The feature of this item is peculiar to one manufacturer (Crane & Co.) based on the unique manufacturing method and development of this item by Crane & Co. This item is essential to the Bureau of Engraving and Printing (BEP’s) requirement in support of new security feature development to support the design and development of future U.S. currency designs as BEP requires all paper technical requirements for non-distinctive currency paper and use of current non-distinctive security features in conjunction with new potential security feature. The market research indicates other companies’ similar products, or products lacking the particular feature, do not meet, or cannot be modified to meet, the agency’s needs.

4.b Supporting information and facts (i.e. the details surrounding the requirement that supports the selection made in 4.a).

The Bureau of Engraving and Printing (BEP) is a component of the Department of the Treasury that designs, engraves, and prints U.S. currency banknotes and other U.S. security products. U.S. currency banknote manufacturing occurs at BEP’s District of Columbia Facility (DCF) located in Washington, DC and Western Currency Facility (WCF) located in Fort Worth, TX. BEP’s primary customer is the Federal Reserve Board (FRB).

U.S currency banknotes are manufactured by BEP using non-distinctive security currency paper supplied by Crane & Co., Inc.

Except for any raw materials or production processes associated with the security features specific to distinctive security currency paper, non-distinctive currency paper used for Security Feature Development to be supplied under the resultant purchase order must be manufactured using the same raw materials and production processes as that used by Crane & Co., Inc. to manufacture the distinctive security currency paper used by BEP to produce U.S.

currency banknotes.

The feel of the paper, color and spectra of distinctive currency paper are considered to be counterfeit deterrence features of U.S. currency, and used for authentication by both human and machines. The manufacture of paper imparts unique paper-machine characteristics to currency paper which are used as anti-counterfeit deterrents and authentication by the U.S. Secret Service. Paper production variation over time must be controlled to reduce the potential variation in the critical to quality properties and characteristics which could introduce greater production variation and potential impacts to surface energy and ink adherence. Non-distinctive currency paper is specified

Prescribed by Treasury: DTAP 1013.106(b) to have the same physical properties and characteristics as distinctive currency paper with the exception of color, spectra, and inclusion of the distinctive security materials.

Use of multiple sources would increase the variation and may introduce acceptance, performance, durability, and security risks. To ensure that the testing and evaluation of potential security features is done under conditions as close as possible those used by BEP to produce U.S. currency banknotes, the non-distinctive Currency Test Paper for Security Feature Development that will be used by BEP to support security feature development and testing must be as close as possible in terms of raw materials, manufacturing processes, and physical properties to the non-distinctive currency paper manufactured by Crane & Co., Inc.
