About this file
This document is a Treasury Standard Form 1009 Sole Source Justification for a procurement by the Bureau of Engraving and Printing (BEP). The document details BEP's need to purchase OIL1100 ISOSOLV LOW VOLATILE ORGANIC COMPOUND (VOC) wipes for cleaning Currency Over Printing Equipment (COPE) presses, with Ecolink, Inc. (a small business) identified as the sole source vendor. BEP chose Ecolink after extensive testing revealed their Isosolv solvent posed significantly lower health and safety risks compared to a previously used acetone-based solvent that caused adverse employee health effects.
The procurement is justified by regulatory compliance requirements, specifically the District Department of Environment (DDOE) regulations mandating low VOC solvents for printing presses. A Notice of Intent (NOI) 2031ZA25N00044 was posted on SAM.gov on 16 July 2025, with a response closing date of 21 July 2025. One response was received from NuGenTec Redefining Chemistry, but their product requires additional testing. BEP emphasizes that only Ecolink can meet their needs for employee health protection and environmental regulation compliance, making them the sole qualified source for the ISOSOLV Solvent.

Previously, BEP identified an acetone-based solvent (Solvent V) for use on COPE presses, implemented on 1 January 2012. Shortly after its deployment, employees began reporting adverse health effects associated with Solvent V. Several employees visited the health unit, and BEP recorded Occupational Safety & Health Administration (OSHA) illnesses linked to the solvent's use.
In response, BEP conducted extensive testing of alternative solvents and ultimately determined that Ecolink’s Isosolv posed significantly lower health and safety risks. Industrial hygiene monitoring during testing confirmed that vapor concentrations of the solvent remained below regulatory limits for all cleaning tasks when Isosolv was used.
