About this file

This document is a Standard Form 1009 Sole Source Justification for a contract with Komori America by the Department of the Treasury's Bureau of Engraving and Printing. The purpose is to award a firm-fixed price contract for designing and installing a chilled water control system for Komori presses at the Washington, DC facility. The contract requires complete installation within 90 days after award, with Komori America identified as a large business. The justification for sole source procurement is based on Komori's unique qualifications as the original equipment manufacturer (OEM) who developed, installed, and owns the existing Komori Offset Presses. The document emphasizes that only Komori can provide the specialized design and installation expertise without risking equipment damage or operational disruptions in currency manufacturing. The requisition number is 161392, and the contract is being handled by the Office of Facilities Support.

4.b Supporting information and facts (i.e. the details surrounding the requirement that supports the selection made in 4.a).

The proposed contractor’s unique qualifications and the nature of the acquisition requires use of the authority cited as follows:

The proposed contractor developed, installed, and owns the Komori Offset Presses, and algorithms that are used in these presses and support the services specifically required for this acquisition. Komori maintains the design control activity for these systems and has the capability to make the required parts in-house with the correct specifications; this reduces unacceptable equipment readiness, disruption in operational capabilities, and increases safety.

Any attempt to use non-Original Equipment Manufacturer (OEM) parts and manufacturers may damage the equipment which would lead to additional repair costs or a complete replacement of the equipment.

Therefore, any changes required to the interworking of these machines must be completed by Komori; as they are the only source that can provide the design, and installation expertise to guarantee no disruptions in the currency manufacturing.

5. Any other important information.

As these presses are old, there is no procurement history for the design, installation, and testing of a system that controls the flow of chilled water to the Komori presses. As stated above, any attempt to use non-OEM parts or having repairs done by non-authorized service facilities may lead to costly repairs and/or replacement of this equipment. OEM parts are designed and manufactured specifically for the equipment, ensuring optimal fit and performance. Non-OEM manufacturers may not have the same level of expertise and specialized knowledge as the original manufacturer, which could lead to improper repairs or installations.
