About this file
This document is a Treasury Standard Form 1009 Sole Source Justification for acquisitions at or below the simplified acquisition threshold. The Bureau of Engraving and Printing (BEP), Western Currency Facility needs to replenish two specific machine spare parts (MAP3910 and MAP3911) for their printing equipment, which are exclusive to Koenig & Bauer Banknote Solutions SA (KBBS), a large business. These proprietary mechanical spare parts are critical for Super Simultan, Intaglio, COPE, and LEPE presses, and using aftermarket parts would void the equipment warranty.
A Notice of Intent (NOI) 2031ZA25N00050 was posted on SAM.gov on 14 August 2025 with a response closing date of 19 August 2025, during which no industry responses were received. BEP intends to sole-source the contract to KBBS, with the applicable North American Classification Code (NAICS) being 333248 for All Other Industrial Machinery Manufacturing. Market research indicates that BEP has been unable to identify alternative sources with the necessary technical capabilities, and the unique nature of their specialized equipment makes fostering competition unlikely for this or future contract actions involving these proprietary items.

5. Any other important information.
Market research indicates that market conditions remain unchanged for requirements of this nature. Despite BEP's ongoing efforts to foster competition, it has been unable to identify sources with the necessary technical capabilities and expertise to provide the required spare part.
Given the unique nature of BEP's business, the specific machinery and spare parts available to BEP, and the essential components needed to sustain operations, it is unlikely that BEP will be able to foster competition under this proposed contract action or any future action involving proprietary items necessary for this highly specialized equipment.
