About this file
This document is Addendum 3 for Request for Proposal (RFP) NSP7149 Z1 issued by the Nebraska State Patrol (NSP), addressing questions and answers related to a comprehensive Computer Aided Dispatch (CAD) and Mobile Data System procurement. The solicitation seeks a contractor to provide an advanced technological solution for statewide dispatch operations, with proposals due on July 22, 2024, at 2:00 PM CST. The contract term is five years, with options to renew for five additional one-year periods. The addendum clarifies key details such as the requirement to convert seven years of historical incident and premise data, provides guidance on technical approach expectations, and confirms that the current project timeline will not be extended.
The procurement covers a statewide system designed to serve approximately 482 sworn and 240 civilian staff, with an expected 350 mobile users across multiple communication centers. The system must integrate with over 20 existing interfaces, including Active Directory, AVL systems, body-worn cameras, crash reporting, eCitation, E911, emergency management, and various law enforcement databases. The evaluation process will allocate 25 points for Corporate Overview, 65 points for Technical Approach, and 10 points for Cost Proposal, totaling 100 points without oral interviews. Seven vendors have submitted bids, including ProPhoenix Corporation, SmartCOP, Inc., Tyler Technologies, Inc., Motorola Solutions, Inc., 10-8 Systems LLC, Central Square, and 22nd Century Technologies. The state reserves the right to contract for similar services from other sources, indicating the contract is not exclusive.
