About this file
This document is an appendix to a Request for Proposals issued by the Washington State Department of Transportation for the Roadway Toll Systems Modernization Programs, specifically detailing the Side-Fire Tolling (SFT) Proof of Concept overview. WSDOT is soliciting proposals from vendors to design, develop, implement, operate, and maintain roadway toll systems, with two independent contracts available: Open Road Tolling (ORT) RTS and Side-Fire RTS. The SFT POC requires vendors to demonstrate the capabilities of an Image-Based Tolling (IBT) system, optionally combined with Automatic Vehicle Identification (AVI) technology, utilizing side-mounted infrastructure on roadside poles or barriers without overhead equipment installation. The SFT POC will be deployed at one location in parallel with an operating Express Toll Lane system, potentially including both single-lane and dual-lane configurations to evaluate performance across different scenarios. The scope encompasses detection and classification of vehicles, capture of license plate images using Optical Character Recognition (OCR), axle counting, Digital Video Audit System (DVAS) data storage, and transponder identification if AVI is proposed, with trip assembly and fare assignment occurring in a cloud-based host environment.
The vendor selected for the SFT POC will be responsible for furnishing all hardware, software, installation, integration, testing, and labor necessary to establish a fully functional proof of concept system, including providing cellular network connectivity. WSDOT will provide certain existing civil infrastructure such as gantries, standard poles, and electrical service as needed, subject to vendor coordination and approval. Following successful completion of the POC, the vendor shall have an opportunity to pursue future WSDOT projects including brownfield conversions of existing facilities and greenfield installations, with operations and maintenance services potentially extending up to ten years per the respective scope of work. Key stakeholders include WSDOT's Back Office System Operations Team, Customer Service Center Operations Team, multiple headquarters and regional teams, Washington State Patrol, the Washington Legislature, and Washington Technology Solutions for network and cybersecurity management. Performance measures outlined in Exhibit E will serve as benchmarks for evaluating real-world SFT POC performance, with the vendor required to provide operations and maintenance services, monitoring, reporting, and system decommissioning at the conclusion of the POC period.

APPENDIX 2B. SIDE-FIRE PROOF OF CONCEPT OVERVIEW
2.1 Purpose
This Appendix provides an overview of the Roadway Toll Systems (RTS) Side-Fire Tolling (SFT) Proof of
Concept (POC) that WSDOT requires of the SFT Toll Vendor. This document establishes the overall approach, sequence of events, Deliverables, and technical requirements needed to support the delivery of the SFT POC.
2.2 Background
The purpose of this POC is to demonstrate the capabilities and consistency of an SFT System that uses a combination of Image-Based Tolling (IBT) and, optionally, Automatic Vehicle Identification (AVI) technologies to meet the toll collection performance requirements outlined in Appendix 4 and Exhibit E.
This POC allows WSDOT to test industry-leading technology and approaches with the goal of future rapid deployments without the need for traditional overhead infrastructure. The SFT POC is intended to be implemented in an infrastructure light profile such as on a roadside pole, located off the shoulder or on a barrier. No equipment is to be installed overhead of the roadway toll point in this POC.
The goals of the SFT POC are to validate the functional and performance capabilities of an SFT solution, understand the requirements for implementation, and be able to include SFT as an alternative for future implementations. The SFT POC is intended to be the first phase of an IBT and infrastructure light solution where real world performance will be evaluated. Beyond the SFT POC, the SFT Toll Vendor and its proposed solution shall be capable of Project delivery and technical adherence, and of meeting all of the
WSDOT requirements presented in the Request for Proposals (RFP) as a potential second phase, with a contract to be issued after the SFT POC at WSDOT’s sole discretion for any additional Scope(s) of Work.
Refer to Section 2.10 herein.
2.2.1 PROGRAM STAKEHOLDERS
