About this file

This document is Exhibit 8 of the Request for Proposals (RFP-2026-0911) issued by the Washington State Department of Transportation (WSDOT) for Roadway Toll Systems Modernization Programs. The exhibit establishes prevailing wage rates applicable to public works projects in Washington State counties, with rates determined by either the bid due date or the contract award date if the award occurs six months or more after the bid submission. For this specific project, the effective date for prevailing wage rates will be the award date, which coincides with the Notice to Proceed date. Prevailing wage rates can be accessed through a dedicated lookup page using the applicable effective date, with printed copies available at WSDOT offices or provided via email or mail upon vendor request. All subcontractors utilize the same bid due date and award date for rate determination purposes.

The exhibit provides comprehensive overtime compensation codes (1B through 4H) and holiday codes (5A through 7T) that detail specific payment multipliers for hours worked beyond standard thresholds, weekend work, and holiday work. Additional note codes (8D through 8V) specify premium pay for specialized work conditions including hazmat projects, traffic control duties, underground work, suspended work, and diving operations with depth and enclosure premiums. Overtime calculations are based on the actual hourly rate paid to workers, with the minimum hourly rate determined by subtracting fringe benefit costs from the prevailing wage. The base requirement mandates that all hours exceeding eight hours per day or forty hours per week be compensated at one and one-half times the hourly wage rate, with additional multipliers applied for weekend and holiday work according to the assigned overtime code for each job classification.

EXHIBIT 8: WASHINGTON STATE PREVAILING WAGE RATES

Request for Proposals

RFP-2026-0911

Washington State Roadway Toll Systems Modernization Programs

Offered by Washington State Department of Transportation

Summary This document provides details on the prevailing wage rates for various counties in Washington State with an effective date and the keys to the Holiday, Overtime, and Notes entries to follow.

Prevailing Wage Rates The prevailing wage rates in a particular county are determined by the bid due date for a public works project, and these rates apply to that project until it is completed, unless the contract award date is six months or more after the bid due date, in which case the rates to be paid will be determined based on the award date. The bid due date is the date that General Contractor bids for the project are due to the Awarding Agency. All sub-contractors use this same bid due date and award date. For this project, the effective date will be the award date which is also Notice to Proceed Date.

The prevailing wage rates for a particular job are available at the link below using the effective date as mentioned above:

Prevailing wage rates lookup page A printed copy of the prevailing wage rates will be available at WSDOT office to view. However, if the vendor requests a copy of the prevailing wage rates, it can be emailed to the vendor-provided email address, or a hard copy can be mailed to the vendor at their provided mailing address.
