About this file
This document is Addendum 5 for Request for Proposal (RFP) NSP7149 Z1 issued by the Nebraska State Patrol (NSP), providing questions and answers related to a comprehensive Computer Aided Dispatch (CAD) and Mobile Data System procurement. The RFP seeks a contractor to develop a statewide CAD solution that will serve three communication centers, including North Platte, Lincoln, and Capital Security, with the ability to manage incidents, track unit status, and provide mapping capabilities. The solicitation is scheduled to be opened on July 22, 2024, at 2:00 PM CST, with a proposed five-year contract term and potential for five additional one-year renewal periods. The system must support 482 sworn and approximately 240 civilian staff, with an expected 350 mobile users, and requires integration with over 20 existing interfaces.
The addendum clarifies key technical details, including server configuration, communication center interoperability, and interface requirements. Hardware specifications will be an optional component, with a line item for configuration and implementation fees. The system must integrate with existing infrastructure like the Niche Records Management System and Motorola APX Next System, and accommodate potential future needs such as a Real-Time Crime Center interface. While specific budget ranges are not disclosed, the RFP requires comprehensive pricing for software subscriptions, interface software, professional services, and third-party integrations. Seven vendors have submitted bids, including ProPhoenix Corporation, SmartCOP, Inc., Tyler Technologies, and others, with the state reserving the right to contract for similar services from alternative sources.

1.
Section V, Part B:
In addition to the detail provided in “Project Environment” section, please provide the number of full time employees within Nebraska State Patrol.
Answer: 482 sworn and approximately 240 civilian staff.
2.
Section V Part A – list in Item 3:
In the “Project Overall System Goals and Objectives” section, please provide further clarification on item #3, Interoperability between the two NSP Communications Centers and Capital Security”. Is Capital Security a backup dispatch location?
Answer: NSP’s preference is to have one instance of CAD that serves all three Communication Centers. The server farm will be in Lincoln with North Platte and CapSec connected by fiber and/or high speed internet connectivity. North Platte will be the back up for Lincoln (and vice versa) and Lincoln is a back up for CapSec. NSP will be configured in the CAD to be a single jurisdiction managing two different geographic locations. CapSec will have a unique CAD configuration to manage their unique requirements. All three Communications Centers will have the ability to view and manage the other Center’s calls and units.
3.
Matrix – Interfaces Tab, Item 21 and Section V, Part H, list item 4r:
Please define what type of interface is envisioned for “AirWing (microwave downlink)” and AirWing/drone feed.” Please define the third party providing the solution, the anticipated data elements being exchanged, and the CAD use case.
Answer: NSP has provided information concerning interfaces in the “Interface List” as an amendment to the RFP. This information represents an overview of the interface as it relates to CAD and MDS. NSP asks that the bidders provide a fixed cost in the RFP to estimate the costs associated with the bidder’s solution. It is acceptable to add caveats to the fixed cost estimates that more information may be needed at a later date.
4.
Matrix – Interfaces tab, Item 8 and Section V, Part H, list item 4a:
Please define the specific integration required in:
8. Motorola APX Next (for AVL integration to the CAD/Mobile map and bi-directional Push to Talk – PTT information in CAD).
5.
Matrix – Interfaces tab, Item 10 and Section V, Part H, list item 4n:
Please define what type of interface is envisioned for “MACH AVL”. Will MACH only be used to supply vehicle location to the new CAD solution?
Please specify the exact use case and the anticipated data elements being sent inbound to the new CAD solution.
Also please specify the MACH method of integration, API, SOAP, REST, TAIP, NMEA, etc.
6.
Section II, Part D, list in item 3:
In the “Security and Administrative” section, please provide further clarification the NITC security requirements (Refer to Section III. L. Nebraska Technology Access Standards). An internet search did not readily provide the referenced section of the document.
