PRE-PROPOSAL QUESTIONS & ANSWERS

SOLICITATION N62742-21-R-3507

PHILIPPINES OPERATIONS SUPPORT CONTRACT (POSC IV)

NOTE: The questions and answers are provided for INFORMATION ONLY. The RFP remains unchanged unless it is amended in writing on a Standard Form 30.

NOTICE NO. 7

266. Submittal instructions; deadline for proposal submittal Company X requests an extension for submission of electronic proposals from 29 July 21 to 16 August 21, to provide industry sufficient time to analyze changes and obtain technical/pricing information to support the updates provided in AMDs 7 and 8. We make this request because receiving answers to 150+ deferred questions two weeks prior to proposal submittal only favors the incumbent J&J, not the current JV or other industry members bidding on the POSC IV solicitation.

Answer: At this time the submission date remains the same.

267. Annex 2, 2.4 Government- Furnished Items Paragraph 2.4 states "Government-Furnished Items, which becomes worn out due to normal wear and tear, shall be returned to the Government and its replacement shall be the responsibility of the Contractor at no additional cost to the Government."

Please clarify what government furnished items the contractor would be responsible for replacing:

- The Government Furnished Facility Equipment List provided in J-0200000-18, or

- The Government Furnished Equipment (GFE) provided in J-0200000-08, or

- Government Furnished Vehicles Equipment J-1700000-04?

This clarification is imperative to all bidders in the refinement of their approach based on the condition of assets upon award.

Answer: Please refer to Amendment 08 which deleted reference to "…no additional cost to the Government." Additionally, please refer to Spec Item 2.4.4 and subordinate Spec Item 2.4.4.1. The total or partial breakdown or failure of Government-Furnished Items shall not relieve the Contractor of the responsibility to perform the requirements of this contract.

268. Question 44 related to Armed Contractor Documentation (0401060 – Security Operations Spec Item 3.2, page 6 of 7) was submitted to the Government in May of 2021 referencing spec item 2.3.11. The industry received a detailed response in amendment 8 dated July 15, 2021. Industry needs time to competitively solicit the required weapons, ammunition, and storage lockers. Receiving the required information two (2) weeks prior to submittal does not give industry adequate time to price the requirements.

Recommend extending the due date for electronic proposals to 16 August.

Answer: At this time the submission date remains the same.

269. ANNEX 1002000 – Supply Services Attachment J-1002000-05 Spec Item 3.4 states: "There will be no Government funding for the initial outlay and restocking of store items. Contractor shall be solely responsible for the costs of buying/restocking and shall recoup costs from the sales of those items."

ANNEX 1002000 – Supply Services Attachment J-1002000-05 Mini Sari-Sari Store Operations Items, previously referred to as J-1002000-06 was never provided by the Government until amendment 8 dated July 15, 2021 as J-1002000-05.

Industry needs time to competitively solicit the historical sample. Receiving the required information two

(2) weeks prior to submittal does not give industry adequate time to price the requirements. The Contractor is responsible for ensuring adequate funds are available to support change funds for each Mini Sari-Sari Store outlet.

Question 1: Will the Government consider a historical dollar value plug number based on the incumbent revenue expenditure?

Question 2: Is it the Government's intent to update the 'ATTACHMENT JB-1 - COST SUMMARY WORKSHEET in a future amendment? This will also impact the two-week deadline for proposal submittal.

Question in reference to: ANNEX 1002000 – Supply Services Attachment J-1002000-05 Mini Sari-Sari Store

Answer: At this time the submission date remains the same.

There will be no Government funding for the initial outlay and restocking of store items, and the Contractor is solely responsible for the costs of buying/restocking and shall recoup costs from the sales of those items. Therefore, the Government will not be incorporating the incumbent's revenue generated from mini sari-sari store operations. The Government will rely on the contractor's knowledge and discretion, within bounds of prudent risk management, to manage the resources needed to provide sari-sari operations to ensure quality of life for Government personnel.

270. 0501050, 3.1.4 Maintenance Workspace, ATTACHMENT J-0501050-03 Annex 0501050 spec item 3.1.4 as revised by Amd 08 requires industry going back to our solicited vendors for updated pricing to meet the requirements. Receiving the required information two (2) weeks prior to submittal does not give industry adequate time to price the requirements.

Recommend extending the due date for electronic proposals to 16 August.

Answer: At this time the submission date remains the same.

271. Annex 0501050 r spec item 3.1.5 requires going back to our solicited vendors for updated pricing to meet the requirements. Receiving the required information two (2) weeks prior to submittal does not give industry adequate time to price the requirements.

Recommend extending the due date for electronic proposals to 16 August.

Answer: At this time the submission date remains the same.

Subj: CONTRACT NO. N62742-21-R-3507, PHILIPPINES OPERATIONS SUPPORT CONTRACT

(POSC IV)

272. 1502000, spec item 3.3.10, 1502000 Prior to Amendment 08 all the generators were found in J-0200000-08 and J-1502000-04 totaling 56 Generators. Now, with the addition of J-0200000-18 the Generator count is 68; but the government did not highlight the added generators. Also, finding Generators located in J-0200000-08. Company X have found duplicated Generators and three additional Generators in J-0200000-08.

Please provide updated generator information that highlights added generators and removes duplicates.

Question in reference to: J-0200000-08 J-1502000-04 J-0200000-18 (Amd 8)

Answer: Attachment J-0200000-18, issued with Amendment 08, provides the estimated number of generators to validate that sufficient resources are available to meet contract requirements. The Government is reviewing the list; however, the contractor will still be required to conduct a physical inventory of Government Furnished Property as the list may always be subject to change.

273. Amd 8 appears to have changed the transition / phase in period from 3 months to 2 months. Based on the number of sites, distances and travel challenges associated with all of the POSC IV locations outlined in the RFP, Company X recommends a minimum of 90 days for transition.

Please clarify the phase-in period and adjust the base period if required.

Answer: Amendment 8 changed the phase-in period to 2 months.

274. The JL-6 Corporate Experience Worksheet has been updated in Amd 08 but is still missing Annex

120000 – MWR.

Question in reference to: JL-6 - Corporate Experience Worksheet

Answer: Offerors may insert a column to include Annex 120000 - MWR within JL-6, Corporate Experience Worksheet.
