2 6/10/2014 We’re seeking some information regarding the CAD file used for the grading design.
We typically pull this file into our quantity takeoff software, in order for us to better calculate our cuts & fills for the grading operation. It just makes the whole estimating process faster and more accurate. Anyway, I was hoping that you would release this file to the public for this exact use. Is this something I need to request through you, or should I contact the engineer direct?
NPS does not release CAD drawings in native format to bidders. These drawings may be pprovided upon contract award. All bidders have access to all drawings and Specifications in .pdf format only.

3 6/12/2014 RFP Clauses, Section L Pages 117 and 121. Project Experience ‐ How many projects can offerors submit? Experience Form says 5 Projects for any team member‐prime or major subcontractor. Factor 1 ‐ Technical Capability, Sub‐Factor A (p. 118) states a minimum of 3 and no more than 7 relevant projects completed within the previous 5 years. Please clarify the quantity ofprojects allowed and from which entities they can be submitted.
Experience form is being changed with Amendment No. 3, to match the RFP.

4 6/12/2014 RFP Clauses, Section L, Volume 2, Item 10, Paragraph A and B (Page 123) Small Business Participation Plan: Instructions indicate that offerors should use a spreadsheet included in the Proposal Submissions Package to list the supplies and/or services to be subcontracted and the corresponding socio‐economic status of the business projected toreceive these subcontracts. The spreadsheet was not included in the Proposal Submissions Package. Please provide the spreadsheet.

5 6/12/2014 SF 1442 and RFP Clauses, Section L, Volume I and Volume II Proposal Copies: SF 1442 states that 1 original and 3 copies of the proposal are required. Section L states that 1 original and 4 copies of Volume 1 as well as 1 original and 1 copy of Volume 2 are required. Please clarify the correct quantities of each volume to be submitted.
SF 1442 has been changed to 4 copies with Amendment No. 3.

Please confirm that since the durations of the individual phases are not provided that phase 2A and 2B can run concurrently for the overall duration of work which is 645 days per page 1 of the solicitation
Yes, work on phase 2A and 2B may run concurrently for the entire duration of the project. The Contractor may complete Phase A earlier. In such event, the Contracting Officer may consider Beneficial Occupancy and return control of Phase 2A areas to the Park. 6/18/2014

9 6/12/2014 FAR 52.229‐3 Federal, State and Local Taxes, Page 84 of 140 Sales Tax: Please refer to sheet 84 of 140, FAR 52.229‐3 Federal, State, and Local Taxes. On previous Federal projects, this FAR has been included to indicate that sales tax is required and it has also been included to indicate that sales tax is not required. Please confirm that since there is no explicit direction given that this project is sales tax exempt, that all bidders will be required to include sales tax in their bids for all temporary and permanent materials. Alternatively, if the project will be sales tax exempt, please confirm that the Government will “furnish evidence appropriate to establish exemption…” as required by FAR 52.229‐3.

10 6/12/2014 Solicitation, Paragraph 4, Page 121 of 140 Major Work Price Breakdown:
Paragraph 4 titled Volume II –Business and Price Proposal, on page 121 of 140 of the solicitation, states, “Also provide a schedule of values showing the price breakdown by major work components. A schedule of values format is provided in the Proposal Submission Package.” Please confirm that since this schedule of values format was not provided, that a cost breakdown of the major work components will not be required.
Schedule of Values is not required at this time. RFP has been changed with Amendment No. 3.

11 6/12/2014 Solicitation, Paragraph 4, Page 140 of 140 General Conditions Price Breakdown:
Paragraph 4 titled Non‐Technical Factor 3 – Price, on page 140 of 140 of the solicitation, states, “Contractors shall provide a detailed breakdown of their general conditions to demonstrate how the project will be executed. Reasonableness of this pricing shall be analyzed and should back up the approach presented in Sub‐factor 1 of this solicitation. Proposed staffing and allocation of time shall be clearly shown within the General conditions. Project specific field overhead costs shall be shown to support the overall approach to the project.” Please confirm that this price breakdown is not required since there was not format to follow provided. If this breakdown is required, please provide a template with cost categories for all bidders to follow.
The detailed breakdown of general conditions is a proposal requirement and consistent with Federal Acquisition Regulations. This information shall be accurate and consistent with contractor's staffing and operating costs.
No standard format or template is required, though sufficient detail is necessary.

Bench Type 2A and embedded foundation type salvaged benches are dimensionally similar and both require type 2A footing shown on L983

16 6/23/2014 Ram Barrier: Drawings G011 and G012 show the locations/limits as to where the new K‐8 Ram Barrier is to be installed. Drawings G041 and G042 show the locations/limits as to where the new construction fencing is to be installed. G011 and G012 show the Ram barrier on the inside of the new fencing. Please verify that this is correct and it is not traffic is.
The plans are correct. The Contractor will install new permanent Ram Barrier elements within the enclosure of the construction fence.

18 6/23/2014 Salvaged Bollard Casings: Please refer to specification section 31 10 00, paragraph B. 1. c. This paragraph defines a damaged bollard casing vs. an undamaged casing. If the casings are considered damaged and need to be replaced, please confirm that the Government will be procuring the new casings, the contractors will still be responsible for the installation.
If the Contracting Officer determines that additional casings do need fabrication, then a separate contract with others will be procured to supply the Contractor with additional casings. The Contractor is only responsible in this bid for the work of salvaging existing casings and installing salvaged or new casings 6/26/2014
19 6/23/2014 Sales Tax: Please refer to RFI #9 included in amendment #4. The question asked to confirm one way or another if the project was sales tax exempt or not sales tax exempt and the response was unclear. Government will not be providing a tax exempt certification. See (b)(1) of the clause.

The contractor is responsible for providing the pad, footings, and bolts shown on L949.
The contractor will also be responsible for installing the owner supplied signs on the anchor bolt footing assemblies.

23 6/23/2014 Should light pole footings for SG‐07, SP‐013, and SP‐25 be similar to detail 3/S111 instead of what is listed on L122 since these are located on top of the railroad tunnel lid?
For SG-07 use detail 11, S111. The depth above the rail tunnel at SP-13 and SP-25 is sufficient at those locations to accommodate detail 4, S111. 6/26/2014
24 6/25/2014 What is required for temporary K8 crash barrier? Temporary ram barriers during construction shall consist as noted on revised G043 “ Temporary ram barrier to consist of end-to-end typical concrete “Jersey Barriers” with Steel cable securing the barriers together.” The contractor will have to review proposed layout and cabling technique with the Contracting Officer and park security staff for approval.

25 6/24/2014 Can shallow mount bollards be used as long as they are K8 rated? The bollard would only have a depth of 8”to 12” and still be K8 rated, the width of the foundation would be 6 ft wide.
No, shallow mounted bollards are not acceptable due to the adjacency of lawn and planting areas. Fixed bollards are to be provided as shown in the drawings. 6/26/2014
26 6/24/2014 I see on the site furnishing sheet it mentions 21 automated bollards. I have only found 6 new automated bollards. Did some of the bollards get labeled wrong as fixed? See attached file.
Per L200 Furnishing Schedule; only 3 retractable bollards are included in Contract 2.
These occur at the SW corner of the site as shown on sheet L201. The remaining retractable bollards are in Contracts 1, 3, and 5.

27 6/24/2014 The Specifications read all main line needs to be C900 PVC Pipe. This needs to be changed to SDR21 200# PVC for several reasons.
#1 Harco does not make a Ductile Iron Fitting for C900 PVC Pipe the just make DI Fittings for SDR21 200# PVC.
#2 C900 sizing stops at 4". There is a lot of main line piping on this project that is smaller than 4".
#3 No transition gaskets allowed. The only way you can go from C900 PVC to the smaller main line is by using transition gaskets.
C900 Main Line is changed to SDR21 Main Line in revised specs dated 6‐25‐14
#1 Agreed. Harco and LEEMCO do, however, make ‘transition gaskets’ for their ductile iron couplings and fittings, which should be used when connecting to existing ductile iron pipe. This is addressed in revised specs dated 6-25-14.
#2 The specifications (2.4, A, 1) describe C900 pipe in 4”-12” diameters. Any 3” pipe (mainline or lateral) would be gasketed SDR21 Class 200 PVC. This is addressed in revised specs dated 6-25-14, where now all new pipe will be SDR21 Class 200 PVC.
#3 Agreed; that statement will be omitted from the spec. This is addressed in revised specs dated 6-25-14.

No, all items listed as "Government Furnished" or "Owner Furnished" will be provided at no cost to the contractor. Please see Specification Section 01 11 00 1.5 A for details of delivery, inspection and contractor responsibility for protection and installation of government furnished items.

29 6/23/2014 In the 29 page RFP_Proposal_Submission_Pkg document, section 4 of the template Small Business Subcontracting Plan notes an SB Plan flow down threshold of $500,000. FAR 52.219-9(d)(9), however, indicates an SB Plan flow down threshold of $650,000 ($1.5 million for construction of any public facility). These two thresholds conflict. Confirm the SB Plan flow down threshold is $650,000 ($1.5 million for construction of any public facility) pursuant to FAR 52.219-9(d)(9).
Confirmed. Update was made in Amendment No. 5.

30 6/23/2014 The 137 page document noted as “Clauses” makes reference to FAR 52.219-25 and associated SDB reporting. We have been notified by DoD on December 2013 that the “Year-End Supplementary Report for SDBs" and the report for "Small Disadvantaged Participation" as required by this clause are no longer needed since the statute (10 U.S.C 2323) which required these reports has expired. We assume same is true for DOI and separate SDB specific reports are no longer required.
Please confirm.
FAR clause remains in effect.

31 6/23/2014 The 137 page document noted as “Clauses”, Item 10A and 10B on page 120 refers to the SB Participation Plan and states “Complete the spreadsheet included in the Proposal Submission Package”. We can’t locate a spreadsheet in the document named RFP_Proposal_Submission_Pkg. Please clarify where this spreadsheet is located or provide if omitted.

33 6/30/2014 Sheet L202 calls for a MODOT Standard type D Barrier along Memorial Drive in front of the Old Cathedral Parking Lot. The enlargement plan for this area on L705 states this is an existing MODOT type D Barrier. Currently there is no MODOT type D Barrier at this location. Please clarify if this barrier is to be included in this bid package for contract 2.

34 6/30/2014 In the “Summary of Work” spec section 011100 section 1.6 item G states we are to provide the cost for a TRRA flag man when we are working within 25’ of the centerline of the railroad tracks. Can you provide an hourly rate for the flag man that would be provided by TRRA?
TRRA representatives stated that the cost for a TRRA flagman is $500 - $600 for an 8 hour day. TRRA encourages contractors schedule work to try to block out flagman time for several days in a row or week at a time in order to keep daily cost at the lower end of the stated average daily rate.

35 6/30/2014 With this being a government owned property, will we be exempt from purchasing a City of St. Louis Building Permit for this project?
Building permit is not required. The only known permit needed is from MSD.
Contractor is responsible to pay the MSD fee to pull the permit. The improvements have already been approved by MoDOT and an MSD project number assigned as noted on drawings

41 6/30/2014 The 30” wide strip of paving at the base of the fixed security bollards is called out to be AC1 paving on L941. AC1 is an exposed aggregate pavement which will match the bike path pavement finish. Currently the existing 30” wide strip of paving at the bollards is broom finished concrete. The new exposed aggregate finish will not match the existing broom finish area where it ties together at bollards to remain. Should this new 30” wide strip be standard broom finish concrete to match the existing conditions?
The 30” wide strip shall be AC1 exposed aggregate pavement as specified

42 6/30/2014 Sub-Factor E of the Technical Capability Section of the Technical Proposal asks us to identify subcontractors and their qualifications, personnel, etc., with our proposal. As it is not always feasible to get all of this information prior to bid submission, can we submit multiple possibilities and confirm upon project award?
You may list possibilites as requested. The review panel will review the qualifications of key-subcontractors. As stated in Sub-Factor E, Element 3 "Offeror whose proposed organization chart clearly identifies Key Personnel positions, lines of authority, and Key Subcontractors will be rated more favorably."

43 6/27/2014 I am looking at the erosion control plan and sheet C452 says matchline: see sheet C452. There is no C452 that I can find, page 71 is C451 and page 72 is C453?
The erosion and sediment control plan was originally prepared as a comprehensive plan for the entire arch grounds, which was later split with the associated contract areas. As a result, only sheets C450 and C451 apply to the Contract 2 project area, and sheet C452 was omitted from this package.

44 6/27/2014 On drawing E301 they show lighting control system one-line, but on the electrical drawings they just call out for empty conduits with quazite boxes, I am not really sure what are the locations of the Lighting control system rack, and also all the devices that are being fed from HH-2G, HH2-c, HH2-E, HH2-b, HH2-D, and how many cables are going to each device?
The lighting control system rack is within Contract 1 to be provided separately.
Contractor responsible for connections between equipment only within contract boundaries being bid. Riser is for informational purposes to allow for understanding of overall system architecture. See general sheet notes on E301 as well as Controls Scope Matrix on E305 for further information. See E302 for devices and equipment flow diagrams outlining what devices/fixtures are on each control loop and their associated handholes. A single 12 AWG 2mm² cable is required for the data signal after control distribution packs. Control protocol allows for daisy chain, star, and ‘Y’ configuration wiring within DALI standards.

48 6/30/2014 Do we need to include camera pole and concrete pole bases in contract #2? It was my understanding that contract #2 only includes conduit and quazite boxes for the technology drawings. It is also shown on Sheet T401, responsibility matrix
Do not include camera poles in Contract #2 scope. Include concrete footing and conduit stubbed up from footing in Contract #2 scope. See T000 7/3/2014
6/26/2014 Specification 015000-5, paragraph 3.2,H.Site Surveillance Cameras: Specification section 01 50 00-5, Paragraph 3.2, H. states that the contractor shall temporarily re-locate removed site surveillance cameras to maintain surveillance during construction. On the Matrix on sheet T000 it states that the Removal and Relocation of Temporary cameras will be the responsibility of the Contract 1 Contractor. Please clarify if we are to include this scope with the Contract 2 bid.
Do not include temporary relocation of cameras in Contract 2 scope. Contractor 2 shall coordinate with Contractor 1 and Contractor 1 will be responsible for temporarily relocating site surveillance cameras as requested by Contractor 2. 01 50 00 to be amended to indicate this 7/3/2014
49 6/30/2014 Tree Pit Edge Angles: Please refer to details 1, 2, 3/L906. Please indicate if the corners of the HDG 4x3x5/16 edges angles need to be welded together as a complete frame or if they can be individual pieces.
The HDG edge angle pieces are individual; not to be welded together at corners.
50 6/30/2014 Bollard Steel Plate: Please refer to details 2/S103 and 5/S106. In both of these details there is a 7’long steel plate called out inside the security bollards. Per the details it appears that this steel plate is the entire length of the bollard. If you add up the dimensions on the details the bollards are longer than 7’. Please indicate if the 1” thick x 7’ long steel plate should actually be 7’ long or if it should be the entire length of the security bollards.

52 6/30/2014 Detail 3 on sheet L941 for the fixed security bollard shows overexcavation for the grade beam and does not show the 6 feet of rock backfill for the “protected” side of the grade beam. Detail 3 on sheet S103 is reversed showing the 6 feet of rock backfill for the “protected” side of the grade beam but it does not show any rock under the grade beam. All of the various details and cross-sections on the structural plans are consistent and show the 6 feet of rock backfill and do not indicate any overexcavation of the grade beams. Addendum 1 of the soils report states “that fill remediation is not required below the bollard wall foundations.” Which details should take precedence in determining structural excavation and backfill for the grade beam associated with the fixed security bollards?
Provide bid proposal based on rock backfill shown in detail 3 S103.

The last sentence of the referenced note states that detention for any future development shall be included in the improvements included under this project. Please confirm that this is a design requirement and is therefore not the responsibility of the successful contractor
The note is a design requirement for subsequent projects, and is a typical note the Metropolitan St. Louis Sewer District (MSD) requires for plan approval. Not required of Contract 2 scope. 7/3/2014
57 6/30/2014 PreBid RFI #9 and #19. The referenced RFI's are related to sales tax. RFI #19 states that no tax exempt certificate will be provided. Bidders will therefore need to include sales tax in their pricing. Sales tax percentage is based on where materials and equipment are delivered. Given that the project site is on Federal land and is not located within the City of St. Louis no sales tax percentage is available. Please confirm that bidders should include sales tax as if the project was a normal commercial project located in the City of St. Louis?
It is the Contractor's responsibility to determine and pay any applicable local, or state sales taxes.
