Confidential and Proprietary Information Contract #2
SECTION 01 11 00 - SUMMARY OF WORK
GENERAL PART 1
1.1 SUMMARY
A. This Section includes the following:
1. Work covered by the Contract Documents.
2. Work phases.
3. Work under other contracts.
4. Government Furnished Materials.
5. Contractor use of premises.
6. Public use of site.
7. Work Restrictions.
8. Special Construction Requirements.

1.2 WORK COVERED BY CONTRACT DOCUMENTS
A. Project Location: Jefferson National Expansion Memorial (JEFF), St. Louis, Missouri. The Arch grounds are bounded by I-70 and Memorial Drive to the West, Eads Bridge to the North, Leonor K. Sullivan Boulevard to the East, and Poplar Street to the South. The project site also includes Luther Ely Smith Square and the Park over the Highway.
B. The Work consists of the following:
1. Contract #2 South Grounds:
a. The work includes selective demolition and removal of existing furnishings, pavement, utilities, trees, shrubs, lawns, soils, and roads. The Contractor shall protect existing elements to remain. Install/construct utilities, stormwater conveyance, earthwork, grading, walls, pavement, planting soils, soil amendments, erosion control and slope stabilization, trees, shrubs, groundcovers, lawns, irrigation, furnishings, security measures, light fixtures, curbs, roads, ramps and stairs as shown.
2. The Project is designed to comply with applicable Federal Sustainability requirements as specified in Division 01 Section "Sustainable Design Requirements."
C. Contract #2 South Grounds will be constructed under a single prime contract.

031814 SUMMARY OF WORK
1.3 WORK PHASES
A. Contract # 2 South Grounds: The Work shall be conducted in two (2) phases as shown.
1. Phase # 2A: Work includes site work and landscape west of the processional walks (South Pond Landscape). See Terms and Conditions for duration of work.
2. Phase #2B: The remaining Work (South processional walk and East Slope site) shall be substantially complete and ready for occupancy as defined in the Terms and Conditions.
B. Phase # 2A and Phase #2B are at the contractor’s option. If the contractor elects to phase then the contractor shall:
1. Comply with the work phase descriptions as stated in this specification section. Comply with the planting season specifications.
2. Phase #2A shall be substantially complete before beneficial occupancy by the Contracting Officer.
3. Comply with the Project Fencing Plan as per contract drawings. Fencing shall allow phase #2A to be open to the public while Phase #2B remains enclosed for contract work.
4. Provide the Contracting Officer 60 day notice of intent to implement work phases.
Notice shall include an updated project schedule showing details of phasing with contract work completed by contract completion date.
C. Winter 2015-2016 Operations
1. If the contractor substantially completes all work except for planting of Processional Walk trees (Platanus x occidentalis” London Planetree”) and associated tree planting work, the contractor may:
a. Reduce or suspend the onsite work. Site shall be left in stable and secure condition and shall be monitored with daily walkthrough by contractor.
b. If contractor reduces or suspends onsite work contractor may reduce Key Personnel staffing commensurate to work on site. After winter work operations all key personnel shall complete contract work.
D. Planting Seasons
1. Contract requirements for planting seasons shall not be changed due to Work Phases.
a. Reference 32 92 00 – Lawn.
b. Reference 32 93 00 Planting and Fine Grading, 1.8.G Project Conditions, regarding seasonal limitations for spring season planting for Processional Walk trees (Platanus x occidentalis “London Planetree”). Note that by Addendum spring season planting is March 1 to May 31 and no fall season planting is allowed for Platanus x occidentalis.
1.4 WORK UNDER OTHER CONTRACTS
A. General: Cooperate fully with separate contractors so work on those contracts may be carried out smoothly, without interfering with or delaying work under this Contract. Coordinate the Work of this Contract with work performed under separate contracts.

1. The Contractor shall coordinate all utilities (and related accessories) crossing the Contract Limit Lines with the Contracting officer and adjacent Contractor performing the extension of the work. Coordination drawings showing depth, location and alignment shall be submitted by both Contractors meeting at the Contract Limit, and timing of the interconnections shall be as determined by the Contracting Officer.
B. Concurrent Work: Government will award separate contract(s) for the following construction operations at Project site. Those operations will be conducted simultaneously with work under this Contract.
1. Contract # 1 Museum/Visitor Center & Associated Grounds: A separate contract will be awarded for the construction of the new Visitor Center and Museum rehabilitation. The surrounding site work and landscape will be included in Contract 1.
2. Contract # 3 North Grounds: A separate contract will be awarded for the site work and landscape surrounding the North Pond and North East Slopes.
3. Contract # 4: North Gateway: A separate contract will be awarded for demolition of the Arch Parking Garage and construction of a new landscape including an elevated walkway.
4. Contract # 5: Luther Ely Smith Square: A separate contract will be awarded for the site work and landscape at Luther Ely Smith Square.
5. Soil Blending Contract: A separate contract for soil blending will be awarded for the entire Project Site. All planting soil mixes will be supplied by the Soil Blending Contract.
C. Work Awarded by Others: All contractors shall be expected to coordinate with the MoDOT contracts and Central Riverfront Contract which are under construction adjacent to the JEFF site. Access to the site will be limited due to the highway work. All work and deliveries shall be through the designated contract gates.
1.5 GOVERNMENT-FURNISHED MATERIALS
A. Government will furnish products indicated.
1. Government will arrange and pay for delivery of Government-furnished items according to Contractor's Construction Schedule, unless noted.
2. After delivery, Government will inspect delivered items for damage. Contractor shall be present for and assist in Government's inspection.
3. If Government-furnished items are damaged, defective, or missing, Government will arrange for replacement.
4. Contractor is responsible for receiving, unloading, and handling Government-furnished items at Project site.
5. Contractor is responsible for protecting Government-furnished items from damage during storage and handling, including damage from exposure to the elements.
6. If Government-furnished items are damaged as a result of Contractor's operations, Contractor shall repair or replace them.

7. Contractor shall install and otherwise incorporate Government-furnished items into the Work.

c. SP – Processional Walk pole and fixture

1.6 CONTRACTOR USE OF SITE
A. General: Contractor shall have limited use of the site for construction operations. Limit use of premises to areas within the Contract limits indicated. Do not disturb portions of Project site beyond areas in which the Work is indicated.
1. Limits: Defined by the LOW and Contract Area Limits as indicated.
2. Limit site disturbance to extent indicated and described in the specifications
3. The contractor shall not use the Grand Staircase, Overlook Steps or Overlooks to move or store materials. Movement through these areas by vehicle or on foot will not be permitted.
B. Storage of Materials: Contractor shall prepare a site logistics drawing indicating areas for storage. Area shall be approved by the Contracting Officer prior to start of Work.
C. Preservation of Natural Features:
1. Prevent damage to natural surroundings. Restore damaged areas, repairing or replacing damaged trees and plants, at no additional expense to the Government.
2. See vegetation and root protection information as specified in Division 31 Site Preparation, Demo and Clearing (31 10 00).
D. Driveways and Entrances: Keep driveways, entrances and service areas serving premises clear and available to Government, Government's employees, and emergency vehicles at all times.
Do not use these areas for parking or storage of materials.
1. Schedule deliveries to minimize use of driveways and entrances.
2. Schedule deliveries to minimize space and time requirements for storage of materials and equipment on-site.

3. See additional requirements for Driveways and Entrances in Article 1.9 “Site Security Requirements.”
E. Construction Camp: Establishment of a camp within the park will not be permitted.
F. Hauling Restrictions: Comply with all legal load restrictions in the hauling of materials. Load restrictions on park roads are identical to the state load restrictions with such additional regulations as may be imposed by the Park Superintendent. Information regarding rules and regulations for vehicular traffic on park roads may be obtained from the Office of the Park Superintendent. A special permit will not relieve Contractor of liability for damage which may result from moving of equipment.
G. TRRA Restrictions: A 25-foot offset from the center line of the railroad track shall designate the area in which TRRA safety requirements must be observed.
1. When Contractor workers, equipment, or materials occupy the 25-foot offset a TRRA flagman must be present.
a. Contractors must schedule with TRRA for a flagman to be present. Schedule must be confirmed with TRRA by the Wednesday of the week prior to work being performed.
b. A flag man is required for each rail cut where work is being performed.
c. Cost of the flag man shall be paid by the Contractor. The minimum schedule block shall be 8 hours or as determined by TRRA.
2. All Contractors and sub-contractors working within the TRRA 25-foot offset area shall be e-RAILSAFE certified.
1.7 PUBLIC USE OF SITE
A. Contractor shall at all times conduct his operations to ensure the least inconvenience to the public.
Road and path closures not within the Limit of Work, but within NPS property may be permitted, when required, upon specific approval of Contracting Officer for a maximum amount of time as deemed appropriate by the Contracting Officer.
B. The Contractor shall maintain existing site lighting, or erect temporary lighting (until final lighting is installed), wherever the existing site lighting of a publicly accessible route to remain open during construction is affected by the Work. Areas include, but are not limited to, the Old Cathedral walk and the Grand Staircase.
C. The Contractor will coordinate the sequence and timing of the work as directed by the Contracting Officer to maintain safe passage to the Arch legs for visitors. Such areas include but are not limited to the walk from the Old Cathedral parking lot and the paved areas at the top and bottom of the Grand Staircase.
1.8 WORK RESTRICTIONS
A. On Site Work Hours: Work shall be generally performed during normal business working hours of 6:00 a.m. to 4:30 p.m., Monday through Friday, except when otherwise indicated.

1. Contractor will be required to pay hourly rates for Park and Security staff to man the security gates if Contractor needs access outside of the normal business working hours. Hourly rate will be $40.00 per hour.
B. Existing Utilities
1. Existing Utilities: Notify Contracting Officer and utility companies of proposed locations and times for excavation.
a. Contractor shall make Missouri One Call and existing utilities shall be marked by their respective owners prior to any sub grade work.
2. Contractor shall be responsible for locating and preventing damage to known utilities. If damage occurs, repair utility at no additional expense to the Government.
3. If damage occurs to an unknown utility, repair utility. An equitable adjustment will be made in accordance with the Changes clause of the contract.
4. Signals transmitted over existing fiber optic cable to and from existing site devices are to remain functional throughout construction according to the phasing schedule approved by the Contracting Officer. After the existing devices are re-located or new devices are installed, devices and fiber optic cable shall have work performed as defined in the specifications and as shown.
C. Existing Utility Interruptions: Do not interrupt utilities serving facilities occupied by Government or others unless permitted under the following conditions and then only after arranging to provide temporary utility services according to requirements indicated:
1. Notify Contracting Officer not less than three (3) days in advance of proposed utility interruptions. Interruption shall not occur during regular visitor hours. Duration of interruption shall not exceed three (3) hours unless agreed to by NPS and the Contracting Officer.
2. Do not proceed with utility interruptions without Contracting Officer’s written permission.
3. Hours for Utility Shutdowns: Utility Shutdowns shall be scheduled at least two (2) weeks in advance. Shutdown shall not occur during regular visiting hours. Duration of shutdown shall be determined by the Contracting Officer at the time of request.
D. Smoking Regulations: Smoking will not be permitted within the Limit of Work or within 50 feet of a building entrance or accessible route into the park.
E. Work Restrictions Related to Noise: See St. Louis, Missouri, Code of Ordinances, Title 15 and any other City Zoning requirements pertaining to noise on construction sites.
1.9 SITE SECURITY REQUIREMENTS
A. The Contractor shall maintain continuity of the K-8 safety perimeter within the project area at all times during construction. The perimeter may be a combination of the existing perimeter, the proposed perimeter, or other approved methods, provided that continuity is maintained.
1. Existing retractable bollards that are to remain and become part of the final work shall remain functional for the duration of the project.

B. Checkpoints
1. Checkpoint clearance will be conducted by the Park Security at the designated gates on the drawings.
2. The Contractor shall provide checkpoints at the locations as indicated, consisting of the following:
a. Guard Shack: Provide one guard shack at each checkpoint or gate.
1) Product: Porta-King, Duraluminum Building - Econo 7648 with through wall
AC unit, John Barack, phone: 314-713-1334 or approved equal.
2) Provide PE Sealed calcs and sealed drawings for building and concrete pad.
3) Provide concrete pad and system for anchoring the guard shack to the pad.
4) Provide guard shack with internal blinds for all windows.
5) Provide guard shack with electrical power for heat and air conditioning.
6) Remove guard shack, pad and temporary power at the end of the Project.
C. Deliveries
1. All deliveries shall be scheduled with a minimum of one day advance notice. The Contractor shall prepare and provide to the U.S. Park Police a daily list of the expected deliveries, including the name, Driver’s License Number and Social Security Number of persons in the vehicle. Deliveries or persons not indicated on the list will be turned away.
a. All deliveries shall pass through a Checkpoint.
b. All vehicles and contents will be inspected.
c. All persons entering the site will have been checked against the National Crime
Information Center database.
d. Canine sweeps will occur at random.
2. Delivery hours are between 6:00 AM and 4:30 PM, Monday through Friday.
3. Delays in deliveries or construction resulting from the Contractor's failure to properly adhere to these procedures will not be grounds for any adjustment in contract time or price.
D. Security Review: Prior to entry into the site, the Contractor shall submit the Name, Social Security Number, Date of Birth, Place of Birth, Address, and Valid Driver’s License of each employee performing work under this contract to the Contracting Officer, and shall have the employees fill out questionnaires and other forms required for security.
1. Identification Badge: All work personnel will be required to wear a Government-issued identification badge at all times when on site regardless of duration of work. Personnel who will be at the site one or two times for the duration of the project do not require an identification badge or background check, however, they shall be logged into the security guard’s logbook and be escorted by the Contracting Officer while on site. More than two visits by any personnel shall require a background check and identification badge.
a. Identification badges may take up to 24 hours to issue. Delays in work due to Contractor personnel not having the required Government-issued identification badge shall be at no cost to the Government.
E. Neither the Contractor nor any of his employees shall disclose or cause to be disseminated any information concerning the operations or the activity which could result in or increase the

likelihood of the possibility of the breach of the activity’s security or interrupt the continuity of its operations. Disclosure of information to any person not entitled to receive it, or failure to safeguard any confidential information that may come to the Contractor or any person under his control, may subject the Contractor, his agents or employees, to criminal liability. All inquiries, comments or complaints arising from any matter observed, experienced, or learned as a result of or in connection with the performance of this contract, the resolution of which may require the dissemination of official information, shall be directed to the Contracting Officer. Deviations from or violations of any of the provisions of this paragraph will, in addition to all other criminal and civil remedies provided by law, subject the Contractor to immediate termination for default, and the individuals involved to a withdrawal of the Government’s acceptance and approval of employment.
F. Personnel may be subject to inspection of their personal effects when entering and leaving the facility. In addition, unscheduled inspection of personnel may be made on site.
G. Notify the government when personnel are no longer employed by the contractor or subcontractor. Include in the notification the individual’s full name, DOB and SSN, and company employing the individual.
1.10 SPECIAL CONSTRUCTION REQUIREMENTS
A. Project Website: A project website administered by the NPS will be used for purposes of managing communication and documents during the construction stage.
1. See Section 01 31 00 “Project Management and Coordination” for requirements on using the Project Website.
B. Work on City Streets: Road closures for work on City streets (Memorial Drive, Washington Avenue, Poplar Street, 4th Street, Market Street, Chestnut Street) shall be coordinated with City of St. Louis Streets Department.
C. Materials to be salvaged for reuse at the site shall be stored and maintained by the Contractor either at a location on-site as approved by the Contracting Officer or transported at the Contractors expense to a secure off-site location of the Contractor’s choosing. The Government shall have access, as requested, to the Contractor’s secure off-site storage facility during normal business hours.
1.11 GEOTECHNICAL INVESTIGATION REPORT
A. A geotechnical investigation report entitled:
1. Subsurface Exploration: City Arch River 2015, Jefferson National Expansion Memorial, St. Louis Missouri, 26 April 2013, has been prepared by Geotechnology, Inc., St. Louis Missouri.
a. Addendum No. 1 Revised, Supplemental Design Recommendations, City Arch River 2015, Jefferson National Expansion Memorial, St. Louis, Missouri, 03 February 2014.
b. Addendum No. 2 Supplemental Borings and Lateral Load Analysis, Elevated Walkways, City Arch River 2015, Jefferson National Expansion Memorial, St.
Louis, Missouri, 13 December 2013.
