b. Sub-Factor D – Schedule and Project Management:

The proposed project management plan and schedule will be evaluated to determine the Offeror’s ability to provide effective project management and coordination for this project, including understanding of and ability to anticipate and address significant project constraints, hurdles, and challenges. The overall approach for developing, monitoring, and controlling project schedules and coordination of subcontractors and monitoring of work forces will also be evaluated.

The Offeror shall prepare and include both a hardcopy and native format electronic file of the preliminary construction schedule for the proposed project using MS Project, Primavera P6, or Meridian Prolog software – per Specification 01 32 16 2.1 F.1. The schedule shall be a color Gantt chart which clearly defines the critical path (see Specification Section 013216). Include a written narrative with the schedule describing the Offeror’s development of the schedule, including how it defines activities, cost loading, critical path, float, resource loading, etc. The narrative shall also discuss management of site security requirements and coordination of Park operation activities in conjunction with the overall construction schedule. Element 1 – Demonstrates how offeror will maintain schedule, cost, and quality control. Describes the coordination of efforts between the prime and subcontractors and indicates the allocation of work quantity between the general contractor and subcontractors.

Element 2 - Quality of the proposed schedule shows logical ties and clearly identifies the critical path for the project. The schedule matches the proposed written approach presented in Subfactor 1 above.

Demonstrates logical thought to approaches on how work will be completed.

Element 3 - Describe your firm’s internal communication and coordination protocols between staff at all levels of the organization who will be working on this project. Describe communication and coordination protocols between your firm and the other members of the proposed project team, including subcontractors, vendors, and NPS representatives.

Element 4 - Provides description of how prime/subcontractor work is allocated and coordinated, controlled, inspected, and accepted. Include the coordination and handling of submittals, shop drawings, and major deliveries to the site.

c. Sub-Factor E - Qualifications of Key Personnel and Subcontractors:

In keeping with the goals of this project and the involved partners as described earlier in Section C of this RFP, the proposal should address the qualifications, prior experience, capabilities, roles and responsibilities of the proposed key personnel for the Offeror and for key subcontractors. The proposal should also identify the proposed project team, including proposed key subcontractors’ teams and describe how the Offeror’s project team operates within the Offeror’s corporate structure and management. In addition, the proposal should describe how the proposed project team will enhance and ensure a well-coordinated and successful outcome for this project.

Element 1 – Resumes detailing the qualifications, prior work experience and capability of the proposed project team, proposed key personnel, and proposed key subcontractors will be evaluated to

FACTOR 2 - PAST PERFORMANCE:

In response to past performance, offerors shall provide a copy of the form entitled “Past Performance Questionnaire” for all relevant construction projects.

Offerors shall complete Sections I and II of each questionnaire to provide applicable information for each project. Upon completion, send the questionnaire to the individuals you have referenced in Section II of the questionnaire. See the attachment itself for detailed information.

NOTE: Offeror must not review the Past Performance Questionnaire prior to submission of its offer. The questionnaires must be submitted by the client/evaluator reference directly to the Contract Specialist (joy_ewalt@nps.gov) prior to the closing date of the solicitation, or they will not be considered.

Offerors should disclose any instances in which its past performance on a particular contract may be considered by others to be less than fully satisfactory by attaching a narrative to the applicable Past Performance Questionnaire. The offeror should relate pertinent facts and circumstances and describe any remedial action taken or to be taken to correct the deficiency. Failure to disclose such instances may result in a determination that the offeror has been less than candid with the Government, which could result in an unfavorable assessment of the offeror’s past performance record. The Government reserves the right to limit the number of references it ultimately contacts and to contact references or use sources other than those provided by the offeror to obtain information related to past performance. Other sources include, but are not limited to, the Past Performance Information Retrieval System (PPIRS), and other Federal agencies. Limited exchanges between the Government and an offeror may occur to clarify the relevance of an offeror’s past performance information and adverse past performance information to which the offeror has not previously had an opportunity to respond.

VOLUME II - BUSINESS AND PRICE PROPOSAL: Volume II shall be submitted in an original and one copy and shall include the following:

Complete blocks 14 through 20C only. An official having the authority to contractually bind the offeror's company must sign the SF 1442 in accordance with the procedures prescribed in FAR 4.102. (Please include DINS number in block 14 along with name and address.)
