…offers maximum operational efficiency Flex is a forward-looking, future-proofed platform compliant with your specifications, using commercially available components providing enhanced capabilities and meeting the strictest standards of CJIS and cybersecurity guidelines.
Our Proposal Includes
• Flex CAD
• Flex Mobile
• Interfaces
• ActiveEye Managed Detection and Response (MDR)
• APX Next Radio Location
Options Include
• Hardware with High Availability and Disaster Recovery
• Full Time On-Site Resource
• RAVE Link
• CommandCentral Aware Plus
Flex computer-aided dispatch (CAD) Flex CAD is highly configurable by each of the individual agencies, with an easy-to-use interface that streamlines the entry and real-time distribution of mission-critical information. A true location-based, GIS-data map aids resource management, enabling more efficient and coordinated responses.
Flex mobile Flex Mobile is capable of on-demand access to critical multimedia information for safer, more informed decisions.
By incorporating a fully functional mobile office, NSP will be able to go beyond just sending CAD data to an officer. First responders will have simplified, intuitive incident management and reporting capabilities that maximize the officer’s presence in the field.
Agency-initiated updates such as screen changes and version updates can be sent wirelessly to the mobile unit without disruption to the mobile user or the need to physically touch the unit. Flex also supports alternative mobile devices by offering support for tablets and handheld devices (smartphones and handheld radios).
Integration Only Available from Motorola
The Flex Motorola ASTRO Radio Location Integration offers reliable officer location tracking by showing Global Positioning System (GPS)-enabled subscriber devices in Flex’s mapping software. This allows dispatchers and other officers to locate field personnel, even if a responder has to leave the vehicle.
With the ASTRO Radio Location Integration, first responders can request assistance or backup by using the emergency button on GPS-equipped Motorola radios. When a first responder presses the emergency button, all CAD and Mobile AVL maps zoom to that device, which will flash in a red, alerted status. The integration also provides field personnel with up-to-date information on the location of other available field personnel.
Cybersecurity Nebraska State Patrol provides critical services to the community that require your CAD and Mobile systems to be available and effective at all times. Cybersecurity threats like ransomware can take your servers and workstations offline, delaying emergency response and putting lives at risk.
Our cybersecurity services, aligned to the National Institute of Standards and Technology (NIST) Cybersecurity Framework, will help you detect, prevent and respond to cyber attacks. With best-in-class people, processes and technology we bring scalable operations that will help you manage cyber risk awareness, detection, response and recovery.
Managed Detection and Response (MDR) Maintain the availability of your systems by combining Managed Detection and Response (MDR) with professional services.
Powered by our ActiveEye security platform, our MDR service provides 24/7 coverage through our Security Operations Center (SOC) to continuously monitor your network. Implementing our Cyber Assurance Program (CAP) on top of your MDR service engages Motorola experts to work with your team to further reduce your risk of cyber threats and strengthen the resilience of your system against them. When you combine our CAP with your MDR service, you get the insights and expertise of our professional services team while also receiving rapid threat detection and response.
• Tabletop Exercises – Allows you to evaluate the readiness of your incident response plan. This exercise will not only test your organization’s knowledge of your incident response plan, but how your MDR service supports the plan.
• Incident Response Planning – Ensure that your incident response plan is effective, meets your agency’s needs and incorporates your MDR solution. We help develop your incident response plan based on guidelines established by NIST and any best practices relevant to your organization.
• Risk Assessments – Evaluate every element of your organization’s security program, including the policies, standards, procedures and technologies. A risk assessment will compare your program against a best practices framework.
• Penetration Testing – Pentesting can help you evaluate how your organization responds to alerts from your MDR system, as well as which elements of your cybersecurity program will be effective during an attack.
• Vulnerability Scanning – Vulnerability Scanning will identify whether there are any known technical vulnerabilities in your system that could be exploited, either by internal threat actors or unauthorized external access.
Motorola Solutions builds and connects technologies Motorola believes that each piece of technology in this proposal is well-suited to your needs – and we hope that you will agree. But Motorola’s strategy for helping agencies like NSP serves doesn’t stop with individual pieces of technology.
Motorola believes that the future of public safety demands products that work together, channeling streams of undifferentiated data into a steady supply of actionable information that protects residents and builds safer communities. In support of that goal, Motorola has developed a robust ecosystem of public safety solutions that combines voice, video, messaging, location and security services – to make the job of public safety easier, faster and more effective.
The technology in this proposal has been designed to work as part of the industry’s most powerful end-to-end suite for mission critical operations.
These products work together, enhancing each other’s individual capabilities, so that each solution we propose is even more than the sum of its parts. Here are some of the benefits that you could realize:
Rave Link (Optional) Rave Link will help NSP to collaborate more effectively across jurisdictions and on different CAD platforms. Immediately notify stakeholders and escalate communications based on resource availability, crime type and when events are occurring around critical infrastructure. Connect PSAPs across jurisdictions in order to improve mutual aid response and provide early visibility into major incidents even when using different systems. Ensure process compliance and effective coordination of disparate teams for extended dispatch and complex scenarios.
CommandCentral Aware Plus (Optional) Motorola will move NSP from their current CommandCentral Aware Starter platform to CommandCentral Aware Plus. CommandCentral Aware Plus will allow NSP to see all of your resources and events on a single, highly configurable map. With CAD incidents, radio and vehicle locations, LPR alerts, sensors, cameras and more all together, you’ll uncover new insights that inform better decisions. Unifying all of your real-time data, LPR and video streams into a secure common operational view, CommandCentral Aware Plus automates analysis to surface critical insights and enables instant communication of intelligence to responders in the field.
Rapid implementation, no disruption, complete support Planning & implementation Motorola has implemented public safety solutions in hundreds of locations throughout the U.S., supporting multi-discipline, multi-agency organizations, serving populations large and small, including multiple agencies across the country.
Motorola also has extensive local experience and in-depth technical understanding in the deployment of systems within Illinois. This means Motorola is uniquely prepared to complete the technical objectives that NSP needs to meet – on time, on budget and with minimal disruptions for the end user.
Business Process Review To ensure the success of this project, Motorola will conduct an extensive Business Process Review (BPR) as part of our deployment plan. The BPR enables Motorola to have a clear understanding of NSP’s processes, so that we can tailor our provisioning efforts to closely match your way of working. The BPR also allows Motorola to suggest changes that will increase agency efficiency and achieve the most value from the solutions being deployed.
For a more streamlined and efficient deployment, Motorola will facilitate all activities from deployment, integration and training to long-term support of the solution.
Project Management The NSP-designated project team will establish a project schedule that tracks tasks, milestones, start-end dates and other factors, based on a Work Breakdown Structure (WBS). This unique project schedule will guide the implementation through each phase, as shown in the diagram below.

Key Personnel The Flex implementation team offers expertise, coordination and training to ensure a successful transition to NSP’s new system, allowing you to quickly realize the benefits of the Flex system. Key personnel, assigned upon contract award, will expertly guide NSP’s implementation through to completion:
• The Project Manager will be NSP’s primary point of contact for the duration of the project. They will ensure effective communication and coordination, keeping the project on track and addressing any issues that arise.
• The Solution Architect will ensure that your needs are met and the system is optimized for NSP’s specific requirements.
• The Flex Trainer will provide comprehensive training through instructor-led courses, both on-site and remotely, to ensure that users are proficient in operating the new system, accelerating user adoption.
Data Conversion Implementing a new Flex system often requires a migration from your previous vendor’s database to your new Flex database. Depending on how long NSP has been using the previous system, this can mean moving away from years’ or even decades’ worth of public safety data about your community, and into a brand new and empty database. Motorola offers data conversion designed to quickly and efficiently transfer your information to a new database, where it can be accessed and used more efficiently.
Service & maintenance Your system’s success is of paramount importance to Motorola. We will draw from the experience of our team of Solution Architects, System Technologists and Subject Matter Experts to ensure proper installation and day-to-day operation of your new solution. This means NSP can always depend on immediate technical support from the industry’s largest and best-qualified team, regardless of the time, the event or the underlying problem.
Customer Service The Flex team employs highly trained customer service agents dedicated to ensuring our customers’ systems run smoothly, available via a toll-free hotline and a help desk. In addition, an in-state support person is available for help with patches, upgrades or other software issues.
Enhancements and Upgrades Motorola Solutions has a clear road map for enhancements, upgrades and features that become necessary in the future. The Flex system includes a support agreement that enables customers to take full advantage of continually improving technology for the lifetime of the partnership. As a standard business practice, your annual maintenance payments include software version updates and enhancements for all modules that are owned by your agency.
On-Site Full Time Service Delivery Manager (Optional) An optional on-site Service Delivery Manager is being provided as part of this proposal. This dedicated full-time resource will have the required training and experience, and a developed understanding of NSP’s specific environment with all customer-specific enhancements and configurations, to perform diagnostic assistance, perform preliminary hardware and software problem evaluation, and help facilitate issue resolution for the installed Motorola system.
A solution that is future ready Motorola is committed to partnering with our customers for long-term success, and this includes continuing to develop our products to meet your needs. Our product management teams continuously evaluate customer requests, technology advancements, security standards, global trends and market needs to prioritize product development that will provide the highest value to our customer base. Motorola aims to give you the solution that you need today, while positioning you to be ready to meet the challenges and opportunities of tomorrow.
Thank you Motorola values this opportunity to present our proposal to the Nebraska State Patrol. We appreciate your consideration and look forward to further discussions about our solution and how we can support your mission.

Motorola Solutions Response
To the best of its knowledge, Motorola Solutions knows of no employees that would have any relationship with the State.
g. Contract Performance If the bidder or any proposed subcontractor has had a contract terminated for default during the past ten (10) years, all such instances must be described as required below. Termination for default is defined as a notice to stop performance delivery due to the bidder’s non-performance or poor performance, and the issue was either not litigated due to inaction on the part of the bidder or litigated and such litigation determined the bidder to be in default.
It is mandatory that the bidder submit full details of all termination for default experienced during the past ten (10) years, including the other Party's name, address, and telephone number. The response to this section must present the bidder’s position on the matter. The State will evaluate the facts and will score the bidder’s proposal accordingly. If no such termination for default has been experienced by the bidder in the past ten (10) years, so declare.
Corporate Overview Motorola Solutions
24-174172 / USNE24P027SW
If at any time during the past ten (10) years, the bidder has had a contract terminated for convenience, non-performance, non-allocation of funds, or any other reason, describe fully all circumstances surrounding such termination, including the name and address of the other contracting Party.
Motorola Solutions Response
Motorola Solutions, Inc. (Motorola) is a public company. Motorola and its subsidiaries have been a party to many civil lawsuits in the past 5 years. However, Motorola discloses all material litigation in its Annual and Quarterly reports filed with the United States Securities and Exchange Commission. The Annual Report on Form 10-K, as filed with the SEC for the fiscal year ended December 31, 2023, and any subsequent Quarterly Reports on Form 10-Q, contain a description of litigation considered to be material in accordance with the public disclosure requirements of the SEC. Because the Annual Report and Quarterly Reports contain only such litigation, as is material for public disclosure under SEC rules, it may not list all litigation with which Motorola or its subsidiaries are presently involved. [In addition, Motorola is not currently aware of any litigation associated with the products or related services that are the subject of the RFP. Our Annual Report on Form 10-K and Quarterly Reports on Form 10-Q can be found on our website, https://www.motorolasolutions.com/investors .

Motorola Solutions Response
Motorola has provided responses to i – vii below.
i. Motorola has carefully reviewed and believes it has reasonably interpreted the technical and operational requirements outlined in the Request for Proposal (“RFP”) and responses to vendor questions. Motorola has used its best professional judgment and abilities under the circumstances to respond accurately to the RFP requirements.
Motorola’s approach to fulfilling the contracted requirements of the Flex CAD and Mobile system is presented in the spirit of productive collaboration between NSP and Motorola. It is designed to expeditiously roll out the new system while attempting to minimize the level of disruption to current operations as is feasibly possible.
Motorola has global experience implementing complex projects for public safety customers and uses an integrated approach to project management, delivering projects on time and on budget, while meeting the quality expectations of the stakeholders. Our project management methodology is based on the principles of the Project Management Institute’s Project Management Body of Knowledge (PMBOK), and Motorola’s extensive experience in project implementation. It includes processes to guide initiating, planning, executing, controlling, and closing projects. Our proven implementation strategy consists of an integrated set of activities that begin with the design of the solution for NSP to go-live or cutover to the new systems, to the ongoing post-implementation support services during the warranty and maintenance periods.
ii. Motorola’s primary focus is to deliver Commercial Off-The-Shelf (COTS) public safety applications that are highly configurable and can be tailored to meet the Customer’s most demanding requirements.
Technical Approach Motorola Solutions

iii. Motorola’s Flex CAD and Mobile solution meets and exceeds NSP’s technical considerations as described throughout the RFP documents.
Motorola has included interfaces, integrations, and inherent Flex capabilities to meet NSP’s requirements for legacy system integration. NSP can also utilize Flex's Data Exchange (DEx) API, which is an API created for third-party applications to interact with Flex. DEx can read and write data, respect record-level security, and protect the integrity of the data in the Flex database. Agency administrators can configure a connection for a third-party application to send XML queries and statements that will retrieve and insert data, files, and attachments into the Flex system. These connections are secure and protected, both incoming and outgoing. NSP has access to DEx at no additional cost.
Our offer also includes CAD data migration from the legacy system, as described in the Statement of Work, and ActiveEye Managed Detection and Response (ActiveEye MDR). ActiveEye MDR provides access to the ActiveEye Security Platform and support from specialized cybersecurity experts who monitor the CAD servers for indicators of threats and remediate them if needed.
iv. Motorola is constantly evolving our public safety software systems to provide seamless integration between our on-premise and cloud-based solutions. Flex CAD/Mobile relies on a secure, on-premise server backbone while providing optional integrations with the cloud CommandCentral applications, creating a public safety information ecosystem. Flex CAD/Mobile will allow NSP personnel to perform their best today while preparing for the future.
The Flex architecture uses a single database across all applications, allowing information to be entered, stored, and extracted in real-time. This increases efficiency and information sharing. Agencies will have instant access to information as soon as they enter it into the system. The architecture includes the framework for high availability and disaster recovery should NSP decide to purchase its own system hardware. Motorola has provided Exhibit 4: Flex Hardware and System Requirements in Section 7. This document clearly defines all components required for a successful Flex Deployment.
Motorola has also provided optional pricing in Section 5, Cost Proposal Sheet, should NSP decide to have Motorola supply the server hardware and associated services.
Flex offers a COTS, scalable, highly secure software solution that integrates with other systems and provides the highest level of data-searching functionality. A single point of data entry ensures easy use and easy access to all critical data from one screen.
v. Motorola has included a sample project schedule that demonstrates a typical Flex CAD and Mobile deployment. This project plan will be finalized during project kickoff and will be updated by respective PMs during the course of the project implementation.
vi. Our SoW includes the deliverables for each of the activities required for this project. Due dates will be finalized during project kickoff by collaboration between the respective PMs, and the Project Plan will be updated accordingly.
vii. A completed copy of the “Exhibit A: Technical Requirements Matrix” has been included with our proposal as a Microsoft Excel file.
