lane toll systems

(1) Bridge, tunnel, and single-point toll facilities — Time of day toll rates are posted to toll rate signs by the TMS. Time of day toll rates are also held by the CSC, who matches scheduled toll rates

February 20, 2026 10 to customer transactions based on transaction information and the customer account standing.

(2) Future ETL facilities —Toll rates are calculated as part of TMS where the traffic data is collected. WSDOT has developed and controls the calculation algorithm, to produce rates so that they are reflective of traffic conditions and distance traveled. The rates are posted to toll rate signs along the facility by the TMC and sent to the toll vendor FMAS to be matched with customer transactions and trips. Toll rates (WAC references)
