7. Determination by the CO that the Anticipated Cost to the Government will be Fair and Reasonable: The best interests of the government are served through the use of this product. The pricing will be provided as part of equipment available in the commercial marketplace. The price will be determined to be fair and reasonable to the government based on competition.
8. Description of the Market Research Conducted and the Results, or a Statement of the Reasons Market Research Was Not Conducted: The Chicago Faucet system have been established and maintained at the Dayton VAMC. The facility has multiple devices and they are standardized to function properly for patient safety and facility maintenance efficiency. A system of this size would be unmanageable without standardization. FAR 6.302-1 “As described in Section 6 above, market research, in accordance with FAR Part 10, was conducted by synopsis of the proposed acquisition, advising industry of the pending acquisition and soliciting inquiries from interested parties.”
9. Any Other Facts Supporting the Use of Other than Full and Open Competition: This manufacturer is the only one that will provide integration to the existing faucet and water distribution system and reasonable delivery time at this location. The availability of this type of system has been an issue with other manufacturers.
10. Listing of Sources that Expressed, in Writing, an Interest in the Acquisition: N/A
11. A Statement of the Actions, if any, the Agency May Take to Remove or Overcome any Barriers to Competition before Making subsequent acquisitions for the supplies or services required: N/A
12. Requirements Certification: I certify that the requirement outlined in this justification is a Bona Fide Need of the Department of Veterans Affairs and that the supporting data under my cognizance, which are included in the justification, are accurate and complete to the best of my knowledge and belief.
