7. Determination by the CO that the Anticipated Cost to the Government will be Fair and Reasonable: The best interests of the government are served through the use of this product. The pricing will be provided as part of equipment available in the commercial marketplace. The price will be determined to be fair and reasonable to the government based on competition.
8. Description of the Market Research Conducted and the Results, or a Statement of the Reasons Market Research Was Not Conducted: The Guildmann GH3 patient lift systems have been installed and in use at the Dayton VAMC. We have multiple GH3 patient lifts and they are standardized in order to function for patient safety and seemless patient experience. If we didn’t standardize this type of equipment it would be difficult to keep the required accessories on hand and provide a good patient experience. FAR 6.302-1 “As described in Section 6 above, market research, in accordance with FAR Part 10, was conducted by synopsis of the proposed acquisition, advising industry of the pending acquisition and soliciting inquiries from interested parties.”
9. Any Other Facts Supporting the Use of Other than Full and Open Competition: This manufacturer (Guldmann) is the only one that manufactures the GH3 patient lift.
10. Listing of Sources that Expressed, in Writing, an Interest in the Acquisition: N/A
11. A Statement of the Actions, if any, the Agency May Take to Remove or Overcome any Barriers to Competition before Making subsequent acquisitions for the supplies or services required:
Solicitations for future requirements will utilize “brand name or equal” language, if it is in the Government’s best interest to do so. The current requirement must be solicited using a brand name description because the Government needs to create an exact copy of a system/item that is currently in use.
12. Requirements Certification: I certify that the requirement outlined in this justification is a Bona Fide Need of the Department of Veterans Affairs and that the supporting data under my cognizance, which are included in the justification, are accurate and complete to the best of my knowledge and belief.
